CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
AUGUST 11, 1981
The City Council of the City of Arcadia met in an adjourned regular
session August 11, 1981 at 7:00 p.m. in the City Hall Conference
Room.
PRESENT: Councilmen Dring, Haltom, Pellegrino, Saelid, Gi1b
ABSENT: None
Council received a summary listing the acquisition and construction
costs of the improvement to Second Avenue, Santa Clara Street and
Third Avenue as prepared by the Finance Director.
Council received the final costs for the Special Municipal Election
held June 16 in the amount of $20,722.54. It was MOVED by Councilman
Dring, seconded by Councilman Pellegrino and carried on roll call vote
as follows that same be approved for payment and that the Finance Di-
rector bill the Arcadia Unified School District for one half per agree-
ment.

The Director of Public Works submitted information relating to the
following items as contained in his report dated August 7, 1981:
Material from the Los Angeles County Sanitation
District relative to existing charges and proposed
connection fees which will be applied to all new
users of District facilities;
Prior Engineering Division report concerning correction
of sewer deficiencies modified to be applied to actual
bath facility count.
Sewer System Service Fund projections based on 12%
interest, 10% inflation and transfer of $184,708 for
FY 1978-79 to FY 1980-81 and $86,071 for FY 81-82 to
General Fund to reimburse for crew operation.
Each of these items were discussed in detail and staff will report
back on some of the concerns expressed by the City Council including
a breakdown of the separate permit fees for this year which go into
the Genera 1 Fund. '
A meeting is to be scheduled with the race track official... date
of ~ugust 25 at 7 p.m. was indicated. This will be confirmed with
the track. '
The legal ramifications of the request of the School Board for finan-
cial assistance will also be discussed at the meeting of August 25.
The question of retaining the H-over1ay for the ar~a from S~nta ~nita
to Second and Huntington to Duarte was explored brlefly. Hlstorlca1
data will be provided Council.

At 8:30 p.m. the City Council adjourned to the Council Chamber to enter
a jOint meeting with the Planning Commission concerning the Commission's
recommendation for denial of Text Amendment 81-3 allowing office uses i~
an M-l zone with an approved conditional use permit. (SEE MINUTES
OF THE PLANNING COMMISSION FOR AUGUST 11,1981).
Following the adjournment of the meeting with the Planning Commission
Council reconvened and took action as follows:
Staff presented a report concerning the request of the Inter City News-
papers for permission to use helium-filled balloons mounted on trees or
posts in the parkways in front of businesses. This would be for promo-
tional purposes for a one day event on August 22 ... This does not fall I
within the sign regulations inasmuch as the balloons are to be placed
within the public right-of-way. The City Attorney said in par~ that the
City might have some liability although he could not foresee any speci-
fic at the present time. It was then MOVED by Councilman Pellegrino,
seconded by Councilman Saelid and carried on roll call vote as follows
the the request be APPROVED.
