HomeMy WebLinkAboutItem 1f: Purchase order contract to Los Angeles freightliner for the purchase of one 2013 CNG freightliner aerial tree truck.6 DATE: November 20, 2012 STAFF REPORT Public Works Services Department TO: Mayor and City Council FROM: Tom Tait, Public Works Services Director By: Dave McVey, General Services Superintendent SUBJECT: AWARD A PURCHASE FREIGHTLINER FOR FREIGHTLINER AERIAL AMOUNT OF $244,363.4 SUMMARY ORDER CONTRACT TO LOS ANGELES THE PURCHASE OF ONE 2013 CNG TREE TRUCK WITH CHIPPER BOX IN THE Recommendation: Approve The Public Works Services Department recently solicited bids to award a purchase order contract for the purchase of one 2013 Compressed Natural Gas (CNG) Freightliner aerial tree truck with chipper box. This will replace a 2000 aerial tree truck with chipper box, which meets the age and mileage replacement criteria in the City's Equipment Replacement Program. In the Fiscal Year 2012 -13 Equipment Acquisition Program, funds in the amount of $359,980, including $160,000 in grant funding from the Air Quality Management District (AQMD), have been budgeted for this piece of equipment. Based on the bid results, it is recommended that order contract to Los Angeles Freightliner for Freightliner aerial tree truck with chipper box for th e in the amount of $244,363.43. DISCUSSION the City Council award a purchase the purchase of one 2013 CNG Public Works Services Department The existing 2000 aerial tree truck with chipper box has been in service for more than 10 years and it meets the age and mileage criteria in the City's Equipment Replacement Program. Due to its age and heavy usage, the existing aerial tree truck has become harder to steer and its bucket vibrates while up in the air. This is a vital piece of equipment and is used daily by the Public Works Services Department's tree crew for aerial trimming of City trees. Honorable Mayor and City Council November 20, 2012 Page 2of3 The new 2013 CNG aerial tree truck has several advantages over the existing truck both environmentally and functionally. For example, the new truck is fueled by CNG instead of diesel or gas. The CNG fueled truck helps the City to meet AQMD's mandates that require cities to replace heavy duty equipment with alternative fuel equipment. Moreover, fuel costs for CNG is half the cost per gallon of diesel fuel. The new truck also comes with a newly designed lift that allows the truck to reach higher elevations. Also, the overall design of the bucket and hydraulic system has been improved, which will result in less down time for repairs. The field crews requested that the new aerial tree truck come with more storage to store more chain saws and other small, hand held equipment. A Notice Inviting Bids was published in the City's adjudicated paper and bid packages were distributed to area contractors. On October 23, 2012, the City Clerk publicly opened the sealed bids with the following result: Bidder Location Amount Los Angeles Freightliner Whittier CA $244,363.43 THE Company, Inc. Fontana CA $252,068.36 A third bidder, Rush Truck Center, who initially expressed interest in the bid was also sent a bid package. However, due to oversight on their part, they missed the bid submittal deadline so they did not turn in a bid. The bid documents were reviewed for content and the background and competency of the lowest, most responsive bidder was verified. It was concluded that Los Angeles Freightliner has met and complied with the bid specifications as required in the bid documents. During the time the budget was being prepared, there was a low demand for a CNG aerial truck; therefore, the estimate that was provided to staff was quite a bit higher than the bids received. When staff inquired with the vendor as to the reason the cost came in lower than anticipated, we were told that they had been getting a lot of requests for CNG vehicles. Based on the bid results, it is recommended that the City Council award a purchase order contract to Los Angeles Freightliner for the purchase of one 2013 CNG aerial tree truck with chipper box for the Public Works Services Department in the amount of $244,363.43. FISCAL IMPACT The Fiscal Year 2012 -13 Equipment Replacement Budget includes a budget of $359,980 for the replacement of the 2000 aerial tree truck for the Streets Section. The funding source for this purchase includes $160,000 from an AQMD grant and $199,980 from the Equipment Replacement Fund. Since the bids received for the purchase of this equipment were so low, only $84,363.43 will be used from the Equipment Replacement Fund, which is a savings of $115,616.57. Authorize the City Council to award a purchase order contract to Los Angeles Freightliner for the purchase of one 2013 CNG aerial tree truck with chipper box for the Public Works Services Department in the amount of $244,363.43. 2. Waive any informality in the bid or bidding process APPROVED: Dominic Lazzaretto City Manager
