Wray, Deputy Director of Development Services /City Engineer SUBJECT: STUDY SESSION —COST ESTIMATE AND FUNDING FOR PROPOSED MUSEUM EDUCATION CENTER The City Council approved, in concept, a proposed Museum Education Center at the January 20, 2009, City Council Meeting. At that time, no additional City funds were committed for the project and fundraising to pay for the building was the responsibility of Museum support groups. Currently, over $450,000 has been raised and /or pledged toward the construction of this building and the City has engaged a cost estimator to determine a projected total cost of the Museum Education Center. The total estimate for the building, including all design costs, site costs, and soft costs, is projected at approximately $1.16 million. Staff is requesting further direction from the City Council on how to proceed with the Museum Education Center. zily-A91 1.1tel • The Museum Education Center was first conceived by the Arcadia Historical Museum Commission in 2006 to address a need for additional space due to increased programming at the Museum. An architect was hired to create a conceptual design for a building of approximately 1,000 sq. ft. with one large room of 864 sq. ft. plus a storage area, and an outdoor patio area. The need for a larger and more flexible classroom space continued to grow as the programs of the Museum developed and attendance increased. In addition to the Museum's needs, the Recreation and Community Services Department also began looking for more conveniently located classroom space for their popular and well - attended programs. Study Session — Museum Education Center November 6, 2012 Page 2 In 2009, the staffs of the Department of Library and Museum Services and the Recreation and Community Services Department met and determined that replacing the shuffleboard courts with a multipurpose space addressed the programming interests and demands of the community. It was proposed that the Museum would have first call on the use of the space, and Recreation and Community Services would have use of the space whenever the Museum did not need it, including Mondays when the Museum is closed. Funds for this project were to be raised by the Arcadia Historical Society's Major Gift Committee. The fundraising is now under the direction and oversight of the Museum Foundation. The current proposal is for a 2,600 square foot building with a large outdoor covered patio ("hospitality terrace"). �W= In order to obtain a cost estimate for the building, the Development Services Department engaged the services of Cumming Corporation (Cumming). Cumming has provided estimates on other City projects, including Fire Station 106, the new City Hall building, and the existing City Hall renovation projects. Because formal plans have not yet been developed, the City provided Cumming with the simple drawings that were prepared several years ago by Daggett Architects Inc. Information provided included a site plan (one sheet), floor plans (4 sheets), and elevations from two sides (2 sheets). Cumming reviewed all of the relevant components of construction as part of their estimate and has estimated a total cost of $1.24 million. The estimate includes the following components: Site Work: Demolition, excavation, fill, grading, electrical and other utilities to building site, paving, landscape and irrigation, and entry feature. Construction: All materials (concrete, metals, wood and plastics, masonry, etc.), doors and windows, finishes, equipment, fixtures and furnishings, mechanical, plumbing, millwork, and all interior utilities. Soft Costs: Design contingency for overall design costs, bonds and insurance, overhead and profit, and general conditions are all included in the estimate. Escalation: An increase in building cost of 3.24% is added to the estimate to account for a build-out date of October 2013. Four (4) Bids: The estimate is based on receiving four (4) bids for the project. If more bids are received, the cost • the building can also go down substantially. The estimate is based on the City paying prevailing wage. For some City projects (such as former Redevelopment Agency projects) paying prevailing wage is required. This project would not need to be prevailing wage, however, and a note has been added that up to 10-15% could be deducted from the project cost as a result of this. Estimating Study Session — Museum Education Center November 6, 2012 Page 3 conservatively, removing 10% from the projected costs results in a revised estimate of $1.16 million. The original "targeted" estimate was approximately $450,000 to $500,000 to complete this building. It is possible that this preliminary estimate was based on simple construction costs for a 2,600 square foot building and did not take into consideration design costs, contingencies, site work, additional materials for the hospitality terrace, and building amenities. Regardless of the assumptions made, the current estimate was based on very basic plans. As plans become more refined, and construction assumptions become clearer, it is quite possible that the projected cost of this building will be reduced significantly. In addition, staff has asked several architecture/ development firms to look at the plans and estimate to verify the accuracy of the estimate and to identify areas where cost savings may be achieved. These findings will be presented at the Study Session on November 6, 2012. WELOUMM Assuming that the final project cost is $1.16 million and that the Museum Foundation has raised $450,000, there could be a projected shortfall of up to $710,000. The City Council could appropriate General funds to cover this gap or additional fundraising efforts could be undertaken to cover the total costs of the building. J The estimate is based on a Prevailing Wage structure, if this is not a requirement for this project there could be a reduction in the estimated construction cost in order of 10% - 15 %. We recommend that the client review this statement, and that any interpretations contrary to those intended by the design documents be fully addressed. The statement is based upon a detailed measurement of quantities when possible, and reasonable allowances for items not clearly defined in the documents. The statement reflects probable construction costs obtainable in the currently competitive and stable bidding market. This estimate is based on a minimum of four( 4) competitive bids from general contractors, bidding to a minimum of three (3) subcontractors per trade. This statement is a determination of current market value for the construction of the project, not a prediction of low bid. Experience indicates that a fewer number of bidders may result in a higher bid amount, and more bidders may result in a lower bid results.
