S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING APRIL 20, 1982 The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in a regular session Tuesday, April 20, 1982 at 7:30 p.m. in the City Hall Council Chambers. Rev. Timothy Rawle, Church of the Holy Angels Mayor Charles E. Gilb PRESENT: ABSENT: Councilmen/Members Dring, Haltom, Pellegrino, Saelid, Gilb None On MOTION by Councilman Saelid, carried unanimously the minutes of April 6, 1982 were APPROVED. voting as he was absent on said seconded by Councilman Pellegrino and of the adjourned and regular meetings Councilman Dring abstained from date. Mayor Gilb, on behalf of the City Council, presented to Elbert Souders, member of the Parks and Recreation Commission for 22 years, a plaque in appreciation for his many efforts and accomplishments on the Commission. Mr. Souders continued his service for these many years pursuant to the provisions of the City Charter which states that the Commission have a member of the School District. Mr. Souders has now been appointed Superintendent of Schools. Mr. Souders responded in part stating that he has enjoyed his tenure on the Commission having been able to serve with dedicated people. He particularly thanked Messrs. Gilb and Saelid for their assistance during the years to the District and enumerated the many activities in which they have both helped. ELECTION CERTIFICATION The City Clerk submitted the following certification of the results of the General Municipal Election held April 13, 1982: "I, Christine Van Maanen, City Clerk of the City of Arcadia, County of Los Angeles, State of California, duly authorized by Resolution No. 5002 adopted by the City Council of this city on the'lst day of December, 1981, do hereby certify that I have canvassed the returns of the General Municipal Election held in said city on the 13th day of April, 1982 and find that the number of votes given at each 'precinct and the total number of votes given in the City for the following named persons and for the measure were as recorded on the next page. Tonl Votes Cas t in ihis Electio~ 10688 Uj\l\ I ":2- 4-20-82 I 1 RESOLUTION NO. 5038 ADOPTED r-I"":P-z-, I OATH OF OFFICE ADMINISTERED I i5:0462 The City Clerk then presented, explained the content, and read the titIe of Resolution No. 5038 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA RECITING THE FACT OF TIlE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE 13TH DAY OF APRIL, 1982 DECLARING THE RESULT THEREOF PURSUANT TO THE PROVISIONS OF THE CITY CHARTER." It was MOVED by Councilman Saelid, seconded by Councilman Dring and carried on roll call vote as follows that the further reading of the full text of Resolution No. 5038 be waived and that same be ADOPTED. AYES NOES ABSTAIN : ABSENT : Councilmen Dring, Haltom, Saelid, Gilb None CounciIman Pellegrino None The City Clerk then administered the Oath of Office to David S. Hannah, Dennis A. Lojeski and reelected Donald D. Pellegrino, and presented each with a Certificate of Election. The newly elected Councilmen then assumed official position at the Council Table. Councilman Pellegrino then presented Mayor Gilb with a plaque for his dedication, diligence, integrity and love during his eight-year tenure on the City Council. It carried the names of the City Councilmen, the City Clerk and the City Manager. Councilman Pellegrino then presented Councilman Saelid with a plaque in appreciation of his record and achievements during his tenure and for his guidance in the development of the City. Various other plaques and certificates were presented the outgoing City officials, including a presentation from Joseph Sargis on behalf of Arcadians for Arcadia, expressing heartfelt gratitude for what both Mayor Gilb and Councilman Saelid have done for the City during their eight years ... that they will be leaving the City with a heritage of service which will be hard to be matched by anyone who follows them. John Thomassett, President of the Arcadia Chamber of Commerce, presented plaques to each of the retiring Councilmen in appreciation of their service and dedication. James R. Helms, Jr., on behalf of the City Parking Place Commission, said in part that it is with great happiness and celebration to honor Mayor Gilb and Councilman Saelid, and with a special honor for Mr. Saelid who has been Council Liaison to the Parking Place Commission, who was presented with a resolution for his dedicated outstanding service to the City. Kel Mason, Vice President of the Arcadia Chamber of Commerce, read a communication from Congressman John L. Rousselot commending both Mayor Gilb and Councilman Saelid on their efforts during the eight years in maintaining the City as a quality city. He then presented a gift from the Congressman which carried the seal of the House of Representatives with the Eagle. Councilman Saelid then stated for the record: "The newspaper said this was the time when outgoing Councilmen were expected to sum up their experiences, victories, and defeats. And yet, two weeks ago, upon receiving an award, a former Mayor of our City, Ed Butterworth, said in effect, 'people will little remember what I say tonight, but will long remember the time it takes me to say it.' I may not be as brief and I'm certainly not as eloquent as Ed, but I do pro- mise an attempt at brevity. -3- 4-20-82 COUNCILMAN SAELID o 25 :0463 "The greatest honor a man may confidence of his fellow men. of our City has been for me a receive in this world is To have served as Mayor privilege and an honor. the trust and and Councilman I "Those who served before me set the direction for Arcadia - the ground- work which created the City we all love. I have tried my best to be equal to the task of carrying on where