HomeMy WebLinkAboutItem 2a: Minutes of September 4 and 18, 2012.54:0103 CITY COUNCIL /SUCCESSOR AGENCY TO THE ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING MINUTES TUESDAY, SEPTEMBER 4, 2012 Pursuant to the adjournment of the August 21, 2012 Regular Meeting of the City Council /Successor Agency to the Arcadia Redevelopment Agency, the City Clerk appeared at the time and place of adjournment at 6:00 p.m. and announced that no quorum was present until 7:00 p.m. CITY COUNCIL REGULAR MEETING Mayor Harbicht called the meeting to order at 7:00 p.m. ROLL CALL OF CITY COUNCIL MEMBERS: PRESENT: Council Member Amundson, Kovacic, Segal, Wuo and Harbicht ABSENT: None INVOCATION Reverend Terrence Shay, Mandarin Baptist Church PLEDGE OF ALLEGIANCE Jason Kruckeberg, Assistant City Manager /Development Services Director SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto reported that emails received from residents regarding Public Hearing Item 1.a., were previously forwarded to the City Council; and have been redistributed so that they be made part of the official record, MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Amundson, seconded by Council Member Segal to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Presentation regarding Volunteer in Patrol Service (VIPS) and volunteer recruiting by Gene Giasco and George Colman. With the consensus of the City Council, Mayor Harbicht announced that Public Comments will be heard at this time instead of after the Public Hearing, PUBLIC COMMENTS Tracy and Terry Totten appeared and invited the City Council and staff to the 80 year anniversary of the Arcadia Thrift and Welfare Store on October 7. 09 -04 -12 54:0104 1. PUBLIC HEARINGS a. Consideration of Text Amendment No. TA 12 -02; and introduction of Ordinance No. 2300 amending various Sections of Article IX (Division and Use of Land), Chapter 2 (Zoning Regulations) of the Arcadia Municipal Code regarding the parking and storaae regulations in the single - family residential zones for motor vehicles, including recreational vehicles (RV's) (Continued from the Regular Meeting of August 7. 2012) Recommended Action: Introduce Jason Kruckeberg, Assistant City Manager /Development Services Director, and Jim Kasama, Community Development Administrator, presented the staff report. City Attorney Deitsch suggested some word changes to the ordinance which he read into the record. Mayor Harbicht opened the public hearing; and with the consensus of City Council, announced a three minute time limit per speaker for public comments on this item. The following individuals appeared and spoke in opposition of the proposed ordinance. Art Fry John Tallon Fred Bauer James Glass John Murphy Patrick Barnes Ed Winter Alfred Rainie Ted Norwood George Hlista Bob Kimball James Forand Glenn Fernandez Jim Blesch A motion to close the public hearing was made by Council Member Kovacic, seconded by Council Member Wuo, and seeing no further objection, Mayor Harbicht declared the public hearing closed. It was moved by Council Member Segal, seconded by Council Member Wuo, and carried on roll calf vote to table Text Amendment No. TA 12 -02 and Ordinance No. 2300 regarding the parking and storage regulations in the single - family residential zones for motor vehicles, including recreational vehicles (RVs) to a future Study Session; no action was taken. AYES: Council Member Segal, Wuo, Amundson, Kovacic, and Harbicht NOES: None ABSENT: None Mayor Harbicht solicited additional Public Comments not related to RV parking. Ms. Lin appeared and discussed an email she sent to the Mayor regarding pregnancy homes it Arcadia; and commented on social security benefits for non- Americans. Council Member Amundson requested, and received the support of Mayor Harbicht and Council Member Kovacic to schedule a future study session regarding pregnancy homes. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). City Clerk Glasco had no comments. 