M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING FEBRUARY 16, 1982 The City Council of the City of Arcadia, California and the Arcadia Redevelopment Agency met in a regular session Tuesday, February 16, 1982 at 7:30 p.m. in the City Hall Council Chamber. Rev. Margaret Stevens, Santa Anita Church Police Officer Don Wi1sterman PRESENT: Councilmen Dring, Haltom, Pellegrino, Sae1id, Gi1b ABSENT: None On MOTION by Councilman Dring, seconded by Councilman Sae1id and carried on roll call vote as follows the minutes of the adjourned and regular meetings of December 15, 1981, January 5 and February 2, 1982 were APPROVED. AYES NOES ABSENT : Councilmen Dring, Haltom, Pellegrino, Sae1id, Gilb : None : None Mayor Gilb was absent from the January 5 meeting and thereby ab- stained from voting on the January 5 minutes. PRESENTATION On behalf of the City Council Mayor Gi1b presented C. Robert Arth with a plaque in appreciation of his efforts and accomplishments dur- ing his tenure as a member of the Los Angeles County Watershed Commis- sion. Mr. Arth served from 1975 to May 1982. OATH OF OFFICE The City Clerk administered the oath of office to Marguerite Towsley who has been appointed to the Arcadia Beautiful Commission for a term to expire June 30, 1985. This will fill the vacancy created by the resignation of Helen Feichtmann. In order to consider the following two items the provisions of the Procedural Ordinance were waived on MOTION by Councilman Sae1id, second- ed by Councilman Pellegrino and carried on roll call vote as follows: AYES : Councilmen Dring, Haltom, Pellegrino, Sae1id, Gi1b NOES : None ABSENT: None Councilmen Sae1id presented, explained the content and read the title of Resolution No. 5024, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DESIGNATING 32 CITIZENS OF ARCADIA AS AMBASSADORS OF GOODWILL ON THE OCCASION OF THE SECOND OFFICIAL VISIT OF ARCADIANS TO THEIR SISTER CITY, NEWCASTLE, NEW SOUTH WALES, AUSTRALIA." -1- 2-16-82 25:0426 It was MOVED by Councilman Sae1id, seconded by Councilman Dring and carried on roll call vote as follows that the further reading of the full text of Resolution No. 5024 be waived and it is hereby ADOPTED. HEARING Weed Abatement to proceed AYES : NOES : ABSENT: Councilmen Dring, Haltom, Pellegrino, Sae1id, Gi1b None None I Tentative map of Tract No. 31743 for a proposed 19 unit residential condo- minium at 801-807 W. Camino Real. Conditions of approval were set forth in the report dated February 16. A Negative Declaration has been prepared for this project. Mayor Gi1b declared the hearing open and no one desiring to be heard the hearing was CLOSED on MOTION by Councilman Sae1id, seconded by Councilman Dring and carried unanimously. It was then MOVED by Councilman Dring, seconded by Councilman Pellegrino and carried on roll call vote as follows that Council approve and file the Negative Declaration and find that the project will not have a significant effect on the environment; that the tract is consistent with the Arcadia General Plan and that the waste dis- charge from the tract would not result in a violaton of the existing re- quirements set forth in the Water Code; that the Director of Public Works be authorized to approve the subdivision agreement - and that the tenta- tive map be thus APPROVED. AYES NOES ABSENT: Councilmen Dring, Haltom, Pellegrino, Saelid, Gi1b None None Tentative map of Tract No. 42551 for a commercial condominium at 645-665 Naomi Avenue. Conditions of approval were set forth in the report dated February 16, 1982. A Negative Declaration has been prepared for this pro- ject. Mayor Gi1b declared the hearing open and no one desiring to be heard the hearing was CLOSED on MOTION by Councilman Pellegrino, seconded by Council- man Drng and carried unanimously. It was then MOVED by Councilman Pelle- grino, seconded by Councilman Saelid and carried on roll call vote as fol- lows that the Negative Declaration be approved and filed and find that the project will not have a significant effect on the environment; that the tract is consistent with the Arcadia General Plan and that the waste dis- charge from the 'tract would not result in a violation of the existing re- quirements set forth in the Water Code; that the Director of Public Works be authorized to approve the subdivision agreement - and as such the ten- tative map be APPROVED. Ma~or Gilb declared the hearing open and no one desiring to be heard the hearing was CLOSED on MOTION by Councilman Dring, second- ed by Councilman Haltom and