ADJOURNED REGULAR MEETING
MAY 11, 1981
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned regular session at 7 p,m, on May 11, 1981
in the City Hall Conference Room.

Councilmen Dring, Haltom, Pellegrino, Saelid, Gilb

On MOTION by Councilman Dring, seconded by Councilman Saelid and carri-
ed unanimously, permission was granted for a temporary banner calling
attention to a rummage sale at the Arcadia Presbyterian Church. This
is for a period of five days, Sale will be May 16 and the sign will
hang four days prior to that date.
Council received a report on existing Codes and Ordinances relating
to community fire protection, Information only,
Council received the monthly activity report for the Building Depart-
ment, Information only.
Council received a report from Santa Anita Park showing total taxes
to the City - Admission taxes, sales taxes, utility taxes. Informa-
tion only.
It was MOVED by Councilman Dring, seconded by Councilman Saelid and
carried on roll call vote as follows that the following minute reso-
lution be adopted:
BE IT RESOLVED:
"Tha t the Southern Ca lifornia Gas Company is hereby authorized to
proceed with the Tax Refunds as outlined in the communication from
said Gas Company dated May 5, 1981 and shall be allowed credits a-
gainst current Tax Collections of all Tax amounts so refunded, It
is agreed that the City shall defend and indemnify the Gas Company
as to any loss or liability arising from any act or omission by the
Gas Company in implementing Tax Refunds on behalf of the City.of Ar-
cadia.

Council was advised that the City auction will take place at 10 a.m,
June 13 in the north civic center parking lot.

It was the consensus of Council that the matter of retirement allow-
ances' for retirees be reviewed after the budget has been fUlly consid-
ered,
Discussion ensued on the interest which would accrue on the note signed
by Hometels if the payment is not made by the deadline,

Council continued its consideration of the proposed budget for 1981-82.
The Finance Director explained in detail proposed revenues for 1981-82
fiscal year .,.. from property taxes, franchises, sales tax, utility
users tax, interest earnings, motor vehicle in lieu tax (one time allo-
cation) " parking citations which are currently averaging 108 per day
at least up to April 19 " The Finance Director was of the opinion that
this will eventually level off at 1800 per month with an estimated $155,000
in revenue. Total revenue was estimated at 11.8% increase,
CITY COUNCIL This budget reviewed as proposed, Conference to be held in Pittsburgh
during November 1981 was deleted. Mayor Gilb said in part that if he
attends he will absorb his own expenses.

Summary of all programs reviewed ., Administration, Maintenance and Re-
placement, Meters and Customer Service, Production and Quality Control.
The Water Manager responded to questions,
Some consideration will be given to the increased water rates at the
conclusion of the.budget review,., providing there is a surplus in
this budget,
Council reviewed Administration and Engineering programs, all divisions
within the service, also the increased program which indicated a new
General Repairman Trainee, Street Maintenance, which indicated a 7.7%
increase, Traffic Safety, Street Cleaning (two figures changed here _:
Supplies to indicate $3,834 with a total of cost increases $9,583 ..
Sewer Maintenance, Grounds Maintenance with a change of other services
in cost increases of $8,345 making a total of $9,562 (5% increase), Trees
and Parkways 1.9% increase, Street Lights, Park Maintenance, General Main-
tenance.
Vacancies which will occur on Boards and/or Commissions as of June 30,
1981 explored, Mayor Gilb submitted names of those who do not wish to
be reappointed. During this consideration it was submitted that the
Director of Public Works henceforth be 'on call' only to the meetings
of the Arcadia Beautiful Commission. Mayor Gilb will send letter,

Staff advised of a contact made with the City from the Christian Senior I
Housing Foundation, Inc., based in Atlanta, Georgia, concerning the de-
velopment of a housing project under Section 202 Director Loan Program
for the Elderly and Handicapped within the confines of the City. The
Foundation had information that there were 100 units allocated to the
Central San Gabriel Valley region in HUD and applications are to be filed
with HUD by May 15 '" that the primary need at this point is a site
which can be submitted with the application,
The fact that the California Presbyterian Homes had evinced an interest
in this type of development some time ago and due to the time limitation
in the filing of an application if the City should go with the Atlanta
based Foundation, it was MOVED by Member Dring, seconded by Member SSe-
lid and carried unanimous ly tha t STAFF BE DIRECTED TO CONTACT THE PRES-
BYTERIAN FOUNDATION TO ASCERTAIN IF THEY HAVE AN INTEREST AND IF NOT
THEN PROCEED WITH THE ATLANTA FOUNDATION.

It was MOVED by Chairman Gilb, seconded by Member Haltom and carried on
roll call vote as follows that an option be granted to purchase Agency
owned land at the southwest corner of Huntington Drive and Fifth Avenue
(2,78 acres) for the sole purpose of developing a housing project under
Section 202 Director Loan Program for the Elderly and Handicapped. The
option to be for a periof of 150 days,
