CONTRACTING, INC. FOR THE 2011-2012 ANNUAL SLURRY SEAL
PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO
BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS

On June 5, 2012, the City Council awarded a contract to Doug Martin Contracting, Inc.
in the amount of $357,283 for the construction of the 2011-2012 Annual Slurry Seal
Project. The terms and conditions of this project have been complied with and the work
has been performed to staff's satisfaction for a total project cost of $368,262.44. This
amount reflects the original contract amount of $357,283 plus changes totaling
$10,979.44 or 3% above the original contract amount.
It is recommended that the City Council accept all work performed by Doug Martin
Contracting, Inc. as complete and authorize the final payment to be made in accordance
with the contract documents.
DISCUSSION
The Public Works Services Department is responsible for the maintenance and repair of
approximately 147 miles of pavement within the community. As part of the Annual
Asphalt and Concrete Repair Program, all asphalt paved streets within the City have the
cracks sealed, major potholes and problem areas repaired, and an asphalt emulsion
sealer (slurry) applied on an eight year cycle. The attachment is a map of the area
where the work was performed for Fiscal Year 2011-2012.

An asphalt slurry seal is a mixture of well - graded fine aggregate, emulsified asphalt, and
water applied to the street pavement as a surface treatment. It is designed for both
preventive and corrective maintenance to older pavement surfaces where surface
cracks and loss of surface material are evident. This process makes the pavement
impermeable to air, water and improves skid resistance and extends the life of the street
an additional two to three years.
When practical, staff looks at including City streets that have recently been dug up to be
included in the Annual Slurry Seal Project. The City benefits from the economies of
scale for this added work and it is more aesthetically pleasing to have the streets
looking uniformed. In this year's Annual Slurry Seal Project, sections of Louise Avenue
and Santa Maria Road were included that recently had a six -inch water main replaced.
Additionally, a new sewer line was installed on Old Ranch Road and this section of the
street was included into the Annual Slurry Seal Project. This extra work was paid for
out of the approved Capital Improvement funding from the Water and Sewer Funds.
During the Annual Slurry Seal Project, the City of Monrovia contacted the City to ask if
there was a possibility that the streets adjacent to the City of Arcadia that were going to
be slurry sealed could be added to the project. The City of Monrovia said that they
would reimburse the City for this work.
Below is a breakdown of the contract change orders for this project:

The terms and conditions of this contract have been complied with and the work has
been satisfactorily performed. Therefore, it is recommended that the City Council
accept all work performed by Doug Martin Contracting, Inc. as complete and authorize
the final payment to be made in accordance with the contract documents, subject to a
retention of $18,413.12.
The final contract amount has been determined to be $368,262.44. This amount
reflects the original contract amount of $357,283 plus change orders totaling $10,979.44
or 3% above the original contract amount.

This project is categorically exempt per Section 15301 (c) replacement from the
requirements of the California Environmental Quality Act.

The total cost for this project is $368,262.44. The Fiscal Year 2011 -12 Capital
Improvement Program budgeted $350,000 for the Annual Asphalt and Concrete
Program, which includes slurry sealing. In addition, $10,000 was budgeted from the
Fiscal Year 2010 -11 Water Main Replacement project to slurry seal Louise Avenue and
Santa Maria Road and were included in the scope of work for Fiscal Year 20011 -12
Slurry Seal Project
The Fiscal Year 2011 -12 Old Ranch Road Sewer Project has available funds to slurry
seal the street in the amount of $4,832.38. The City of Arcadia will be reimbursed by
the City of Monrovia in the amount of $6,146.96 for the portions of streets that were
slurry sealed. Below is a breakdown of the budget and change orders for this project:

City of Monrovia Streets (Reimbursed by Monrovia) $ 6,146.96

It is recommended that the City Council approve the following:
1. Accept all work performed by Doug Martin Contracting, Inc. for the 2011®
2012 Annual Slurry Seal Project as complete.
2. Authorize final payment to be made in accordance with the contract
documents, subject to a retention of $18,413.12.
