HomeMy WebLinkAbout11/06/201254:0125 CITY COUNCILISUCCESSOR AGENCY TO THE ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING MINUTES TUESDAY, NOVEMBER 6, 2012 CALL TO ORDER - Mayor Harbicht called the meeting to order at 6:00 p.m. ROLL CALL OF CITY COUNCIL PRESENT: Council Member Amundson, Segal, Wuo and Harbicht ABSENT: Council Member Kovacic A motion was made by Council Member Wuo, seconded by Council Member Segal, to excuse Council Member Kovacic. Council Member Kovacic arrived at 6:05 p.m. PUBLIC COMMENTS (5 minutes per person) — No one appeared. STUDY SESSION a. Report, discussion and direction concerning cost estimate and funding for proposed Museum Education Center. Jason Kruckeberg, Assistant City Manager /Development Services Director, presented the staff report. Floretta Lauber, President of the Arcadia Historical Museum Foundation appeared and expressed appreciation to the City Council for considering to assist the Foundation in funding the proposed Museum Education Center; she noted the reasons the Foundation approached the City for assistance in advancing this project, which included assuring the Haka Foundation, who is a major donor, that the Education Center can be built within the originally estimated price of $500,000. It was moved by Mayor Harbicht, seconded by Council Member Amundson and carried on roll call vote to direct staff to prepare the appropriate design build ordinance, enabling the City to undertake design build public works projects, for City Council consideration as soon as possible. AYES: Council Member Amundson, Kovacic, Segal, Wuo and Harbicht NOES: None ABSENT: None The Study Session ended at 6:52 p.m. CITY COUNCIL REGULAR MEETING Mayor Harbicht called the regular meeting to order at 7:00 p.m. INVOCATION - Reverend Terry Keenan, The Santa Anita Church PLEDGE OF ALLEGIANCE - Sara Somogyi, Director of Recreation and Community Services 11 -06 -12 54:0126 ROLL CALL OF CITY COUNCILIREDEVELOPMENT AGENCY MEMBERS: PRESENT: Council Member Amundson, Kovacic, Segal, Wuo and Harbicht ABSENT: None REPORT FROM CITY ATTORNEY ON STUDY SESSION ITEM City Attorney Deitsch reported the City Council met in a Study Session to hear a report from staff concerning the cost estimate and funding for a proposed Museum Education Center; that the City Council directed staff to prepare the appropriate design build ordinance for City Council consideration as soon as possible; and that the City Council intends to move forward with the Museum Education Center project as a design build project if and when the ordinance is adopted by the City Council. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that two items were distributed to the City Council prior to the meeting; he noted the first item as Public Hearing Item 1.a which includes revisions to the Conditions of Approval, as amended by the City Attorney, regarding the Special Use Permit for the Pasadena Showcase House for the Arts; and the second item is a revised Ordinance No. 2303 relating to Consent Calendar Item 2.d - Mobile Food Vending, that the Ordinance considered by the City Council on October 16 was mistakenly included in the agenda instead of the revised version, as directed by the City Council. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Amundson, seconded by Council Member Segal to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATION a. Presentation of Proclamation to the Arcadia Festival of Bands. b. Presentation to an Arcadia resident Cameron MacDonnell, for his service in the United States Army. (Added after Agenda was posted) 1. PUBLIC HEARINGS a. Consideration of Special Use Permit Application No SUP 12-27 to allow the Pasadena Showcase House for the Arts to renovate a property and house for the 2013 Pasadena Showcase House of Design event from April 21 2013 through May 19. 2013. Recommended Action: Approve Jason Kruckeberg, Assistant City Manager /Development Services Director, and Lisa Flores, Senior Planner, presented the staff report. Mayor Harbicht opened the public hearing. 11 -06 -12 54:0127 Katherine Watkins, a representative from the Pasadena Showcase House for the Arts appeared and expressed appreciation to the staff and residents for welcoming the 2013 Pasadena Showcase House for the Arts to Arcadia, and invited everyone to attend the event. A motion to close the public hearing was made by Council Member Segal, seconded by Council Member Kovacic, and seeing no further objection, Mayor Harbicht declared the public hearing closed. It was moved by Council Member Segal, seconded by Council Member Kovacic, and carried on roll call vote to approve Special Use Permit Application No. SUP 12 -27 to allow the Pasadena Showcase House for the Arts to renovate a property and house for the 2013 Pasadena Showcase House of Design event from April 21, 2013, through May 19, 2013, with the Conditions of Approval, as amended by the City Attorney. