SUP 12-27 TO ALLOW THE PASADENA SHOWCASE HOUSE FOR THE ARTS TO RENOVATE A PROPERTY AND HOUSE FOR THE 2013 PASADENA SHOWCASE HOUSE OF DESIGN EVENT FROM APRIL 21, 2013, THROUGH MAY 19, 2013. NOT=. FIET.01YA Special Use Permit Application No. SUP 12-27 was filed by Pasadena Showcase House for the Arts to showcase the property and house at for the 2013 Pasadena Showcase House of Design — see attached site plan of the residence, food service* areas, retail vendors (Market Place), and shuttle pick-up and drop-off areas. The event will take place from April 21, 2013, to May 19, 2013, with three pre- tour dates on January 18, 2013, April 16, 2013, and April 19, 2013. The renovations to the house and grounds will occur from January 7, 2013, to April 16, 2013. It is recommended that the City Council approve this application, subject to the Conditions of Approval listed in this staff report, BACKGROUND The Pasadena Showcase House of Design is one of the oldest, largest, and most successful house and garden tours in the nation. Each year, Pasadena Showcase House for the Arts leases an estate of architectural significance in Pasadena or an adjacent community for its annual benefit known as the Pasadena Showcase House of Design. The Committee has selected an Arcadia home for their Showcase House in 2013. The selected house is located at — situated on a 1.79 acre corner property in the Rancho Santa Anita Property Homeowners Association (Upper Rancho) area. SUP 12 -27 — Pasadena Showcase November 6, 2012 Page 2 of 7 The house is a 10,433 square -foot, two story Monterey Colonial style house that was built in 1941 with a 1,917 square -foot basement, and a 1,075 square -foot three -car garage. The property was later improved with a swimming pool and spa, a 982 square - foot pool house, and an asphalt tennis court. The subject residence is also referred to as the 'Barker House" since it was first owned by Lawrence Barker, who opened a furniture store in the Los Angeles area in 1880 known as Barker & Sons, which later changed their name to Barker Brothers. The house was also designed by a well- regarded Architect, Roland B. Coate. The original plans for this house are in the University Art Museum at the University of California, Santa Barbara. The residence is a potential historic resource because of its association with a prominent original owner and well- regarded Architect, its structural integrity, and its contribution to the architectural and historical context of the City. This property was the site of the 2000 Pasadena Showcase House of Design, The efforts from the fifty interior designers and landscapers were considered a "restoration" rather than a "renovation" project due to the existing structural integrity of the home and the original architecture of the house was left intact. The event drew approximately 25,000 people and no problems or issues were reported. DISCUSSION The 2013 Pasadena Showcase will draw approximately 30,000 people over the course of the event, which will take place from April 21, 2013, to May 19, 2013, with designer walk - throughs and three pre -tour events on January 18, 2013, April 16, 2013, and April 19, 2013. The proceeds from the event will benefit musical programs throughout Southern California. A shuttle service will be provided from Gate 6 of the Santa Anita Park parking lot, as no event parking is allowed in the neighborhood. The proposal has been reviewed by all City Departments. The Showcase House involves a complete renovation of the home by interior and exterior designers, and it would be carefully supervised by the Pasadena Showcase House of Art Benefit Committee. The renovations will occur from January 7, 2013, to April 16, 2013. A total of 50 designers will be selected. In February, tickets go on sale to the public online, or they can be purchased on -site during the event. The tickets are sold in limited quantities at 15 minutes intervals so that the number of people on -site never exceeds a safe capacity. The daily ticket sales usually range from 800 to 1,200. The average length that a guest may stay on -site is approximately three to four hours. The home tour will be closed on Mondays, but open to the public from 9:00 a.m. to 5:00 p.m. on Tuesday, Saturday, and Sundays, and from 9:00 a.m. to 9:00 p.m. on Wednesday, Thursday, and Fridays. SUP 12-27 — Pasadena Showcase November 6, 2012 Page 3 of 7 Although the event is closed to the public on Mondays, the vendors will be there to restock and conduct maintenance work. The service hours are from 7:00 a.m. to 9:00 a.m., Tuesday through Sunday. There will be 12 portable toilets situated on a raised platform with a handicap ramp. Since the portable toilets have to be serviced often, they will be located off to the side in the front yard area. They will be completely screened by a tall lattice and potted trees. A caretaker will be living on the property with two security guards from January 7, 2013, to June 8, 2013. During the event, there will be a minimum of three security guards walking the grounds. The site will be returned to its original living condition by June 8, 