The City Council of the City of Arcadia and the Arcadia Redevelop-
ment Agenc~ met in a regular session Tuesday, April 6, 1982 at
7:30 p.m. 1n the City Hall Council Chambers.

MINUTE On MOTION by Councilman Saelid, seconded by Councilman Pellegrino
APPROVAL and carried unanimously the minutes of the adjourned and regular
meetings of March 16, 1982 were APPROVED.
PRESENTATIONS Sister City Commissioner Har1 Crockett, on behalf of the Commission,
made a presentation to Edward L. Butterworth who inauguarated the
original Sister City link with Tripolis, Greece. He enumerated the
first steps in the project - one of which was the gift to Tripolis of
a skiploader ... also the establishment of the Arcadia Friendship Club
which now has 1300 members. Mr. Butterworth responded in part by say-
ing this honor brings back memories of 1962. He congratulated the Sis-
ter City Commission and the way it has developed through the years and
expressed heartfelt appreciation for this honor.
C. Robert Arth reported on the recent trip of 30 Arcadians to Sister
City, Newcastle, New South Wales, Australia. Chester Woods of New~
castle was present and introduced. He also noted a pOSSibility of
joining in a sister city relationship with another city in Australia.
He presented a letter and gifts to the Councilmen and the City Manager.

HEARING
EIR
Consideration of an Environmental Impact Report for a six story
office building at 333 E. Huntington Drive. Mayor Gi1b advised
that at the pre-meeting of the City Council the provisions of the
Procedural Ordinance were waived in order to take all matters per-
taining to this item in sequence. The hearing was continued to this
date for the sole purpose of staff response to the significant envir-
onmental points raised in the Council meeting of March 16.
Staff reported that the final supplemental EIR includes communica-
tions received during the scoping process, responses received during
the review and public hearing process on the draft EIR. Responses
are set forth in Section B of the final EIR and in specific resolu-
tions of the City Council and the Agency.

Appeal of the Planning Commission denial of M-81-l5l - request for
modification for industrial building on Lots 1810 and 1811 of the
Chicago Park Tract, on Goldring Road (La Salle Street) .... continu-
ed from Council meeting of March 2, 19B2.
Mayor Gilb declared the hearing open and Robert Rodine (the applicant)
advised that a resolution had been reached between the Rodines and Hen-
ry Hendler, H. K. H. Company. (Letter from the attorney for the Rodines
is on file in the office of the City Clerk). Whereupon Mr. Rodine asked
that his appeal be withdrawn.
The hearing was CLOSED with no further action to be taken.
Consideration of an Environmental Impact Report for 2, 4 story office
buildings, including a restaurant, and a 7 story 150 room hotel with
restaurant, lounge and banquet facilities and related zone change at
130 W. Huntington Drive.

staff's cover letter. Included in the Council's packet are responses to the
Planning Commissions comments. On M~rch the 30th the applicant submitted a
revised site plan: tile lnajor revisions involve the relocation of the pa~king
structure and the redeSign of the parking lot layout. The size of the'hotel
and office buildings has not changed. The EIR consultant and traffic consul-
tant have reviewed the revised plans' alld concluded (a) that the revisions do
not result in impacts not previously addressed in the EIR and (b) that the re-
vised Site plan incorporates many of the mitigation ~easures recommended in
the EIR. The purpose of tonight's public hearing is to afford the public the
opportunity to comment on the potential environmental impacts and/or mitigation
measures which may be associated with the proposed project. Following this
public hearing the fin~l El~ will be prepared for City Council certification.
The City Council actions in reviewing and commenting and certifying the EIR
should not be construed as either approving or disapproving the specific pro-
ject. This concludes my report unless you have any questions.
Mayor Charles Gilb explained thdt the puhlic hearing will be held open to the
next m~eting for the purpose of staff to address the comments from tonight's
mecting ill the Finnl ElR. The Council's action at this time should not be
construed as approving or disapproving the project.
John Kirkrotrick, arplicant, 960 Monte Verde. developer of the project. (A
picturQ of th~ proj('ct was passed around to the audience.) With the Council's
approv~l we plan to develop a first class, qualitYl mixed use project on the
5.6 acre. curr~ntly occupied by the Ramada Inn at 130 Hest Huntington Drive.
The current 112 room hotel will be demolished to make way for a 150 roo~
hotel, with support retail, conference spacc, banquet facilities and twin
office buildings. 1!1C architectural character of tile entire project will be
uniform in style. The proposed project will generate approximately $180,000
in bed tax and s.llrs tax to the City. In addition, the new development will
proviuQ (or nbouc 640 permanent on-site and off-site jobs and service related
employment. ~Je h.1ve submitted to the City a revised site and parking plan.