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Kovacic complimented Mayor Harbicht for honoring Cameron MacDonnell; and thanked Mr. MacDonnell for his service; he announced the Arcadia Interfaith Action Group Thanksgiving Service on November 19 at 7:00 p.m., at the Church of the Good Shepherd; he commented on the Paul Anka concert and performance at the Performing Arts Center; and noted that the Center and the foundation will be a great asset for Arcadia. Council Member Wuo personally thanked Mayor Pro Tern Segal for inviting Paul Anka to perform at the opening of the Performing Arts Center; he announced that he attended the Breeders' Cup, and expressed appreciation to Mr. Siberell and the Santa Anita Park staff for putting on a great event; and thanked the Arcadia Safety Officers for controlling the traffic around the Santa Anita Park. Council Member Amundson noted that the polls are open until 8:00 p.m., and encouraged everyone to vote; and commented on the effects of voting on cities and the communities; he commented on Veteran's Day, and reminded everyone of the City's "Operation Hometown Heroes" and "The Blue Star" programs; and he explained the Arcadia Beautiful Awards nomination process. Mayor Pro Tern Segal commented on the opening of the Performing Art Center and Paul Anka's performance; he noted that Mr. Anka had a great time performing in Arcadia; he commended the City Manager and staff for a productive all day workshop on October 31; he announced the Arcadia Chinese Association's 30th Anniversary, and the Methodist Hospital medical staff party on Saturday November 10. Mayor Harbicht commented on Breeders' Cup and expressed appreciation to all Arcadians who volunteered; he commented on the "no right turn on red" signage at Huntington Drive and Santa Clara Avenue, and felt that with the new signal it is less functional. 11 -06 -12 54:0128 City Clerk Glasco announced the Veteran's Day celebration and luncheon at the Senior Center on Friday, November 9; he provided information on businesses that will be honoring Veterans and service members with discounts on goods, services and dining. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of October 2 2012 and October 16 2012 Recommended Action: Approve b. Adopt Ordinance No. 2303 amending various Sections of Article III Chapter 2 of the Arcadia Municipal Code regarding Mobile Food Vending in the Public Right - of -Way. Recommended Action: Adopt C. Adopt Resolution No. 6849 designating specified individuals as local agency officials for the purpose of Government Code Section 53234 (AB 1234 Ethics Training Requirements). Recommended Action: Adopt d. Accept a donation of $11,000 from the Arcadia Library Foundation for materials and services at the Arcadia Public Library. Recommended Action: Accept e. Accept all work performed by Doug Martin Contracting Inc for the 2011 -12 Annual Slurry Seal Proiect as complete: and authorize the final pavment to be made in accordance with the contract documents Recommended Action: Approve f. Accept all work performed by MNR Construction Inc for the Baldwin Avenue and Old Ranch Road Sewer Capacity Improvement Proiect as complete; and authorize the final -payment to be made in accordance with the contract documents. Recommended Action: Approve g. Authorize and direct the City Manager to execute a contract with Pro Tech Engineering Corporation in the amount of $47,880 for Miscellaneous Traffic Signal Improvements at Huntington Drive and Holly Avenue; and approve a 5% contingency. Recommended Action: Approve h. Reiect the bids for the renovation of Cay Mortenson Library Auditorium Project: and direct staff to re -bid the contract. Recommended Action: Approve i. Award a one Year purchase order contract extension to Empire Cleaning Company for the purchase of janitorial supplies for various City facilities in the amount of $69.560. Recommended Action: Approve 11 -06 -12 X1111W Approve Final Map No. 71815 for a 10-unit residential condominium subdivision at 845-851 West Huntington Drive.