2013. The Shops and Restaurant at the Showcase The event will also include a Market Place with a limited number of retail vendors. The vendors will be located on the existing tennis court under a 50' x 100' tent and three larger vendors under a tent adjacent to the Market Place. There will also be a restaurant and a pub. They will be located in two different locations on the property. The restaurant is for formal dining and meals, and the pub will primarily offer appetizers, snacks, and beverages and it will be a more casual setting. Alcoholic beverages will be offered at both locations. The designers, workers, guests, visitors, and attendees will be shuttled to and from the property from Gate 6 of the Santa Anita Park parking lot since there is no event parking near the home — see attached Shuttle Route plan. The parking and shuttle service will be complimentary and the guests will be transported in a mini shuttle bus that holds up to 20 passengers. There will be six shuttle buses in circulation. During the peak time, the shuttle service will be provided every 10 minutes. The parking attendants will greet the shuttle bus passengers both at the parking site at the racetrack and at the Showcase house. The drop-off and pick-up will be located at the curb on each end of the circular driveway. Furthermore, the applicant has coordinated with the Rancho Santa Anita Oaks Homeowners' Association and they will display "No Parking" signs within 1,000 feet of the subject property and neighbors will be given parking passes for their guests during the event. The following Conditions of Approval are recommended: The renovations to the property and the move out hours shall be limited to the following hours of construction, which are from 7:00 a.m. to 7:00 p.m., Monday through Saturday: 7:00 a.m. to 7:00 p.m., and closed on Sundays and Holidays, 2. The proposed schedule for the home tours shall be limited to the following hours: 9:00 a.m. to 5:00 p.m., Tuesday, Saturday, and Sundays, and from 9:00 a.m. to 9:00 p.m. on Wednesday, Thursday, and Friday. Closed on Mondays. One hour of clean-up is permitted at the end of each day. I SUP 12-27 — Pasadena Showcase November 6, 2012 Page 4 of 7 3. A permit and inspection is required by the Arcadia Fire Marshal or designee prior to the event, and the applicant shall provide the following: A. The specifications of tents and any other assemblies that are to be provided for the event are to be available to inspection prior to the event. Generators, vehicles, tents, and other facilities used for cooking shall be situated as prescribed by the Fire Marshal or designee. B. Way-.finding signage and adequate lighting for all exit paths shall be provided for the public as specified by the Arcadia Fire Marshal or designee. 4. The Applicant shall provide notification to residents within 1,000 feet of the proposed "No Parking" signs, and the signs shall be produced by the Applicant and maintained in the City's right-of-way during the entirety of the Event. The signs shall not block fire hydrants or any driveway visibility area per AMC Sec. 9283.8.9. Per the California Vehicle Code regulations, all posting must occur at least 24 hours prior to the start of the no parking period. The signs must indicate the dates and time the temporary "No Parking" is in effect. 5. The Applicant shall be responsible for issuing temporary parking passes for residents and guests during the event. 6. All designers, workers, guests, visitors, and attendees shall be shuttled to and from the property from Gate 6 of the Santa Anita Park parking lot. 7. The Applicant shall patrol the area outside of the property and the adjacent properties for litter at least twice a day. 8. All improvements to the house and grounds are subject to approval by the Development Services Director or designee. Any exterior improvement to the house is subject to approval by the Rancho Santa Anita Property Owner's Homeowners Association (Upper Rancho) and by the Arcadia Building Official, or designee. 9. All electrical installations, including generators, lighting, and audio equipment shall obtain proper permits and are subject to approval by the Arcadia Building Official or designee. 10. Any signs or banners to be posted on the subject property that will be visible from public right-of-way shall be subject to review and approval by the Development Services Director or designee. 11. Exterior lighting shall be reviewed and approved by the Development Services Director or designee, prior to the beginning of the event. 12. The vendors and any related independent contractors shall obtain City business licenses as applicable from the City's Business License Office prior to the events, SUP 12-27 — Pasadena Showcase November 6, 2012 Page 5 of 7 and shall report to the State Board of Equalization that their day-of sales occurred in the City of Arcadia. 13. No perimeter fencing shall be provided around the vendor area(s) except around the generators, and the fencing shall not interfere with any egress routes required by the Arcadia Fire Marshal. 14. The portable toilets and water sinks shall not be placed near any catch basins or any other drain inlets. 