Arcadia City Council Chambers The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 25, 2012, in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Chiao presiding. The meeting was called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Chairman Chiao led the Pledge of Allegiance. ROLL CALL PRESENT: Commissioners Baerg, Beranek, Falzone and Chiao ABSENT: Commissioner Parrille MOTION It was moved by Commissioner Beranek, seconded by Commissioner Falzone, to excuse Commissioner Parrille from the meeting. Without objection the motion was approved. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON - PUBLIC HEARING MATTERS — Five - minute time limit per person There were none. PUBLIC HEARING 1. CONDITIONAL USE PERMIT NO. CUP 12 -11 (Continued from August 28, 2012) 815 S. First Avenue Cheryl Ha A Conditional Use Permit for a 1,100 square -foot tutoring center with a maximum attendance of 16 students at any one time. RESOLUTION NO. 1860 A Resolution of the Planning Commission of the City of Arcadia, Califomia, granting Conditional Use Permit No. CUP 12 -11 for a 1,100 square -foot tutoring center with a maximum of 16 students at any one time at 815 S. First Avenue. RECOMMENDATION: Conditionally approve Conditional Use Permit No. CUP 12 -11 and adopt Resolution No. 1860. Mr. Schwehr presented the staff report. Chairman Chiao opened the public hearing. Chairman Chiao asked if anyone would like to speak in favor of this project. Mr. Joe Koeper, property manager, spoke in favor of the project. Chairman Chiao asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Beranek to close the Public Hearing. Without objection the motion was approved. MOTION It was moved by Commissioner Beranek, seconded by Commissioner Falzone to conditionally approve Conditional Use Permit No. CUP 12 -11, and to adopt Resolution No. 1860. Baldwin Ave. Twen Ma, Architect A Conditional Use Permit with a Parking Modification for a new seafood restaurant within an existing 15,000 square -foot commercial unit at 1271 S. Baldwin Avenue. RECOMMENDATION: Conditional approval Ms. Flores presented the staff report. Chairman Chiao opened the public hearing. Chairman Chiao asked if anyone would like to speak in favor of this project. Ms. Patsy Ma, leasing agent, and Mr. Twen Ma, project architect and owners' representative, spoke in support of the project. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Beranek to close the Public Hearing. Without objection the motion was approved. MOTION It was moved by Commissioner Beranek, seconded by Commissioner Falzone to approve Conditional Use Permit No. CUP 12 -08 subject to the conditions in the staff report, and to direct staff to prepare a Resolution for adoption at the next Commission meeting. Alex and Lisa Reyes A Conditional Use Permit for a catering service and cooking school with a maximum attendance of 10 students at any one time in a 576 square -foot unit within an existing commercial center. RECOMMENDATION: Conditional approval Mr. Baldwin presented the staff report. Chairman Chiao opened the public hearing. Chairman Chiao asked if anyone would like to speak in favor of this project. Mr. Alex Reyes, applicant, spoke in support of the project. Chairman Chiao asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Beranek to close the Public Hearing. Without objection the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Falzone to conditionally approve Conditional Use Permit No. CUP 12 -13 and to direct staff to prepare a Resolution for adoption at the next Commission meeting. RESOLUTION NO. 1864 A Resolution of the Planning Commission of the City of Arcadia, Califomia, granting Conditional Use Permit No. CUP 12 -15 for a 1,800 square -foot art studio with a maximum of eight (8) students at any one time at 38 E. Live Oak Avenue. RECOMMENDATION: Conditionally approve Conditional Use Permit No. CUP 12 -15 and adopt Resolution No. 1864. Mr. Schwehr presented the staff report. Chairman Chiao opened the public hearing. Chairman Chiao asked if anyone would like to speak in favor of this project. Ms. Mandy Lin, applicant, spoke in support of the project. Chairman Chiao asked if anyone would like to speak in opposition to this project. There were none. MODIFICATION COMMITTEE AGENDA Chairman Chiao reviewed the action of the Modification Committee. MATTERS FROM STAFF & UPCOMING AGENDA ITEMS Mr. Kasama reviewed upcoming Planning Committee agenda items including a 34 unit condominium project on Huntington Drive.