these men left off. During these last eight years I've made mistakes; the Council has made mistakes; shall we remember the teen-age nightclub on First Avenue? There have been others, but I hope that on the balance, our efforts will prove to have been far more prOductive than not. I personally take great pride in having played a part in bringing the new Granada Royale Hotel to our City. I I "During these years my views on the use of community redevelopment law have changed. This is partly due to the cautious approach Arcadia has adopted, and partly due to' the changes in municipal revenue sources brought about by constitut~onal and statutory revisions. The tax incre- ment financing provision of redevelopment law is one of the very few ways left to keep Arcadians' property tax dollars in town where they will benefit our citizens. Oh sure, the potential for misuse and abuse of redevelopment law remains ,I but the dogma of eight years ago, or even four years ago, doesn't quite fit with the conditions of today. "Operating a city is not far different from operating any large business. With the cost of inflation' taking its toll and the changes in City financ- ing of recent years, we have made corresponding changes to maintain the City's fiscal integrity. We are debt-free, and through careful risk management, have establish~d reserves in our Workers' Compensation ~elf- insurance Fund which have resulted in savings of well over one million , , dollars in the last three years. In addition, by administering the plan ourselves and earning interest on the reservest it appears that this next fiscal year the plan may be totally self-supporting, and require no influx of additional dollars. Even with all of the fiscal pressures being brought to bear, we have still insisted upon maintaining the quality of our City services. I "Last week the citizens of Arcadia voted overwhelmingly for the three Councilmen who are starting their terms of office tonight - three individuals who are inter~sted in finding answers rather than finding fault. They share my pride in our City and will bring a sense of stability to Arcadia, a q~ality that has been seriously eroded during the past few years. Arcadia must not only maintain its reputation for being an ,excellent city in which to live and conduct business, but it must once again become recognized as an employer which attracts and retains the best of profe~sional staff members. "I would like to publicly ,commend our staff. Arcadia has the finest. It has been my pleasure to work with these people who are as dedicated as any you will find in the private sector. With anything less than this quality of our personnel, Arcadia would not be the city we know and love. Our employees, 'whose performance must be of the highest level, must be considered as a precious resource to be preservedt and not sub- jected to derision as has,unfortunately occurred in the recent past. , I "In summary then, I would 'hope that our City Council which now enjoys a clear mandate, will reaffirm Arcadia's dedication to being the best little city in America; to correct whatever flaws are discovered along the way; and to build on its wealth of positive values. "Before closing, let me thank all the City's Commissioners and Board Members who have been helpful over the years. They give many hours of their time unselfishly - a tremendous service to the City. Let me also give credit and thanks tOla good friend, one who gives of himself com- pletely to whatever he undertakes. I'm speaking of our retiring Mayor who has taught me very much during the last eight years. , I -4- 4-20-82 COUNCILMAN SAELlD (con't.) MAYOR GILB I I 25: 0464 "And now, the people closest to me who have truly sacrificed to make my service possible, because they too believe in our City: my wife, Barbara, my daughter, Lisa, and my son, Jeff. "In retiring from office, I could not be more pleased than to leave our City in the hands of our new Council. "Thank you very much." Mayor Gilb stated for the record, "Ladies and Gentlemen, I wish to make my remarks quite brief...first, I would like to thank my wife, Ruth, and my children, Denise, Valerie and Mike. I feel like Jimmy Carter - I lost the key to the executive washroom already and I'm not even gone yet. 'I want to thank all the City Staff, and employees who work at the company where I work; Ray Parks, my left-hand man...these people have covered for me while r've been coming to Count!l meetings - as you know, I go to Bakersfield during the summer...I tried to figure out the other day how many trips I've made over that Ridge Route to Council meetings and go back at night after the meeting, and it's about 195 the way I figured out. I might have driven over the Ridge Route - flown over the Ridge Route - have somebody drive me over the Ridge Route - drove myself over the Ridge Route - to come down here to go to Council meetings, and go back at night. Going up there this summer is going to be kind of nice - not having to come down - that's one advantage of getting off this job. I want to thank the School District and all the employees of the School District for the cooperation they've given us. I want to thank all the organizations in this community, the Chamber of Commerce, and the Tournament of Roses - all the organizations that make this great community thrive because of all the dedication and volunteer work that you've put into this community - it is really marvelous. I want to thank the news media, Helen Schrader...all of those who come every night and listen to all this stuff - then go to the City Commission meetings - go to the School Board meetings and listen to all of it. I remember one time when I came on the Council - the very first week - I was talking to Ed Butterworth - I was invited to a party to represent the City at a function for a gentleman who was a Democrat, and I wasn't too thrilled about going and Ed Butterworth said to me... 