Arcadia City Council Chambers The Planning Commission of the City of Arcadia met in regular session on Tuesday, October 23, 2012, in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Chiao presiding. The meeting was called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Chairman Chiao led the Pledge of Allegiance. ROLL CALL PRESENT: Commissioners Baerg, Falzone, Parrille and Chiao ABSENT: Commissioner Beranek MOTION It was moved by Commissioner Baerg, seconded by Commissioner Parrille, to excuse Commissioner Beranek from the meeting. Without objection the motion was approved. OTHERS ATTENDING City Councilman, John Wuo Deputy Development Services Director /City Engineer, Phil Wray Community Development Administrator, Jim Kasama Assistant Planner, Nick Baldwin Senior Administrative Assistant, Billie Tone SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Three letters of opposition regarding Item 1 were presented to the Planning Commissioners. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON - PUBLIC HEARING MATTERS — Five - minute time limit per person There were none. PUBLIC HEARING Commissioner Falzone recused himself from hearing Item 1 as he is the owner of a unit in the neighboring complex which poses a potential conflict of interest. 1. MODIFICATION APPLICATION NO. MC 12 -12, MULTIPLE FAMILY ARCHITECTURAL DESIGN REVIEW NO. MFADR 11 -31, AND TENTATIVE TRACT MAP NO. TTM 71652 650 W. Huntington Drive Eric Chen (Property Owner's Representative) Approval of the following Modification, Architectural Design Review, and a Tentative Tract Map for a 34 -unit residential condominium project on an R -3 multiple - family zoned property: • Building heights of three - stories at a maximum of 34' -2" in lieu of two- stories and 30' -0" as permitted by Code (AMC Sec. 9255.2.2) RECOMMENDATION: Conditionally approve Modification Application No. MC 12 -12, Multiple Family Architectural Design Review No. MFADR 11 -31 and Tentative Tract Map No. TTM 71652. Mr. Baldwin presented the staff report. Chairman Chiao opened the public hearing. Mr. Wray discussed the traffic impacts of this project. Chairman Chiao asked if anyone would like to speak in favor of this project. Mr. Eric Chen, Project Architect, and Mr. Scott Yang, one of the partners, spoke in favor of the project. Chairman Chiao asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Baerg to close the Public Hearing. Without objection the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Parrille, to approve Modification Application No. MC 12 -12, Multiple Family Architectural Design Review No. MFADR 11 -31 and Tentative Tract Map No. TTM 71652 subject to the conditions in the staff report. MINUTES OF OCTOBER 9, 2012 MOTION It was moved by Commissioner Falzone, seconded by Chairman Chiao, to approve the minutes of October 9, 2012 as presented. PC MINUTES 10 -23 -12 Page 2 ROLL CALL AYES: Commissioners Baerg, Falzone, Parrille and Chiao NOES: None ABSENT: Commissioner Beranek MATTERS FROM CITY COUNCIL & PLANNING COMMISSION Councilman Wu said that the 626 Night Market held this past weekend at the Santa Anita Race Track was a great success and the promoters are considering another event in December. He noted that the Breeders' Cup, which is scheduled for November 2 and 3, will generate heavy traffic and bring many visitors to Arcadia. He also reminded everyone that Paul Anka will be performing at the opening gala for the Performing Arts Center at Arcadia High School on Saturday night. Commissioner Baerg asked about a letter that was sent to the Commission by a resident on Lovell Ave. Mr. Kasama explained that the resident has concems about a new single - family residence being built nearby. All of his concems are being addressed. The resident also asked about the City's policy for undergrounding utilities. He explained that current regulations require undergrounding of utilities for commercial, industrial, multi - family and subdivision developments only. MODIFICATION COMMITTEE AGENDA Chairman Chiao announced that the Modification Committee meeting was cancelled. MATTERS FROM STAFF & UPCOMING AGENDA ITEMS Mr. Kasama reviewed upcoming Planning Commission agenda items.
