OPTION FOR PUBLIC SAFETY — SUPPLEMENTAL LAW
ENFORCEMENT SERVICES FUND (COPS- SLESF) FOR THE PURPOSE
OF FRONT LINE POLICE SERVICES

SUMMARY
This staff report explains the Citizens' Option for Public Safety (COPS) program and
requests approval of Resolution 6846, which will authorize the expenditure of $8,000 for
a new analytical platform that allows for the integration of information from multiple
databases to near real -time statistical data called CrimeView Dashboard from the
Omega Group.
BACKGROUND
Each year the State Legislature considers supplemental funding for local police
departments under the COPS program. The annual decision to fund the COPS
program is based upon budget priorities and available funds. Although the program has
been funded the past 15 years, the COPS program funding continues on a year -to -year
basis.
The intent of the COPS program is to enable local police agencies to enhance public
safety by purchasing equipment and /or services otherwise unavailable to them through
their respective budgets.
The COPS program distributes State funds to local cities on a per capita basis.
Recipient cities are required to deposit the State funds in a local Supplemental Law

Enforcement Services Fund (SLESF) to be expended only for equipment and services
requested by the Chief of Police and approved by the City Council.
Every year the Chief of Police submits a fist of the items and /or services to be expended
with COPS -SLESF funds, and the City Council reviews and approves the expenditures.
The State has placed the following limitations on the funds:
1. They must be used for front line police services in accordance with
a plan submitted by the Chief of Police;
2. Their use must not supplant what has been or should be general
fund expenditures, and;
3. The spending plan must be submitted to the State for audit
purposes.
DISCUSSION
With City Council approval in 1997, the Department created a Crime Analysis Unit
(CAU) with COPS -SLESF funds. A crime analyst position, hardware, and software
programs have been funded by COPS - SLESF. The Unit has proven itself to be highly
effective in evaluating crime patterns and trends, as well as tracking criminal activities of
known offenders and recidivists.
The Omega Group has provided the CAU with a CrimeMapping software and program
hosting in excess of five years. On a nightly basis, the program scrapes data from the
Department's Records Management System (RMS) and populates the information in
the online database available to the public. However, CrimeMapping does not offer
crime analysis data to the end user or investigator.
The Omega Group now has a product called CrimeView Dashboard that organizes
complex information from multiple databases into visualizations that provide an instant
snapshot of current activity. The entire data integration process is automated so that
the information being consumed is always current. Data can be imported from any
records or dispatch system and quickly viewed in several formats, including heat maps,
repeat call locations, day of the week charts, and time of day graphs. These visuals
allow for the rapid assessment and dissemination of critical information throughout the
entire organization.
The CrimeView Dashboard also allows multiple levels of access from patrol officers to
administrative personnel, all with the same information, but in different presentation
styles depending on need. The Dashboard is fully automated and queries can be
adjusted to meet agency requests. The Dashboard delivers an end product to staff
without manual manipulation, allowing officers and investigators to obtain reports and
near real -time statistical data in a matter of seconds.

CrimeView Dashboard will integrate with the Department's current RMS system. Due to
an on -going relationship with the Omega Group, the scraping of data from the RMS
system is already in operation and the timing of new data reads will be seamless.
Staff has also looked into a similar analytical system, known as Command Central, from
CrimeRe ports. com. Command Central offered little in flexibility as to writing queries and
personalizing the information. It will also require new /additional "handshake" exchanges
between the Department's RMS and the company, which will be extremely costly.
Currently, the City receives $100,000 annually in COPS -SLESF funding. There is
approximately $136,000 remaining in the COPS account as a result of the resignation of
a crime analyst in October of 2011. While the Department is evaluating the need of a
full -time crime analyst, it is recommended that the CrimeView Dashboard be added to
provide trend analysis and the ability to analyze data quickly and implement more timely
strategies and tactics. The $8,000 for the CrimeView Dashboard will be a recurring
annual cost and will be funded through COPS - SLESF.
FISCAL IMPACT
There is no impact upon the City's General Fund, and the $8,000 expenditure has
already been budgeted in the Fiscal Year 2012 -13 COPS -SLESF account.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 6846 authorizing the
Arcadia Police Department to use .funds allocated from the Citizens' Option for Public
Safety- Supplemental Law Enforcement Fund (COPS - SLESF) for the purpose of front
line police services.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, AUTHORIZING THE ARCADIA POLICE
DEPARTMENT TO USE FUNDS ALLOCATED FROM THE
CITIZENS' OPTION FOR PUBLIC SAFETY- SUPPLEMENTAL
LAW ENFORCEMENT SERVICES FUND (COPS - SLESF) FOR
THE PURPOSE OF FRONT LINE POLICE SERVICES
WHEREAS, Citizens' Option for Public Safety - Supplemental Law Enforcement
Services Fund (COPS - SLESF) allocates funds from the State to the City of Arcadia for front
line police services and requires the Chief of Police of the local jurisdiction to submit a plan
for using the funds; and
WHEREAS, the Chief of Police has submitted a written request (attached as Exhibit
"A ") to the City Council specifying front line law enforcement programs that are necessary to
meet the needs of Arcadia, with information as to the personnel, equipment, and programs
that are necessary to meet those needs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
SECTION 1. A duly noticed public hearing was conducted on October 2, 2012, to
consider the Police Chief's request for needed front line law enforcement services.
SECTION 2. Having conducted a public hearing, the City Council authorizes the
expenditure of funds allocated from COPS -SLESF for a new analytical platform that allows
for the integration of information from multiple databases to near real -time statistical data
called CrimeView Dashboard from the Omega Group.

SECTION 3. The City Council determines and finds that the requests as set forth in
Section 2 above complywith the requirements of Sections 30061 et seq. of the Government
Code.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
