Dr. Joseph Henry, Minister of Visitation, Santa Anita Church Albert E. Frias, San Gabriel Valley Tribune PRESENT: Councilmen Dring Haltom, Pellegrino, Sae1id, Gi1b ABSENT: None On behalf of the City Council Councilman Sae1id presented to Dennis A. Lojeski a plaque in appreciation of his efforts and accomplishments on the Parking Place Commission. Mr. Lojeski resigned from said Commission inasmuch as he will be a candi- date in the forthcoming election for City Council. Mayor Gi1b read in full and presented to Chris McQuire, Presi- dent of the Arcadia Tournament of Roses, the following Resolu- tion signed by all the members of the City Council commending the Association for its selection of the theme and its winning of the Isabella Coleman Award in the Pasadena Tournament of Roses Parade on New Years Day. "A RESOLUTION OF THE CITY OF ARCADIA COMMENDING THE ARCADIA TOURNAMENT OF ROSES ASSOCIAT!ON FOR THEIR SELECTING THE "SIS- TER CITIES" ARCADIA FLOAT THEME FOR THE JANUARY 1, 1982 PASA- DENA TOURNAMENT OF ROSES PARADE." It was MOVED by Councilman Sae1id, seconded by Councilman Pelle- grino that the further reading of Resolution No. 5016 be waived and it is hereby ADOPTED. AYES NOES : ABSENT: Councilmen Dring, Haltom, Pellegrino, Sae1id, Gi1b None None Appeal of Planning Commission denial of a request for modifica- tions for industrial bui1din~ on Lots 1810 and 1811 of the Chicago Park Tract on Goldring Road (La Salle Street). This was continued from the January 5 meeting to this date. It was submitted by staff that the applicant's attorney had requested another continuation until March 2 to enable his client sufficient time to explore pos- sible development alternatives. Mayor Gilb declared the hearing open and Henry Hendler, 1372 Bene- dict Canyon, Beverly Hills, asked the Council to make a ruling to maintain the standards of Chicago Park Track by denyinQ this appeal that the area's integrity must be maintained in order to encourage the lenders to purchase the industrial development bonds which are forthcoming. -1- 25:0411 It was MOVED by Councilman Dring, seconded by Councilman Pellegrino that the matter be continued to March 2. Discussion ensued with Councilman Haltom commenting in part that the appeal relating to modifications has nothing to do with the negotiations to which Mr. Hendler refers - that delay will not gain anything for anyone. Mayor Gi1b felt this is such an important matter that the appellant or his attorney should have been present. Councilman Sae1id said in part that he does not feel the standards for the area should be relaxed .. that in his opinon the owner should be present when action is taken. Roll call vote was then taken on the motion to continue. AUDIENCE PARTICIPATION Barbara Reiter, representing the Arcadia American University Women, invited Council members and the public to attend an Earthquake prediction and preparedness program at the City Library on Monday February 8 at 7:30 p.m. Herb Fletcher, 175 W. Lemon Avenue, said in part that if the Council places a measure relating to increasing the admission tax before the electorate that it also present some alternatives. Staff responded to questions by Mr. Fletcher concerninq the cost of the race track traffic control. CONSENT ITEMS AUTHORIZED the purchase of a Perforator at a price of $2,617.56 from Stewart Company and an Imprinter for $865.40 from A. B. Dick Company. This equipment is for the Print Shop. Funds are in the Federal Revenue Sharing Program for 1981-82. GRANTED a six months time extension for the recordation of the final map of Tract No. 41430 - 7 unit residential condominium at 329-331 E. Duarte Road ... thi swill expi re July 20, 1982. AUTHORIZED the Mayor and City Clerk to execute an easement for the purpose of installing and maintaining underground facilities to the new addition at the Methodist Hospital. AUTHORIZED the purchase of specific fixtures for street light conver- sion for Phase II of the conversion program. The units would cost approximately $10,600. Will be paid from State Gas Tax Funds. During this con- sideration Edwin Jenkins, representing residents of the area south of this condominium who are also seekinq annexation to the City exn1~inerl what the group has been doing primarl1y in the area of the water lS5ue about which they have gathered some interesting data. It was MOVED by Councilman Haltom, seconded by Councilman Pellegrino and carried on roll call vote as follows that the request be continued and that staff prepare a report on the impact to the City and the con- dominium owners, changes in services which would occur and other rami- fications. AYES