REGULAR MEETING
SEPTEMBER 15, 1981
The City Council of the City of Arcadia and the Redevelopment Agency
met in a regular session September 15, 1981 at 7:30 p.m. in the City
Hall Council Chamber.

On MOTION by Councilman Sae1id, seconded by Councilman Dring and
carried unanimously the minutes of the regular meeting of September
1,1981 were APPROVED.
PRESENTATIONS On behalf of the City Council Mayor Gi1b announced the presentation
(Secrest of special awards to two retirees, namely George Secrest and Vincent
and Ramirez. Mr. Secrest recently retired from the police department af-
Ramirez) ter 33 1/2 years of service and Vincent Ramirez from the Water Depart-
ment after 29 years of service. Plaques expressing appreciation for
their efforts and accomplishments during their tenures were presented
to each by Police Chief Mitchell and Water Manager Ber1ien respective-
ly.
PRESENTATION Councilman Sae1id presented and read in full Resolution No. 4985 en-
COLT ALL-STAR titled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA
BASEBALL TEAM COMMENDING THE ARCADIA COLT ALL-STAR BASEBALL TEAM FOR BEING CHOSEN
AS WESTERN ZONE CHAMPIONS AND REPRESENTATIVES FOR THE COLT WORLD SER-
IES HELD IN LAFAYETTE, INDIANA" and MOVED for its adoption. Council-
man Pellegrino seconded the motion which was carried on the following
roll call vote:

Mayor Gilb, with the assistance of Councilman Pellegrino, presented
each of the 15 players with a Certificate commending them on the out-
standing achievements of the Colt All-Star Team for the Year 1981.
Certificates were signed by all the members of the City Council. Photo-
graphs were taken of the entire team along with Coaches Santana, McQuire.
Ducich and Manager McCarn.

The Agency received a request on behalf of the Hawkins Christmas Tree
Company to rent Agency owned property at Huntington Drive and Second
Avenue from December 1 through December 31 for $900. It was noted
that this is a $100 increase over the rental paid last year. It was

MOVED by Member Dring, seconded by Member Pellegrino and carried on
roll call vote as follows that the request be APPROVED subiect to lia-
bility insurance being filed naming the Agency as an addit~onal insur-
ed, along with the business license fee and sales tax which will accrue.

PROPOSED The Agency reviewed concept plans for the proposed hotel development
HOTEL (Granada Royale) at 211-215 E. Huntington Drive. Staff advised that
~ the Agreement which was executed on June 4, 1981 requires the devel-
"1 r(r[ oper to construct a hotel with a minimum of 150 rooms and a banquet
I v <, facility for at least 500 persons ... the plans indicate a proposed
Of ~ use of 187 suite hotel; seven stories in height, 7500 sq. ft banquet

r parking for 272 vehicles divided between compact, handicapped and
standard. It was also noted that an environmental impact report has
been prepared for the project and approved on December 16, 1980 by
Resolution No. 4924. Staff indicated that the drawings are in com-
pliance with the terms of the Disposition and Development Agreement.
A representative of Hometels, Joe Harris. 2863 Shady Glen Lane, Orange.
Ca., addressed the Agency and explained pictorial slides of the hotels
which have been constructed and in operation in other cities.

Staff advised that the Disposition & Development Agreement between
the Agency and Hometels reserves the right for Hometels to assign its
interests to other partnerships for the purpose of raising money for
the acquisition and development for the proposed hotel at Huntington
Drive and Second Avenue. This assignment had been approved by the
Agency. The Agency General Counsel had reviewed the assignment and
found it to be in order .. Staff will obtain the 8y-laws of the new
partnership, a list of those participating and financial status.
It was then MOVED by Member Saelid, seconded by Member Dring and
carried on roll call vote as follows that the Agency Chairman be AUTHOR-
IZED to act on behalf of the Agency to consent to the Assignment Agree-
ment, subject to approval as to form and content by the Agency's General
Counsel.

AUDIENCE PARTICIPATION
Herb Fletcher, 175 W. Lemon Avenue, said he had noticed in a newspaper
that the City of El Monte was lookinq for backup water supoly in the event
its wells should become contaminated and are considering an expenditure
of something like $500,000 over a 20 year period to join the Metropoli-
tan Water District. He submitted the article for Council perusal. The
Water Manager responded in part that it might have possibilities and he
will check into it.