'Charles, you are represent- ing all the citizens of this community,' and I never forgot that. I think the first time I was Mayor - a little girl invited me to a birthday party - she was 6 years old and I went - had my ice cream - my balloon - put on my beanie hat - but I have to tell you that was one of the thrills of being Mayor. And, I realized at that time that the people who sit on this Council represent everyone in the community - whether they're 1 month oId or 100 years old - it doesn't make any difference. If they can't come up here to represent themselves because of their age - or something - then we are here to represent them, and I think that's what the Council is - to represent all the people of the community - not just the people who come in here and complain every week - not just the people who come in here...we don't get many compliments...you know...Ed Butterworth said, "You know when you have arrived on the Council when you have a discussion some night regarding sidewalks - one person wants them, the other person doesn't, and then they both gave you a coffee. That's when you know you've arrived - so you put it over for a public hearing - then you delay it - then you hope there is a cement strike. Since I came on the Council Jack Saelid used to argue about redevelopment. When Jack and I came on...I don't think we ever agreed on anything...we agreed to disagree but since that time I've seen many things that Jack agrees on, and he has seen many things that I have. Every time we walked out of the room. ..we've always been good friends and I think that's damn important. I want to tell you eight years ago I promised' to better the relationship with the City employees - I think I've done that - I pro- mised not to spend any money that I wouldn't spend if it were my own - and I think I've done that - I tried not to invest in anything of the City's money, your money, if I wouldn't put my own money into it - and I think I've done that - and as I leave the job I guess we'll be judged -5- 4-20-82 ,~;':'~ Mayor Gilb (con't.) COUNCILMAN HANNAH COUNCILMAN HALTOM COUNCILMAN LOJESKI 25:0465 by the people who sit on the Council - when they deal a harmful blow - then that's not the end to it. There comes a day for accounting...and I hope I've measured up to your expectations. I feel confident...we all didn't see eye to eye on every issue but we fought' and we settled it the best we could. I'vel tried to keep an open mind - I've tried to move forward because I believe standing still is moving backwards. We have a fine city - we have a great bunch of participants in the arena to come - I thank you all fbr giving me the privilege of serving this community. Thank you." Mayor Gilb and Councilman slelid then retired from the Council Table. The City Clerk called for nominations for the office of Mayor. It was , MOVED by Councilman Lojeski, SECONDED by Councilman Haltom and CARRIED on a unanimous vote that Councilman Pellegrino be nominated. Nomina- tions CLOSED. I I Councilman Hannah then nominated Councilman Lojeski as Mayor Pro Tempore. Nomination SECONDED by Councilman Haltom, and Councilman Dring then MOVED that a unanimous vote be cast. I Councilman Hannah stated, "i want to introduce my wife, Nancy, who has. been very close to me in the last couple of months and has gotten me up when I was down...r'd like to introduce my three children, Mark, , Susan and Jennifer. Also, my son-in-law, Bob Hillman, whom r wish were my son as well as Mark, and ,Bob's mother, Marge Hillman. I have one grandchild, Stacey. r have Ino speech to make...if I thanked all of the people in this room who played a part in getting me here, I would take all of the Council's time..:r won't do that. r would like to mention Edward L. Butterworth, an a~sociate and friend...r want to thank him for his advice and counsel." I I Councilman Haltom stated, "I've introduced all my family before - I'll reintroduce them - my wife, Doris, who worked very diligently to get me elected, daughter, Rebec~a, who is going to make me a grandfather very shortly - thank you very much." Councilman Lojeski stated, "Let me just say first of all that there has never really been a more humbling moment in my personal life. I'm very humbled by the extent of this election even though it was maybe not the political cliff hanger that some people were expecting. But just to see my own concerned fellow Arcadians really wake up and rally behind the quality and traditions which have made this city proud and for me to have had the support of you people. r consider that trust you have placed in me, as your new Councilman, very sacred, and I give you my own sacred oath that r will do the utmost to justify your faith. I've always said that Arcadia to me is not a series of numbers or accounting tables - to me Arcadia very simply means people. r feel the people of Arcadia did speak last week - they understand that the needs and the challenges ahead must be met head-on with vigorous, determined, mature, rational, prudent and respected leadership. I "As r have consistently said during the past three months, a new era has now started in Arcadia. Let's bury that hatchet. Any previous gap which was here, to me, has already been closed or should be well on its way toward closure. Let's work independently as Councilmen, yet toward a common goal. I, personally, am not frightened by what lies ahead for my City of Arcadia because r feel together we will do what has to be done. We're going to get the resources around us stimulated to go to work