SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH PRO TECH ENGINEERING CORPORATION IN THE AMOUNT OF
$47,880 FOR MISCELLANEOUS TRAFFIC SIGNAL IMPROVEMENTS
AT HUNTINGTON DRIVE AND HOLLY AVENUE AND APPROVE A 5%
CONTINGENCY

In 2002, the County of Los Angeles administered a Traffic Signal Synchronization
project along Huntington Drive to improve coordination along the entire City corridor.
The Huntington Drive and Holly Avenue intersection, located in the middle of the
corridor, has not worked properly for several months now. The purpose of this project is
to correct the problems by rewiring the intersection and installing pedestrian push
buttons, pedestrian countdown modules, two (2) new detection loops, and a single
video detection camera for improved detection and operation of the traffic signal.
The plans and specifications were completed and advertised for bids last month. Bids
were opened on October 18, 2012, with the low bid from Pro Tech Engineering
Corporation in the amount of $47,880. It is recommended that the City Council award a
contract to Pro Tech Engineering Corporation, to complete traffic signal improvements
at Huntington Drive and Holly Avenue.

Synchronization project to install new traffic signal controllers and cabinets along
Huntington Drive intersections to improve the coordination throughout the corridor. The
project, however, did not call for rewiring of intersections, which is now causing the
Huntington Drive at Holly Avenue traffic signal to default, going into red flash mode.

The City's traffic signal technician has been called to reset the traffic signal on
numerous occasions over the past year. The purpose of this project is to rewire the
intersection, install pedestrian push buttons, pedestrian countdown modules, and a
single video detection camera to improve traffic signal operation.
In August, 2012, the City Council approved a contract with J. Fletcher Creamer & Son,
Inc. for construction services, including procurement of a new traffic signal controller for
the Huntington Drive at Holly Avenue intersection. With a new controller, and the
design improvements mentioned above, the intersection will operate correctly, and
coordination along Huntington Drive will be achieved again.

The project was advertised for bids in September and bids were opened on October 18,
2012. Bids from six (6) prospective contractors were received with the following results:

The bid documents have been reviewed for content, and the low bidder's background
and recent project history have been investigated for competency. Therefore, it has
been determined that Pro Tech Engineering can satisfactorily perform the required
work.
It is recommended that the City Council award a contract to Pro Tech Engineering
Corporation, to complete traffic signal improvements at Huntington Drive and Holly
Avenue.
The project is categorically exempt per Section 15301 class 1(d) from the requirements
of California Environmental Quality Act (CEQA), which covers repairs to existing
mechanical and electrical equipment to meet current safety standards.
Funds were budgeted in the 2012 -13 Capital Improvement Plan (CIP) in the amount of
$50,000. A five percent (5 %) contingency is recommended to cover unforeseen items.
Even with the contingency, funding is sufficient within the CIP to cover the cost of the
project.