Councilman Jack Saclid - what is the total number of parking spaces provided
now?
John Kirkpatrick - 641 are required and we are approximately 100 spaces over
that.
Councilman Saelid - If this property were developed to its maximum under the
existing C-2 zoning regulations with no high risc, what parking requirements
would \ole have?
John Kirkpatrick - we did a feasibility study and it showed that we could
develop the property with a building containing approximately 290,000 square
fee~ of offices with approximately 1,000 plus parking spaces.
\l!illiam Uoolard - Our analysis \ol<3S that \4ith a 250,000 square foot building
you could have 1,000 spaces on there.

Hayor Gilb - you could barracade it at times. I am talking about like the south
end of the Police D~partment for example. If you are coming north on
Huntington, you could cut in and go south on Huntington without going up
around the corner by Colorado, where the 100 to 1 Club is.
John Kirkpatrick - basicnlly people could cut across on our project, however,
it wouldn't be a straight shot.

through the parking lot ~nd come down the other end. However, there is access
and the way it is dcsigl1Cd avoids having a raceway through the lot.
John Kirkpatrick - that is what we originally had and we tried to pull as much
traffic as we could to the south end of the lot so they could turn right if
they were going norlll~ast on Huntington Drive.
N,]yor Giib - well the only thing is, I was reading the comments that werE' made
by Commissioner Kuyper and if they are lcavins your project and going north
on Huntington Drive, they arc in the immediate left turn land and it is very
difficult if th~rc is heavy traffic to get into tile outside (right) lane.
Councilman Richard lIaltom - I can't tell from the rendering, Mr. Kirkpatrick,
if thcr~ is a problem on the north on tIle exiting on Huntington Drive, as it
gocs soulll near Colorado Place. There is an island out there, how has it
been resolved to kpcp people from exiting onto Huntington Drive and cutting
across the island .1nd going up Colorado Place.

There was discussion regarding people cptting across Huntington Drive to
Colorado Place.
CounciLman Haltom - would it be appropriate to consider building something at
the island so tllCY can't cut across tll~t, or would that be more detrimental?
John Kirkpatrick - I think anything is possible, however, this is a pr~blem
just like cars going down the wrong way on Huntington Drive, and 1 don't know
if there is an easy ~olution.
Mayor Gilb - I think that is a concorn, Mr. Haltom, that should be addressed.
This is a public Ileorillg, anyone who would like to come forward and give us
Some input on the EIR is welcome.
Richard Marvin, 23 Horth Third Avenue, this EIR for 130 West Huntington Drive
is very weak on the subject of visual impact. Although noise and traffic cir-
culation are major heodings in Section 4, visual impact is not accorded a
similar position. Visual impact is mentioned only briefly and inconspicuously
under the head "Land Use". The EIR fails to mention the great impact which the
project will have on views of the mountains, views from the County Park, the
soccer field north of City lIall and from City Hall itself. I am attaching
two photographs of tho mountains which show the project site in the foreground.
In the few isolated rcfcrences to visual impact, which the environmental
impact report docs contain, the adverse impact of the project is simply ignored.
On Page 13 the EIR states "no impact on the areas' view will result from the
r~zoning". This statement is simply not true.
Johanna llofer, 875 Monl~ Verde Drive - !,too, share Mr. Marvin's c~ncern
about the view of th. beautiful San Gabriel mountains being blocked by the
seven-story building. I hnve some questions for the Council to consider in
approving this building? One question is how m~ny offices arc there in the
lwo four-story office buildings? This is never mentioned.
John Kirkp~trick - There is 120,000 square feet of,total office space; the
number of offices will be determined on the size of space each tenant wants.

