REGULAR MEEtING
NOVEMBER 3, 1981
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in a regular session Tuesday November 3, 1981 at 7:30 p.m.
in the City Hall Council Chamber.

ABSENT: Councilman Pellegrino
On MOTION by Councilman Saelid, seconded by Councilman Haltom and
'carried unanimously Councilman Pellegrino was excused.
Planning Commission Res. No. 1176 recommending approval of a revised
Housing Element for the General Plan. Mayor Gilb declared the hear-
ing open and no one desired to be heard. It was MOVED by Councilman
Dring, seconded by Councilman Saelid and carried unanimously that this
hearing remain open and continued to December 1.
The recommendation of the Parking Place Commission concerning ways to
improve the parking situation in Parking District No. 2 (across from
the main post office on Wheeler Street) was continued from October 21
to this meeting. At that time Council raised some concerns about the
placement of handicapped and reserved stalls as contained in the rec-
ommendation. The Commission was asked to reconsider these recommenda-
tions and Councilman Dring was to attend the meeting with the Commis-
sion about his concerns.
As a result of this meeting a new design for restriping was presented
to Council... it calls for converting aisles 8 and 9 to one way 600
angle parking - this was the same as previously recommended. However,
the arrangement for handicapped and reserved stalls has been altered
as set forth in exhibit "C".
Council reviewed this new design and Councilman Dring explained what
had transpired at the meeting. He did not agree entirely with the
recommendations and also referred to the concern of Councilman Haltom
about the lack of parking for handicapped. He said the Commission felt
that the 30 minute parking for handicapped would be adequate along with
the stalls recommended for reserved parking.
It was MOVED by Councilman Saelid, seconded by Mayor Gilb that the. park-
ing design in Parking District No.2 as represented on Exhibit "C" be
approved and that the City Attorney be directed to prepare the appro-
priate document. Roll call vote was then taken on the motion.

AUDIENCE PARTICIPATION I
Johanna Hofer, 875 Monte Verde Drive, read remarks she had made before
the School Board on October 6 concerning children's safety at the Foot-
hills Jr. High School. This was brought about when the brakes on a fork
lift being used in a subdivision did not hold and the vehicle landed on
the volley ball court of the school. Quick action on the part of one of
the teachers prevented serious results. Mrs. Hofer asked if the City
could be held liable should someone be injured by such equipment.
The City Attorney stated in part that the Government Code requires a
City to be in ownership or possession of property which creates a dang-
erous condition and the City has no interest in the subject property.
Reference was made by Mrs. Hofer to the new barriers which are to be
constructed. She questioned whether or not they would guarantee 100%
protection to the students. Councilman Dring spoke to this saying in
part that he thinks it mandatory to construct a barrier that cannot be
penetrated by any vehicle ... that the City did approve the project and
it is the City's responsibility and not the schools... the City has the "
departments necessary for this.
The Director of Public Works explained the type of barrier which has
been installed by the developer " the same type encountered on the
freeways ... in his opinion the only thing which would be more perman-
ent would be something in reenforced concrete. The staff and the City
Council will take a look at the barrier prior to the next meeting.
Herb Fletcher, 175 W. Lemon Avenue, suggested that Council in its de-
liberations on rezoning the area around First Avenue and St. Joseph
Street from M-1 to CoM consider changing the entire subject area from
M-l ... which he favored.
Al Stanton, 22 E. Longden Avenue, explained the type of vehicle which
was involved in the situation at Foothills Jr. High School... that it
was very large - skip loader - and not the normal type forklift.
Alan L. Newman, 2122 Valle Vista Drive, asked Council to act favorably
on the request of the Temple Shaarei Tikvah for permission to use the I
banner to advertise it's fund raiser activity, Bingo, at the Temple.
This is a scheduled agenda item which Council considered and approved
later.