carried unanimously. It was then MOVED by Councilman Dring, seconded by Councilman Haltom and carried on roll call vote as follows that the Los Angeles County Agricultural Commissioner be directed to abate the nuisance by having the weeds, rubbish and refuse removed. AYES NOES ABSENT: Councilmen Dring, Haltom, Pellegrino, Saelid, Gilb None None The Personnel Director explained in detail the amendment approved by the Personnel Board to the sick leave plan relating to family care and bereavement leave. The proposed revision provides for a more clear de- finition therefor. It was MOVED by Councilman Dring, seconded by Councilman Saelid and carri- ed unanimously that the provisions of the Procedural Ordinance be waived, whereupon Councilman Dring presented and read the title of Resolution No. 5022, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA AMENDING RESOLUTION NO. 4186 BY AMENDING THE CITY OF ARCADIA PERSONNEL RULES AND REGULATIONS TO CONFORM THOSE SECTIONS CONCERNING SICK LEAVE AND BEREAVEMENT LEAVE WITH AGREEMENTS ENTERED INTO AS A RESULT OF THE MEET AND CONFER PROCESS TAKING PLACE DURING THE YEAR 1981 WITH CERTAIN RECOG- NIZED EMPLOYEE ORGANIZATIONS." It was MOVED by Councilman Dring, seconded by Councilman Pellegrino and carried on roll call vote as follows that the reading of the full text of said resolution be waived and that same be ADOPTED. AYES NOES ABSENT: Coun~ilmen Dring, Haltom, Pellegrino, Saelid, Gilb None None Council recessed in order to act as the ARCADIA REDEVELOPMENT AGENCY PRESENT: Members Dring, Haltom, Pellegrino, Saelid, Gilb ABSENT: None There being no business to consider the meeting adjourned to 7 p.m. February 23, 1982 including a CLOSED SESSION on property values. AUDIENCE PARTICIPATION Herb Fletcher, 175 W. Lemon Avenue, suggested that Council look into the possibility of entering the fire insurance business '" to help pay for the fire department and perhaps save money for the homeowners ... He also mentioned the actual final cost of the soccer field - that everyone should know it isn't free ... He continued in part that it would be a good idea to look at all city owned properties and determine the market values. Mrs. Johanna Hofer, 875 Monte Verde Drive, expressed concern about the effect the traffic, as well as the environment}will have during the 1984 Olympics. ?:~,c~)f/ TRACT NO. APPROVED a conditional use permit to construct a bank building with drive-up window facilities at 100-106 E. Live Oak Avenue ... per Plan- ning Commission Res. No. 1188. AWARDED contract to Triple E. Electical Contractors, Inc., in the amount of $9,800 for emergency generator connections at Santa Anita and Canyon Booster Stations. All other bids were rejected and any informalities or irregularities in the bids or bidding process were waived The Mayor and City Clerk were AUTHORIZED to execute a contract in form approved by the City Attorney. I ALL OF THE ABOVE CONSENT ITEMS WERE APPROVED ON MOTION BY COUNCILMAN DRING, SECONDED BY COUNCILMAN PELLEGRINO AND CARRIED ON ROLL CALL VOTE AS FOLLOWS: AYES NOES : ABSENT: Councilmen Dring, Haltom, Pellegrino, Saelid, Gilb None None Council received the report and recommendation concerning compact car parking regulations. (report dated February 2, 1982). The Planning Di- rector explained in detail the contents of the report and responded to questions. Council indicated its desire to proceed with the consideration of implementation of small car parking regulatons and it was MOVED by Councilman Pellegrino, seconded by Councilman Haltom and carried on roll call vote as follows that staff be directed to initiate a text amendment for Planning Commission and City Council review. AYES NOES ABSENT: Councilmen Dring, Haltom, Pellegrino, Saelid, Gilb None None Councilman Dring presented and read the title of Resolution No. 5021, entitled:. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA APPROVING THE APPLICATION FOR GRANT FUNDS'UNDER THE ROBERTI-Z'BERG URBAN OPEN-SPACE AND RECREATION PROGRAM FOR EISENHOWER AND BONITA PARK PROJECT." It was MOVED by Councilman Dring, seconded by Councilman Pellegrino and carried on roll call vote as follows that the further reading of the full text of Resolution No. 5021 be waived and that same be ADOPTED. The meeting adjourned at 8:10 p.m. to February 23, 1982 at 7 p.m. in the Conference Room to conduct the business of the Council and Redevelopment Agency and any closed session, if any, necessary to discuss personnel and litigation matters and evaluation of properties.