Mrs. Johana Hofer, 875 Monte Verde Drive, asked Council to check into
protruding bushes or trees which obstruct driver's views; she also men-
tioned a hazard which exists at the southeast corner of Monte Verde and
Monte Vista where a house has been in the remodeling stage for months.,.
there is also a swimming pool with murky water. She suggested the im-
position of a fee for violations such as she has mentioned.
CONSENT ITEMS
Hearing were scheduled on the following items for OCT08ER 6.
1. Planning Commission Res. 1172 amending the Arcadia
Municipal Code by adding a new Division 6 to Part 5,
Chapter 2, Article IX thereof, establishing tennis
and paddle tennis court construction and operation
standards in residential zones.
2. General Plan Change 81-1, consideration of the Draft
Housing Element.
3. Request for a Building Code Variance for the use of
,a temporary building at 800 S. Santa Anita Avenue.
4. Tentative map of Tract 23139, 250 Colorado Boulevard,
for a proposed condominium.
APPROVED a six months time extension to April 21,1982 on the Tentative
map of Tract No. 41006 for a proposed 12 unit commercial condominium at
805 W. Duarte Road.
AUTHORIZED the Director of Public Works to file an annexation report
consisting ,of plans and specifications, estimate of cost, diagram of
the District, showing lands, including zones, to be benefitted by the
proposed improvement and to be assessed to pay the expenses thereof.
Said report to be filed with the City Clerk prior to the Council meet-
ing of October 21,1981.
ACCEPTED work performed by E. C. Construction for the reconstruction
and landscaping of traffic islands in Old Ranch Road - Job No. 510, and
authorized final payment pursuant to the terms of the contract.
AUTHORIZED the solicitation of proposals for a communications consul-
tant for the new Fire, Police and 9-1-1 Dispatch Center.

PELLEGRINO, SECONDED BY COUNCILMAN SAELID AND CARRIED ON ROLL CALL

CODE TO REZONE 1035-1045 WEST HUNTINGTON DRIVE FROM R-3 (MULTIPLE FAM-
ILY) TO C-O (PROFESSIONAL OFFICE)."

and carried on roll call vote as follows that the further reading of

The City Attorney presented for the second time, explained the content
and read the title of Ordinance No. 1731, entitled: "AN ORDINANCE OF
THE CITY OF ARCADIA FIXING THE RATES OF TAXES AND LEVYING TAXES FOR THE
FISCAL YEAR 1981-82 FOR THE USUAL CURRENT EXPENSES OF THE CITY OF ARCA-
DIA. "
It was MOVED by Councilman Saelid, seconded by Councilman Pellegrino
and carried on roll call vote as follows that the further reading of
the full text of Ordinance No. 1731 be waived and it is hereby ADOPTED.

VESTMENT POLICIES OF THE CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM
IN AN EFFORT TO INCREASE THE RATE OF RETURN".
It was MOVED by Councilman Dring, seconded by Councilman Saelid and
carried on roll call vote as follows that the further reading of the
full text of Resolution No. 4988 be waived and ADOPTED.

FOR DISABILITY RETIREMENT AND FINDING THAT HE IS INCAPACITATED TO PER-
FORM HIS DUTIES AS POLICE OFFICER".

and carried on roll call vote as follows that the further reading of
the full text of Resolution No. 4989 be waived and ADOPTED.

Referred to his suggestion of some time ago of placing a cap on the
utility tax .'.. at which time staff was to submit a projection as to
what the cost revenue situation would be over for the next few years.
The Finance Director will have a report by November 1 covering the
next three years.

Recited a tragic accident he witnessed - that of a boy about 10 years
old who was riding his bicycle across a street in Los Angeles on the
green traffic signal... the light apparently turned red when he was
in the middle of the street - a pickup truck struck him injuring the
boy fatally. Mr. Gilb reminded everyone of the need to be extremely
careful of the children now that school has begun:
Police Chief Mitchell responded to Councilman Haltom's concern as to
whether or not he had sufficient personnel for additional traffic en-
forcement statinq in part that at the present time he is keeping abreast
of situations and will keep Council informed.

COMMISSIONER On MOTION by Councilman Saelid, seconded by Councilman Dring and
APPOINTED carried unanimousJy JAMES P. CURRY was appointed to the Arcadia Beauti-
ful Commission for a term to expire June 30, 1985. (This will fill
the unexpired term of Helen Hauser).
ADJOURNMENT At 9:45 p.m. the Council adjourned to 7 p.m. October 6,1981.