15. Noncompliance by the Applicant with Arcadia Municipal Code or the provisions and conditions of approval for SUP 1227 shall be grounds for immediate suspension or revocation of any approvals, which could result in the closing and/or cancellation of the events. 16. The applicant shall defend, indemnify, and hold harmless the City of Arcadia and its officers, employees, and agents from and against any claim, action, or proceeding against the City of Arcadia, its officers, employees or agents to attack, set aside, void, or annul any approval or condition of approval of the City of Arcadia concerning this project and/or land use decision, including but not limited to any approval or condition of approval of the City Council, Planning Commission, or City Staff, which action is brought within the time period provided for in Government Code Section 66499.37 or other provision of law applicable to this project or decision. The City shall promptly notify the applicant of any claim, action, or proceeding concerning the project and/or land use decision and the City shall cooperate fully in the defense of the matter. The City reserves the right, at its own option, to choose its own attorney to represent the City, its officers, employees, and agents in the defense of the matter. Section 9273.1.20.2 of the Arcadia Municipal Code states that a Special Use Permit application is subject to the following four criteria: That the site is adequate in size and shape to accommodate the proposed Special Use or Event. The tickets for the home tours are sold in limited quantities for each time increment to ensure the number of people on-site does not exceed the maximum capacity. The proposed site is also sufficient in size (1.79 acres) to accommodate the home tours, a restaurant and pub, shops in the Market Place area, a trash area, and portable toilets on the property. 2. That the proposed Special Use or Event will not adversely interfere with existing uses on the subject property; and will not impede or adversely impact pedestrian access ways and /or vehicular circulation patterns. All designers, workers, guests, visitors, and attendees will be shuttled to and from the property from Gate 6 of the Santa Anita Park parking lot. The applicant will post "No Parking" signs within 1,000 feet of the subject property to discourage anyone trying to bypass the off-site I SUP 12-27 — Pasadena Showcase November 6, 2012 Page 6 of 7 parking and shuttle service. As a result, the pedestrian access and vehicular patterns would not be impacted. 3. That the proposed Special Use or Event will not result in a significant adverse impact on any adjacent property. The entire event will be located within the property boundaries, and all new lighting for the event will be tested and evaluated from 5:00 p.m. to 8:00 p.m. on April 16, 2013, to ensure there will be no potential glare into the adjacent properties. Additionally, there will not be any amplified music or entertainment. All constructions for the proposed interior and exterior renovations would occur within the restricted construction hours listed in the City's Municipal Code. 4. That by requiring certain safeguards as conditions of approval, the proposed Special Use or Event will not be detrimental to the public health, safety and welfare. The vendors will operate in accordance with all applicable health and safety codes, and there a minimum of three security guards during the event and two security guards overseeing the property 24 hours a day, seven days a week. During the renovations, the Pasadena Showcase House of Arts Committee members will be on-site supervising the work while it is being done and a caretaker will reside on the property throughout the whole process. This project is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15304(e) of the CEQA Guidelines as a temporary use of land having negligible or no permanent effects on the environment. A Preliminary Exemption Assessment is attached. ifflA,_Xrolm�� Public hearing notices of Special Use Permit Application No. SUP 12-19 were mailed on October 26, 2012, to the owners of those properties within the Rancho Santa Anita Homeowner's Association's (Upper Rancho) area. The Pasadena Showcase House for the Arts also notified all the property owners within the Upper Rancho, held a neighborhood meeting on October 14, 2012, and reached out to the neighbors that could not attend the meeting. Approximately 20 people attended the neighborhood meeting, and the organizers received positive feedback from the attendees. Many neighbors felt that having the Showcase House in their neighborhood offset any inconvenience. Staff has not receive any comments or concerns from the neighborhood. FISCAL IMPACT The proposed events will not have a significant fiscal impact on the City's General Fund. The vendors will be subject to business licensing, if applicable, and the retail sales will be subject to sales tax. It is recommended that the City Council approve Special Use Permit No. SUP 12-27, subject to the aforementioned Conditions of Approval.
