SUBJECT: AWARD A PURCHASE ORDER CONTRACT TO ROTOLO
CHEVROLET, INC. FOR THE PURCHASE OF A 3/4-TON, FOUR-
WHEEL DRIVE CREW CAB PICKUP TRUCK IN THE AMOUNT OF
$34,650.10
Recommendation: Approve
SUMMARY
The Public Works Services Department recently solicited bids to award a purchase
order contract for the purchase of one new 2012 Chevrolet 3/4-ton, four-wheel drive
crew cab pickup truck for the Fire Department. This will replace a 1991 3/4-ton utility
pickup truck, which meets the replacement criteria in the City's Equipment Replacement
Program based on the amount of years the truck is in service. Additionally, the pickup
truck has approximately 89,000 miles on it. Funds in the amount of $53,200 have been
budgeted in Fiscal Year 2012-13 Equipment Acquisition Program.
Based on the bid results submitted, it is recommended that the City Council award a
purchase order contract to Rotolo Chevrolet, Inc. for the purchase of a 3/4-ton, four-
wheel drive crew cab pickup truck in the amount of$34,650.10.
DISCUSSION
The existing 1991 3/4-ton utility pickup truck, placed in service 21 years ago, meets the
years in service criteria in the City's Equipment Replacement Program. The Equipment
Replacement Program recommends replacing this vehicle in 12 years or at 100,000
miles. Additionally, this pickup truck is in need of major repairs. The current repair
costs are estimated to be greater than what the truck is currently worth. For example,
the truck is in need of major electrical work, and the engine compression seals are
leaking, causing the engine to run rough and have a lack of power. Also, the truck
would need to be painted, as it is faded and in some areas the clear coat is gone. The
current Blue Book value of the pickup truck is $2,217.

The pickup truck is used daily by Fire Department personnel for a variety of tasks in the
field such as picking up and transporting supplies to any one of the three fire stations in
the City. Additionally, it is used on emergency calls to set up traffic delineation and for
supporting tactical operations. The crew cab four-wheel drive pickup truck will allow the
Fire Department to transfer sufficient personnel and equipment to and from large
wildfire incidents and strike team deployments. The four-wheel drive capability of the
pickup will enable fire personnel to access fire roads and difficult terrain safely and
efficiently where transfer of personnel typically takes place.
A notice inviting bids was published in the City's adjudicated paper and bid packages
were distributed to area vendors. The City Clerk publicly opened the following three
sealed bids on July 24, 2012:

The bid documents were reviewed for content and the background and competency of
the lowest responsible bidder was verified. It was concluded that Rotolo Chevrolet, Inc.
could provide the vehicle specified in the bid documents. Rotolo Chevrolet, Inc. has
supplied City vehicles in the past and has always provided excellent service. Therefore,
it is recommended that the City Council award a purchase order contract to Rotolo
Chevrolet, Inc. for the purchase of a 3/4-ton, four-wheel drive crew cab pickup truck in
the amount of $34,650.10
FISCAL IMPACT
$49,200 has been budgeted in Fiscal Year 2012-13 Equipment Acquisition Program
from the Equipment Replacement Fund for the purchase of a 3/4-ton, four-wheel drive
pickup truck. $4,000 has been budgeted for the installation of communication,
emergency, and fueling transmitter package.
RECOMMENDATION
It is recommended that the City Council approve the following:
1. Award a purchase order contract to Rotolo Chevrolet, Inc. for the purchase
of a 3/4-ton, four-wheel drive crew cab pickup truck in the amount of
$34,650.10.
2. Waive any informality in the bid or bidding process.