William 'looLard - the question was brought up at the Planning Commission and
then staff had subs0qucnt discussions with the Fire Department and they indi-
cated that there has never been a problem of getting the vehicles through the
intersection. II may not be as fast as if they had all green lights, but they
do get through even if they llave to go over curbs or through parking lots,
whatever it takes.
Johanna Ilofer - anotllPr question to be considered is how many people do use our
County park and 110W many people'would be deprived of this beautiful view cf the
mountains? I think t}lerc should be a public notice at that park to let them
know what is being consid~rcd.
Hayor Gilb - The proposed development would block some of the view of the
mountains from the park. The park is actually parallel to the building we are
talking about, lh~y would still be able to see the mountains to the north
and there probobly would be some blockage looking out to the left (west),
but they could look straight ahead at them and there are a lot of trees and I
am not too sure how m~ny people go to the park to look at the mountains.
Hr. Charles Hnnnnh. ]05 West Leroy - I think the development would be an im-
provement to th~ npigllborilood. It would ~crcascjobs for people which we need
vcry badly. Loss 01 view in relation to people working is very important,
especially with tllC economy.

Planning Commission Res. 1190 recommending a zone change from C-2 to
C-2 and H for property at 130 W. Huntington Drive. If approved this
would allow for the construction of the 7 story hotel. The Commission
at its March 23 meeting adopted this resolution for a zone change sub-
ject to the following conditions: .
1. That the certification of the final .EIR by the City
Council be made.
2. That the development of the property be done as per
the plans on file in Conditional Use Permit 81-15;
further that the zone change shall not be effective
if CUP 81-15 is not approved, or if said CUP is ap-
proved or conditionally approved and the proposed
project is not developed in accordance with said
approved or conditionally approved plans, or if the
CUP expires without the project being undertaken.

3. That there shall be compliance with the mitigation
measures and conditions of approval set forth in
CUP 81-15.
Comments of the Commissioners for and against the zone change were
noted in staff's cover letter. Councilman Saelid asked if this zone
change is approved will Council be looking at still denser developments
in years to come without the approval of the City Council. The Planning
Director responded in part that the conditional use permit ties in with
the development of the subject property that if in the future they
wanted to build another office tower or the like they would have to come
back to Council.
Mayor Gilb declared the hearing open and Richard Marvin, 28 N. Third
Avenue, said "Arcadia is fortunate to enjoy pleasant views of the
mountains, both at City Hall and from its major park. We should strive
to preserve those views and should maintain existing height limitations
for 130 West Huntington Drive. I have with me two slides which I would
like to show you, with your permission. The view from the County Park,
you can see on the left side the two-story motel and in the center of
the picture, for comparison, is the three-story Engineering Science
Building. So you can see by comparison what's going to happen going
from 2 stories to 3 stories, and then imagine the seven-story building
there .... I imagine the members of the Council are familiar with that
view. That's the soccer field with the parking lot."
Bruce Low, 1120 San Carlos Road, stated: "Listening to Mr. Woolard,
in regard to the conditional use permit that would be tied to this
development, and as I understand it, and I could be wrong, the con-
ditional use permits are good for a 12 month period of time and ob-
viously this development couldn't be undertaken in a 12 month period
of time, so are we going to be in a condition where the conditional
use permit will expire prior to the completion of this development,
which is tied to the hotel and not to the office buildings. I under-
stand the office building does not need a conditional use permit. I
wonder if that, #1, is a problem, and whether it has been addressed. 1
I don't know how they plan to either, but I know the conditional use
permit expires in 12 months, and what do you plan to do with the con-
ditional use permit that you are going to tie to a zone change when
obviously the development can't comply with the terms of the original
conditional use permit. Are you going to put yourself in the exten-
sion situation until the development is completed, or how do you plan
to handle that."
My second consideration .. and if the contingency wasn't meant that
.revocation of the zone change was a method by which the City could
revoke the zone change and have some type of control in regards to