City Council appeal to the decision of the Planning Commission approv-

Staff advised that the public improvements in Tract No. 33763 - English
Oaks drive - have been completed in accordance with Citv reauirements
and conditions imposed by the Council and Planninq Commission. Street
ACCEPTED for mai ntenance by the City. '
APPROVED the 5-10 K Run for May 16, 1982. The Arcadia High School and
the Arcadia Tournament of Roses Association will sponsor the event.

Continued consideration of the Cooperation Agreement for the City's
participation in the County's Community Development Block Grant Pro-
gram for fiscal years 1982-83, 1983-84, 1984-85. In addition to mater-
ial previously received and reviewed by Council, a summary of the
Housing and Community Development Act of 1974 was submitted - this out-
lined activities and listing of specific projects which were included
in the County's program by other cities. Staff said, to their knowl-
edge, no project has been undertaken by the County within an incorpor-
ated city which was not approved by such City.
County representative, Roy Hoover, 3175 W. 6th Street, Los Angeles,
said in part in response to a question by Councilman Dring, that he
doesn't know of any reason why such projects as senior citizen centers,
street lighting, sewers, fire protection services and other facility
projects, should be discontinued in the future. And in response to
a question by Councilman Saelid, Mr. Hoover said in part that under
the HUD requirements the County Counsel has advised them that the Coun-
ty cannot pass a resolution assuring the City Council that they would
not undertake a program that the Council did not approve .. however,
when the program was originally adopted the County Board of Supervisors
assured the then representatives of the League of California Cities
that they would not impose on any participating city any project it
did not wish to engage in -- that this is a matter or record .. that
in the 13 urban counties in the State participating in the program
there has not been a single instance of a County forcing a City to
adopt a project or program.
It was MOVED by Councilman Dring, seconded by Councilman Haltom that
the City participate in the Block Grant Program from July 1, 1982
through June 30, 1985 and that the Mayor and City Clerk be authorized
to execute the Cooperation Agreement in form approved by the City
Attorney.
Councilman Saelid stated for the record "let me say that the list of
'programs is certainly for programs the city could, benefit from. My
objectfon, and I will not vote in support of it, is indeed as it was
some ;years ago ..' due to that same provi s i on, whi ch essenti ally is the
giving of a blank check. And while I have a great deal of confidence
in the wisdom of the County Board of Supervisors with regards to their
dealings with Arcadia, I still think it is bad business to give them
a blank check, and for that reason I will have to vote in opposition."
Roll call vote was then taken on the motion.

Council received a request from Santa Anita Fashion Park for permission
to install two 30 foot-high light standards, each with a 1500 watt metal
halide light fixture to be located along the east side of the shopping
center illuminating an area about 200 feet (east-west) by 600 feet (north-
south) of the adjacent race track parking lot area. This is to provide
greater safety for the shopping center employees during the holiday per-
iod when the subject area is used for employee parking. It was MOVED
by Councilman Dring, seconded by Councilman Saelid and carried on roll
call vote as follows that the request be granted.

It was MOVED by Councilman Dring, seconded by Councilman Saelid and
carried on roll call vote as follows that the further reading of the
full text of Ordinance No. 1734 be waived.

Councilman Pellegrino
Council received and considered the request of the Huntington Bank
for permission to install and operate a 24 hour remote banking services
facility at the Methodist Hospital. This would be on the main floor
of the hospital in compliance with Federal and State regulations and
will be in compliance with the contractural agreements by and between
the Hospital and Huntington Bank. The Lease between the Hospital and
the City allows for "such other purposes as may be involved in the
operation of the hospital."
It was MOVED by Councilman Saelid, seconded by Councilman Haltom that
the request be approved and that the Mayor and City Clerk be authorized
to execute the consent approved as to format by the City Attorney.
Considerable discussion ensued and in deference to those members of
Council who would like more time to study the operation and perhaps
review similar operations the MOTION was TABLED to NOVEMBER 17.
Council entered a CLOSED SESSION, RECONVENED, and ADJOURNED at 9 p.m.
to 7 p.m. November 17, 1981.