NOES ABSENT: Councilmen Dring, Haltom, Pellegrino, Sae1id, Gi1b None None The Water Manager presented his report on the latest TCE samples taken from the Longden Wells and said in part that some PCE is also shown in this latest test. It was noted that a removal plant would consist of 2 units capable of treating 5000 gallons per minute ... estimated cost for the 2 units is $175,000. This information has been obtained from manufacturers of this type of equipment ... this of course is prelimi- nary as no design work has been done for this particular installation or water quality. Any necessary additional units would probably cost $80,000 each. The retention of a consultant was recommended with staff continuing to monitor levels on a regular basis. It was MOVED by Councilman Dring, seconded by Councilman Haltom and carried on roll call vote as follows that staff be authorized to so- licit proposals from consulting engineers to design an TCE/PCE removal plant at the Longden Wells - with staff to continue monitoring levels on a regular basis. The City Manager read the title of Resolution No. 5012, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AUTHORIZING ITS MEMBERS TO FILE A WRITTEN ARGUMENT REGARDING THE CITY'S FI REWORKS BALLOT MEASURE." Mayor Gi1b said in part that those in favor and opposed should in his opinion submit arguments, i. e., the American Legion and the Firefight- er's Association. The City Clerk' said that it has been noticed and that she will so contact the two associations. It was then MOVED by Council- man Dring, seconded by Councilman Haltom and carried unanimously that no action be taken. The City Manager read the title of Resolution No. 5013, entitled: "A RESOLUTION OF THE CITY OF ARCADIA DECLARING THAT WEEDS GROWING UPON AND IN FRONT OF, AND BRUSH, RUBBISH, REFUSE, AND DIRT UPON AND IN FRONT OF CERTAIN PRIVATE PROPERTY IN THE CITY ARE A PUBLIC NUISANCE, AND DE- CLARING ITS INTENT!ON TO PROVIDE FOR THE ABATEMENT THEREOF." It was MOVED by Councilman Sae1id, seconded by Councilman Dring and carried on roll call vote as follows that the further reading of the full text of Resolution No. 5013 be waived and same be ADOPTED. The pro.iected price with all equipment i~ $143,720. This would be in place of the new pumper reflected in the Capital Improvement Budget at $165,600. This was held over. AYES NOES ABSENT: Councilmen Dring, Haltom, Pellegrino, Gi1b Councilman Sae1id None Councilman Saelid observed as follows: "We are al1 saddened to learn of the death of Helen Hauser who served as part of the City family on the Arcadia Beautiful Commission for a number of years. She passed away Saturday, January 16 after a lengthy battle with cancer. Her services were held today. Her ear1y career was in the field of Home Economics, receiving her Master's Degree from USC.- She taught classes in Home Economics for Southern Counties Gas Company for several years and also taught classes at Purdue University, Los Angeles City College and Cal State LA. She began her career in real estate in the early 1960's and in 1974 she opened her own office - Helen Hauser Gallery of Homes. She maintained offices in Arcadia and San Marino. Helen was always active in her professional organizations - after serving on numerous committees for the Arcadia Board of Realtors - she served as President in 1975 - she was named Salesman of the Year in 1972 and Rea1tor of the Year in 1975. She served on many committees of the California Association of Realtors since 1974 and was named Honorary Director of Life of that organization. She was also a Regional Director for the California Association of Realtors. She was Director of the National Association of Realtors from ~980 through 1981. At various times Helen served on the Women's Auxiliary at the Arcadia Methodist Hospital and the Huntington Memorial Hospital. She found time to be active in many other community origanizations as well and served also on the Board I of Directors of the Arcadia Tournament of Roses Association. She is sur- vived by her husband James, daughter Kathryn Woodson of Darrien, Connec- ticut, son Charles Hauser ... 3 grandchildren, her mother. and a brother. I, personally, and I think most of us here personally knew Helen. We knew Helen to be a very dynamic, impressive, hard working gal once she took on a project - you could assure yourself it was going to be done thoroughly well. It is a great loss to the City - she loved the City - she gave a lot of her life to the City and it's a loss to us. I think we all express our sympathies to her family. This is one of those sad- nesses that comes to all of us. He then Hauser. 1y.