the project, and then here I see they are glvlng away a blanket zone
change, and as we come to find out that zone cnanges are used as an
inducement to have a catalyst between the developer and the City to
insure that projects do get done and not give away anything that the
City has to other people; and here I see a blanket'zone change being
given away as we have requested it, and I just feel that that is a
little bit odd, that down one side of the boulevard we have to enter
into enough papers, to use your words, in a Chinese Army, to get a
development done and here's one t~at we can get done in a simple quick
sentence, and I don't know whether the agreement would be to the devel-
oper's benefit or the City's benefit or both of them but I feel slight-
ed that within a mile of each other one person has to go through an
expensive exercise to get approval of a development where another per-
son who mayor may not own the piece of property, it is a very simple
procedure. I just express a very, very stong concern as to what's
fair for the goose and what's fair for the gander.
The Planning Director said in part that the developer has 12 months
to comply with the conditions of a conditional use permit ... they
may apply for an extension or it can be completed within the 12 month
period.
The Assistant City Manager for Economic Development said in part that
prior to January the City Council considered an EIR for the Planned
Development Zone between Second and Fifth Avenues along Huntington
Drive. That EIR pointed to the fact that the area, based on their
analysis, could only handle a certain amount of square footage of
commercial office space. Beyond that threshold the EIR recommended
to the City ,Council that they consider supplemental impact reports for
subsequent projects. That being the case, if the Council were to grant
the "H" overl ay zoni ng to Robert J. Low for hi s project, then that
would, subject to subsequent EIR's, prohibit the Council from granting
"H" overlay privileges to other properties in the Planned Development
Zone. In other words, there was only a certain amount to go around.
To avoid putting the whole issue in limbo, the City Council at that
time was concerned about the Low project proceeding in a timely fashion,
and that's why the OPA was requested and that's why it's before Council
at this time.
Raymond Brockus, l309 Standish Street, stated in part that in his
oplnlon an elevation problem is involved - as far as the view is con-
cerned ... on both the developments at 130 W. Huntington and 333-421
East Huntington Drive ... that a top level elevation plan is needed.
Mrs. Johanna Hofer, 875 Monte Verde Drive, said in part that this may
set a precedent and it is her hope that it will not permit high rise
development and that it will be possible to maintain the view of the
mountains and not bring to the City another Los Angeles or New York.
No one else desiring to be heard the hearing was CLOSED on MOTION

The various categories were explored and in Housing Production the
goal would be to improve the housing opportunities for persons of low
and moderate income. Objectives under this category would be to ac-
quire land for the development of low cost housing.
Councilman Saelid asked if there would be some way of limiting the
application to Senior Citizen Housing rather than low income housing.
He would prefer to see Council as a matter of policy identify up front
that the application of these monies would be for senior housing rather
than low income housing. The City has in the past been interested in
providing for the seniors who find themselves in limited resources be-
cause of inflation but we have not, as a matter of policy. accepted the
position of encouraging low income families into the area by providing
housing for them ... there is a difference... perhaps a change in the
policy is wanted... perhaps this is what the community now wants ...
but he senses very definitely that they are not in favor of that.
Councilmar Haltom felt that categorizing just for senior citizen hous-
ing would be an injustice to others who may need help with housing.
Councilman Pellegrino agreed with this observation and felt the door
should be left open and make the decision when the time comes.
Mayor Gi1b then declared the hearing open and Raymond O. Brockus.
1309 Standish Street, said in part that he was concerned about the
cost of administering this program.

and, estimated costs were hand delivered to the occupants of those prop-

Robert Sperry, 1051 Encanto Drive, advised on the endeavor of the Music
Club to raise funds to take the Arcadia Marching Band and auxiliary
units to visit Newcastle, Australia. One of the ways would be through
door to door solicitation ." residential and commercial areas, He
asked Council for its ruling on such solicitation. (Council considered
this at length later in this meeting and took action to make this possi-
ble for a specific period of time. See Page No. 11.

Referred to the request of Robert Sperry relating to the enforcement
of the solicitation ordinance and MOVED to suspend the enforcement of
the Solicitation Ordinance up to and including July 3, 1982 to allow
those organizations with a valid solicitation certificate to:
a, Solicit at dwellings on Saturdays between the hours of 9 a.m.
and 5 p.m.; and
b. Solicit if under 16 years of age if accompanied by an adult; and
c. Solicit without wearing an identification badge if the organization
has recieved a solicitation certificate from the City at any time
during the last five years, provided those solicitating carry a
copy of a letter from the organization authorizing them to solicit,
and a copy of the solicitation certificates,
and that staff be instructed to prepare an appropriate ordinance to
this effect for City Council consideration.

Councilman Pellegrino MOVED to adjourn in memory of Raymond G. Ramuz
who passed away March 30, He was past president of the Arcadia Ex-
change Club, member of the Arcadia Chamber of Commerce, the Ca(ifornia
Association of Nurseries and Arcadia American Legion Post No. 247,
Mr. Ramuz was the owner of the Arcadia Nursery, He is survived by his
wife, Dorothy and son Ronald, Motion carried unanimously.