00 -04 -12 54:0105 Council Member Kovacic thanked Mr. Glasco for the Volunteer in Patrol Service (VIPS) presentation; he commented on the endowment foundation that he and Mayor Pro Tern Segal created in order to support the Arcadia Performing Arts Center; and announced the concert grand opening on October 27 featuring Paul Anka; and encouraged everyone to attend because seats will go quickly. Council Member Wuo commented on the Historical Museum Foundation fundraiser held on August 26 to raise money for the new Education Center; he thanked Floretta Lauber and everyone involved for putting on the event; and he congratulated Mickey and Lee Segal for receiving another award. Mayor Pro Tern Segal also commented on the concert at the new Performing Arts Center on October 27 featuring Paul Anka and the endowment being created; he announced the Methodist Hospital Crystal Ball on October 13, and noted that Natalie Coie will be performing; and the Taste of Arcadia on September 24; and encouraged everyone to attend these events. Council Member Amundson asked if massage parlors were a part of his earlier motion for a future study session. City Manager Lazzaretto responded tnat only pregnancy homes were part of the motion; City Attorney Deitsch also confirmed the motion. City Manager Lazzaretto advised that there are several items that staff needs some direction on from the City Council; he suggested that time be set aside in the next month or two to discuss these items; and recommended that it be done as an all -day study session. The City Council concurred. Council Member Amundson discussed holiday trash pick -up; he noted the next Downtown Arcadia Community Benefit District (CBD) Steering Committee meeting on September 12; and encouraged everyone to do something to remember September 11th. Mayor Harbicht reported that he attended the AYSO opening day event at the Pace Track; he recognized that AYSO is a very important program to the community; that it is run solely run by volunteers; and noted that there are about 2,000 children that take part in AYSO soccer and publicly thanked all the volunteers, parents, team mothers, coaches, and referees who make AYSO a reality. He announced that last week he attended a water seminar at the Sheraton Hotel near the Pomona Fairgrounds which dealt with water in the San Gabriel Valley and discussed water conservation in the future. 2. CONSENT CALENDAR a. Authorize and direct the Cite Manager to execute a three year professional services aareement with Unifirst Corporation for the Public Works Services Department's uniform rental services in the amount of $26.283.34. Recommended Action: Approve Authorize and direct the City Manager to execute a three vear Information Technology Management contract with Knight Communications in the amount of $314.2-86' annualiv with the option to enter into three one -year extensions Recommended Action: Approve C. Award a purchase order contract to Daniels Tire Service for the purchase of Tires and Tire Related Services for City vehicles in the amount of $86.616. Recommended Action: Approve 09 -04 -12 54:0106 d. Approve a supplemental appropriation not to exceed $32.500 for the upfront cost of purchasing Fire Department radio firmware that will be reimbursed through the 2009 State Homeland Security Grant Program. Recommended Action: Approve e. Approve street closures for the Festival of Bands Parade. Adopt Ordinance No 2301 authorizing an amendment to the contract between the City Council of the City of Arcadia and the Board of Administration of the California Public Employees' Retirement System regarding Pre - Retirement Optional Settlement 2W Death Benefit. Recommended Action: Adopt Hue Quach, Administrative Services Director, and Heather McDowell, Human Resources Analyst presented the staff report. It was moved by Council Member Segal, seconded by Council Member Wuo, and carried on roll calf vote to adopt Ordinance No. 2301 authorizing an amendment to the contract between the City Council of the City of Arcadia and the Board of Administration of the California Public Employees' Retirement System regarding Pre - Retirement Optional Settlement 2W Death Benefit. AYES: Council Member Segal, Wuo, Amundson, Kovacic, and Harbicht NOES: None ABSENT: None b. Award a purchase order contract to Wondries Fleet Group for the purchase of eight Ford Crown Victoria patrol vehicle units in the amount of $222,529. and authorize an additional appropriation of $158.229 from the Equipment Replacement Fund. Recommended Action: Approve Dominic Lazzaretto, City Manager, Tom Tait, Public Works Services Director, Robert Guthrie, Police Chief, and Dave McVey, General Services Superintendent presented the staff report. REPORT FROM CITY ATTORNEY ON CLOSED SESSION ITEMS City Attorney Deitsch reported that the City Council met in a Closed Session to consider the two items listed on the posted agenda under closed session; that Item (a) is a tort claim against the City; and Item (b) is pending litigation against the City; and that no