REGULAR MEETING MINUTES
TUESDAY, SEPTEMBER 4, 2012
Pursuant to the adjournment of the August 21, 2012 Regular Meeting of the City Council /Successor
Agency to the Arcadia Redevelopment Agency, the City Clerk appeared at the time and place of
adjournment at 6:00 p.m. and announced that no quorum was present until 7:00 p.m.
CITY COUNCIL REGULAR MEETING
Mayor Harbicht called the meeting to order at 7:00 p.m.

SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto reported that emails received from residents regarding Public Hearing
Item 1.a., were previously forwarded to the City Council; and have been redistributed so that they
be made part of the official record.

PRESENTATIONS
a. Presentation regarding Volunteer in Patrol Service (VIPS) and volunteer recruiting by
Gene Glasco and George Colman.
With the consensus of the City Council, Mayor Harbicht announced that Public Comments will be
heard at this time instead of after the Public Hearing.
PUBLIC COMMENTS
Tracy and Terry Totten appeared and invited the City Council and staff to the 80 year anniversary of
the Arcadia Thrift and Welfare Store on October 7.

PUBLIC HEARINGS
a. Consideration of Text Amendment No. TA 12-02; and introduction of Ordinance No
2300 amendinq various Sections of Article IX (Division and Use of Land) Chapter 2
(Zoninq Regulations) of the Arcadia Municipal Code regarding the parking and
storage regulations in the single - family residential zones for motor vehicles including
recreational vehicles (RV's). (Continued from the Regular Meeting of August 7 2012)
Recommended Action: Introduce
Jason Kruckeberg, Assistant City Manager /Development Services Director, and Jim Kasama,
Community Development Administrator, presented the staff report.
City Attorney Deitsch suggested some word changes to the ordinance which he read into the record.
Mayor Harbicht opened the public hearing; and with the consensus of City Council, announced a
three minute time limit per speaker for public comments on this item.
The following individuals appeared and spoke in opposition of the proposed ordinance.

A motion to close the public hearing was made by Council Member Kovacic, seconded by Council
Member Wuo, and seeing no further objection, Mayor Harbicht declared the public hearing closed.
It was moved by Council Member Segal, seconded by Council Member Wuo, and carried on roll call
vote to table Text Amendment No. TA 12 -02 and Ordinance No. 2300 regarding the parking and
storage regulations in the single - family residential zones for motor vehicles, including recreational
vehicles (RV's) to a future Study Session; no action was taken.

ABSENT: None
Mayor Harbicht solicited additional Public Comments not related to RV parking.
Ms. Lin appeared and discussed an email she sent to the Mayor regarding pregnancy homes in
Arcadia; and commented on social security benefits for non - Americans.
Council Member Amundson requested, and received the support of Mayor Harbicht and Council
Member Kovacic to schedule a future study session regarding pregnancy homes.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense [AB 1234]).
City Clerk Glasco had no comments.

Council Member Kovacic thanked W. Glasco for the Volunteer in Patrol Service (VIPS) presentation;
he commented on the endowment foundation that he and Mayor Pro Tern Segal created in order to
support the Arcadia Performing Arts Center; and announced the concert grand opening on October
27 featuring Paul Anka; and encouraged everyone to attend because seats will go quickly.
Council Member Wuo commented on the Historical Museum Foundation fundraiser held on August
26 to raise money for the new Education Center; he thanked Floretta Lauber and everyone involved
for putting on the event; and he congratulated Mickey and Lee Segal for receiving another award.
Mayor Pro Tern Segal also commented on the concert at the new Performing Arts Center on October
27 featuring Paul Anka and the endowment being created; he announced the Methodist Hospital
Crystal Ball on October 13, and noted that Natalie Cole will be performing; and the Taste of Arcadia
on September 24; and encouraged everyone to attend these events.
Council Member Amundson asked if massage parlors were a part of his earlier motion for a future
study session.
City Manager Lazzaretto responded that only pregnancy homes were part of the motion; City
Attorney Deitsch also confirmed the motion.
City Manager Lazzaretto advised that there are several items that staff needs some direction on from
the City Council; he suggested that time be set aside in the next month or two to discuss these
items; and recommended that it be done as an all -day study session. The City Council concurred.
Council Member Amundson discussed holiday trash pick -up; he noted the next Downtown Arcadia
Community Benefit District (CBD) Steering Committee meeting on September 12; and encouraged
everyone to do something to remember September 11th.
Mayor Harbicht reported that he attended the AYSO opening day event at the Race Track; he
recognized that AYSO is a very important program to the community; that it is run solely run by
volunteers; and noted that there are about 2,000 children that take part in AYSO soccer and publicly
thanked all the volunteers, parents, team mothers, coaches, and referees who make AYSO a reality.
He announced that last week he attended a water seminar at the Sheraton Hotel near the Pomona
Fairgrounds which dealt with water in the San Gabriel Valley and discussed water conservation in
the future.
2. CONSENT CALENDAR
a. Authorize and direct the City Manager to execute a three year professional services
agreement with Unifirst Corporation for the Public Works Services Department's
uniform rental services in the amount of $26,283.34.
Recommended Action: Approve
b. Authorize and direct the City Manager to execute a three year Information Technology
Management contract with Knight Communications in the amount of $314 2RQ
annually with the option to enter into three one -year extensions.
Recommended Action: Approve
Award a purchase order contract to Daniels Tire Service for the purchase of Tires and
Tire Related Services for City vehicles in the amount of $86,616.
Recommended Action: Approve

d. Approve a supplemental appropriation not to exceed $32,500 for the upfront cost of
purchasing Fire Department radio firmware that will be reimbursed through the 2009
State Homeland Security Grant Program.

e. Approve street closures for the Festival of Bands Parade.

It was moved by Council Member Kovacic, seconded by Council Member Amundson, and carried on
roll call vote to approve Consent Calendar Items 2.a through 2.e.

3. CITY MANAGER ITEM
a. Adopt Ordinance No. 2301 authorizing an amendment to the contract between the
City Council of the City of Arcadia and the Board of Administration of the California
Public Employees' Retirement System regarding Pre - Retirement Optional Settlement
2W Death Benefit.
Recommended Action: Adopt
Hue Quach, Administrative Services Director, and Heather McDowell, Human Resources Analyst
presented the staff report.
It was moved by Council Member Segal, seconded by Council Member Wuo, and carried on roll call
vote to adopt Ordinance No. 2301 authorizing an amendment to the contract between the City
Council of the City of Arcadia and the Board of Administration of the California Public Employees'
Retirement System regarding Pre - Retirement Optional Settlement 2W Death Benefit.

b. Award a purchase order contract to Wondries Fleet Group for the purchase of eight
Ford Crown Victoria patrol vehicle units in the amount of $222,529, and authorize an

Chief, and Dave McVey, General Services Superintendent presented the staff report.
It was moved by Council Member Segal, seconded by Council Member Kovacic, and carried on roll
call vote to award a purchase order contract to Wondries Fleet Group for the purchase of eight 2011
Ford Crown Victoria patrol vehicle units in the amount of $222,529; and authorize an additional
appropriation of $158,229 from the Equipment Replacement Fund.

ADJOURNMENT
There being no other business, the Mayor adjourned this meeting at 9:45 p.m. to September 18,
