prohibited from discussing or taking action on any item not listed on the posted agenda.

a medical office building on Santa Anita Racetrack property — 285 West Huntington
Drive.

PRESENTATIONS
a. Proclaiming the week of October 7 -13 as Fire Prevention Week.
PUBLIC HEARINGS
Any person wishing to speak before the City Council on a public hearing item is asked to
complete a Speaker Card noting the agenda item number and provide it to the City Clerk prior to
the start of the public hearing. Separate and apart from the applicant (who may speak longer in
the discretion of the City Council) each speaker is limited to five (5) minutes per person unless
waived by the City Council. Under the Brown Act, the City Council is prohibited from discussing
or taking action on any item not listed on the posted agenda. The applicant may additionally
submit rebuttal comments, in the discretion of the City Council.

the City Council regarding any public hearing item, you may be limited to raising only those
issues and objections you or someone else raised at the public hearing or in written
correspondence delivered to the City Council at, or prior to, the public hearing.
a. Adopt Resolution No. 6847 adding Waterless Car Washing /Auto Detailing, Chair
Massages, Vehicle Displays, Lead Generation, and Dance Studios to the list of
permitted uses for the Westfield Santa Anita Mall at 400 S. Baldwin Avenue.

b. Consideration of a Special Use Permit to allow the "626 Night Market ", an Asian -
themed food and retail night market within the infield area at Santa Anita Park at
285 W. Huntington Drive on October 20 -21, 2012, and December 15 -16, 2012.
Recommended Action: Approve
C. Adopt Resolution No. 6846 authorizing the Arcadia Police Department to use
funds allocated from the Citizens' Option for Public Safety - Supplemental Law
Enforcement Services Fund (COPS- SLESF) for the purchase of front line police
services.

2. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on
by one roll call vote. There will be no separate discussion of these items unless member of the
City Council, staff, or the public request that a specific item be removed from the Consent
Calendar for separate discussion and action.
a. Approve the Regular Meeting Minutes of September 4, 2012, and September 18,
2012.

b. Adopt Ordinance No. 2302 amending Section 4610.3 of Part 1, Chapter 6 of Article
IV of the Arcadia Municipal Code regarding an exemption from the noise limits.

C. Adopt Resolution No. 6850 for employee contribution to optional benefits.

d. Authorize and direct the City Manager to execute a Professional Services
Agreement with HF &H Consultants, LLC for the financial audit of commercial trash
service providers in the amount of $33,000.

e. Authorize and direct the City Manager to execute a Professional Services
Agreement with IDModeling for the 2013 update of the City's Hydraulic Model in
the amount of $96,075.
Recommended Action: Approve
Authorize and direct the City Manager to execute a contract with Target Mailing
Company for mailing services, in an amount not to exceed $88,000 for the period
of November 2012, through June 2013, with the option of three (3) one -year
extensions in an amount not to exceed $132.000 annuallv.

g. Award a one year purchase order contract extension to Ernie's Auto Parts for the
purchase of automobile repair parts for City vehicles in the amount of $31,877.

h. Award a one year purchase order contract extension to HD Supply Waterworks for
the purchase of water pipeline fittings, brass valves, and other related accessories
for the City's water distribution system in the amount of $113,252.

Approve revised classification specifications for Police Cadet (Part -Time) and
Police Lieutenant and a new classification specification and salary level for
Records /Legal Technician (Full -Time Position).

3. CITY MANAGER ITEMS
a. Adopt Resolution No. 6851 changing the name of the Ruth and Charles Gilb
Arcadia Historical Museum to the Gilb Museum of Arcadia Heritage.