reportable action was taken on either item. 09 -18 -12 54:0109 INVOCATION Mayor Robert Harbicht PLEDGE OF ALLEGIANCE Arcadia Boy Scout Troop 111 SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced there was no supplemental agenda information. PUBLIC COMMENTS Bob Machuca, representing the Los Angeles County Economic Development Corporation appeared and commented on guidelines for best practices and film friendly regulations and policies; he commended the City in considering adopting a revised film policy; he offered his services to assist the City do what it can to be more business friendly; and encouraged the City to apply next year for the Most Business Friendly City award. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). City Clerk Glasco announced the Arcadia Woman's Club "Rockin Back to the 50:s" fundraiser on September 22 and that tickets can be obtained by calling (626) 355 -8979; that the Friends of the Arcadia Historical Society donated funds to provide a "History Lives Here" marker at the entrance to the Los Angeles County Arboretum and the unveiling is on October 2 at 4:00 p.m.; he provided a brief history of the markers being placed around the City; and noted this makes the 9th historical marker. Council Member Amundson announced that he attended the League of California Cities Annual Conference in San Diego along with Council Member Kovacic and City Manager Lazzaretto; and commented on a couple of workshops he attended regarding pension reform and development in a post redevelopment world, which he felt were very informative. Mayor Pro Tern Segal announced the Arcadia Thrift and Welfare 80th anniversary celebration on October 4 at 5:00 p.m. on First Avenue; the Methodist Hospital Crystal Ball on October 13 and noted that Natalie Cole will be performing; he urged everyone to attend the opening of the Performing Arts Center on October 27; that Paul Anka will be performing; that the event will sponsor an endowment for the Arcadia Performing Arts Foundation; and noted that if it is a sellout, the foundation will raise $1 million; that ticket information can be found on the Arcadia Unified School District website; and stated that some Arcadia High School students will be performing in the orchestra with Mr. Anka. 09 -18 -12 54:0110 Council Member Kovacic also announced that he attended the League of California Cities Annual Conference on September 6 and 7 in San Diego; he commented on a couple of workshops he attended concerning regulations on food trucks, options to redevelopment, pension reform, and labor relations, which he noted were all very informative; he also announced and discussed the opening of the Performing Arts Center on October 27; that Paul Anka will be performing; that the Performing Arts Center has 1,200 seats and cost $20 million; that tickets are available for purchase on the Arcadia Unified School District's website at wwvv.ausd.net; and noted that he and Mayor Pro Tern Segal are co- chairs on the Performing Arts Center Foundation which will keep performing arts alive and well in Arcadia and in the region for many years to come. Mayor Harbicht noted that a couple of meetings ago he commented on a number of cities facing bankruptcy and wanted everyone to know that the City of Arcadia is in excellent condition; he announced that later on the agenda, the City will consider refinancing bonds that were issued for the construction of the police station; that the refunding of the bonds will reduce the net interest cost which will directly benefit Arcadia taxpayers by lowering the amount of their assessment on their tax bills; and noted that because of the City's financial status and the refunding of the bonds, the City has received a bond rating of AA +. 1. Adopt Resolution No. 6841 approving the City of Arcadia Local Hazard Mitigation Plan. Recommended Action: Adopt C. Authorize and direct the City Manager to execute a Professional Services Agreement with RBF Consulting to update the Housing Element for the 2014 -2021 cvcle in the amount of $19.968 and approve a 10% continaency, Recommended Action: Approve d. Authorize and direct the Citv Manager to execute a Professional Services Aareement with_Trovao and Associates Inc. DBA The Christmas Tree Light Guv Company to provide materials, installation labor, and removai of hoiiday decorations on Huntinaton Drive between Santa Clara Street and Fifth Avenue in the amount of $33.742 for the 2012 holiday season. and $28,584 for the 2013 holiday season.
