I MINUTES OF JOINT MEETING July 28, 1981 Board of Education Arcadia Unified School District and City Council City of Arcadia Call to Order A Joint Meeting of the Board of Education of the Arcadia Unified School District and the City Council of the City of Arcadia was called to order by Mayor Charles Gilb at 7:35 p.m. on July 28, 1981, in the Council Chamber of the Arcadia City Hall. Roll Call and Attendance Roll Call indicated: School Board Members present - Carol D. Papay Gloria J. Horstman Paul Friedman Lewis H. V. May (arr. 7:50 p.m.) Donald E. Fickas City Councilmen present - Charles E. Gilb Donald D. Pellegrino Jack Saelid Jeffrey A. Dring Richard A. Haltom The following were in attendance: School District personnel - Edward V. Joint Board/City Council Meeting -2- July 28, 1981 I This meeting Was scheduled to continue discussion of concerns shared by the city and school district. Review of City/School District Cooperative Programs Board President Carol Papay expressed the Board's pleasure in meeting with the City Council and a~ked the Superintendent to review some of the facilities shared by the city and school district. Among those mentioned were the miniparks and tennis courts located on di~trict property, joint use of the high school swimming pool, the location of Continuation High School on city property, funding of the policeman-on-campus program, and community recreational and athletic activities on school sites. Discussion of School District Program and Personnel Reductions The Council was inforQed that since the 1978-79 school year personnel has been reduced by 25 percent; this reduction has affected administrators, teachers, counselors, and classified pe~sonnel. The corresponding enrollment reduction has been 12 percent. The 1981-82 school year will open with six elementary schools instead of eight. Student Drive~ Training Program ,The Board Pre~ident stated the driver training program was not being included in the district's 19&1-82 budget because of insufficient funding from the state. This program is fur.ther hampered by legislation which currently prohibits the charging of fees. Crossing Guards/Traffic Safety Because of th~ closure of Bonita Park and Santa Anita Schools, students are being re- assigned to other schools. Some students will be walking greater distances and ad- ditional crossing guards may be needed at strategic locations. City and school officials will meet to ~eview routes and crossing guard assignments. Extracurricular Program Changes Th~strict will be charging fees to secondary students for certain types of extra- curricular activities, such as band and athletics, to help defray transportation costs. It was report~d that parent support groups have always assisted in fund-raising eventS'1 for these programs. Priority List - Restoration of School Programs A list of the Board's priorities in the restoration of programs was made available to the City Council. These were: - Restoration of three academic junior high school teachers. - Deferred maintenance program. - Two counselors and two academic teachers at the junior high schools. - Two academic teachers and one counselor at the senior high school, plus One elementary school teacher. - Two academic teachers and one elective teacher at the high school, plus One counselor at a junior high. I Joint Board/City Council Meeting -3- July 28, 1981 Review of Arcadia Educational Foundation This foundatiun was formed by local citizens to provide financial assistance to the district. Incorporation has been completed and regular meetings are being held which are open to the public. The district's priority list has been submitted to the foundation. Areas City Council Would Like School District to Give More Attention Chief Mitchell reportcd that student parking in residential areas was causing neighbors to complain about litter and inconvenience. He conducted an independent study which revealed that 25 to 30 percent of students drive to school, using 600-700 vehicles. Discussion followed on possible solutions. Some of Chief Mitchell's suggestions were the relocation of the volley ball courts -using this area for student parking, and the restriction of parking on surrounding streets. Board members agreed to study the problem. Joint City Council/School Board Meetings It was, decided another joint meeting should ,be held before the opening of school. A brief discussion followed on the feasibility of scheduling joint meetings three or four times a year. * * * In reviewing the agenda items, Mayor Gilb stated he was not certain at this time how or when thc city would be able to'assist the school district as legal implications regarding the transfer of monies would have to be investigated.