for us in a very productive fashion. The great Arcadia spirit really has only been tapped in this election and we must continue to be creative and perpetuate the feeling of growth of this particular spirit. There are many people throughout this fine city that I owe a great debt of thanks to. To all of you who worked so tirelessly - literally hundreds of volunteer hours - I owe you an immeasurable debt of thanks. To my parents, Mr. and Mrs. Lojeski, I thank you for having the foresight thirty years ago to move our family to Arcadia, and for giving me the guidance, the meaning of tradition - true meaning of a family who cares and your continuing support through all my endeavors. "I also would like to introduce my brothers, who I think are here - and their families - also my in-laws, Dr. and Mrs. McKay Nielson. Finally, my own special family needs to be introduced - my big supporters, my wife, Janet, son Brian and daughter, Michelle. I'm very grateful to each of you, for your love, your support, all your hard work and your understanding - all of you were involved in this campaign easily as much as I was. Obviously, you're a special part of my life and I love each of you very dearly. Tonight would not be possible without each of you. Thank you. Once again, ladies and gentlemen, I pledge to you my service - my commitment - my honesty and my integrity in representing each of you as your Councilma~ for the next four years. Let's think a little bit about Arcadia's past, present and the future; let's now get on with being resourceful, prosperous, enviable, and the great city that we are. I thank each and everyone of you. "I would just like to take this moment to give Mayor Pellegrino and Mr. Hannah and Mr. Lojeski sincere congratulations - they worked hard in the campaign; they've won, they deserved to win, and they're here - I'm pleased - I'm looking forward to working with you. Thank you." Mayor Pellegrino stated for the record, "I would like to thank my wife, Gina. Four years ago when I made my speech I forgot my wife. Council- man Gilb said, 'If you forget her tonight, you better go home with me.' He 'introduced his daughter, Debra Cohen, sons Dominic and Donald, parents, Dominic and Helen, sister, her husband and his nephew. He stated, "I also would like to thank - should really thank 6,619 people, ,campaign chairman Art Stella, Bardella Mason and Ann Benson. "I want to thank all the people who came out and who, voted. It is a precious thing that we have the right to vote in America and we've been guilty in not turning out in numbers up until now. This time, fellow Councilmen and friends, there are many lessons to be learned from this election. Our city's vitality has been measured by the voting record - the only true consensus has been revealed through the voice of the electorate, but to me, as your elected official, the most important lesson learned was the power of the written word in the press and the election brochures and in letters that I received. The power in the spoken words was revealed time and again in confrontations and in the privacy of personal conversations. "In the Los Angeles Times Monday, mention was made that candidate for Governor, Mr. Bradley, tsometimes pauses so long before answering a question that one gets the impression he hasn't understood it; he also refuses to wing it or give it a temporary answer that might get him off the hook for that moment'. As an elected official in the City of Arcadia, we have to pause for a moment and think about the real significance of our words. Part of the ease and skill which will mend the division that exists will depend upon how well we mark our words. The City budget will be before us during the coming weeks; we promised our constituents we will review and decide carefully on each separate issue before us. "The urgency involved in the area of redevelopment will require much in terms of time and thought. There are many areas of concern as we face cutbacks and balancing. This is the final EIR for the Santa Anita Plaza at 130 West Huntington Drive. It includes communications, comments and responses during the review and public hearing processes. This hearing was continued by Council from April 6 for the sole purpose of receiving responses to the significant environmental points raised at that hear- ing. Councilmen Dring, Lojeski and Hannah said for the record that they have read the transcript, the minutes of the April 6 meeting, and the final EIR. I It was MOVED by Councilman Dring, SECONDED by Councilman Haltom that the hearing be CLOSED. However, discussion ensued on whether or not to reopen the hearing when Joseph Sargis and Mrs. Johanna Hofer desired to be heard on the matter. The City Attorney advised on the legal aspects of taking additional public testimony - that the Environmental Quality Act provides that if more comments are made at this meeting, staff would have to respond to those comments, in which case it would take another two weeks to include those responses plus another two weeks for final action. Councilmen Haltom and Hannah had no objection to opening the hearing to hear what Mr. Sargis and Mrs. Hofer would like to say. In response to an inquiry concerning the traffic situation and if there would be need for traffic light modification, the Director of Public Works said in part that the intersection nearest the subject location is controlled by the California Department of Transportation and has recently been upgraded by the State in preparation for relinquishment of control of that route to the City. He felt the present signal system could handle it. . Councilman Dring brought to mind that there is a certain urgency about this development inasmuch as the developer has stated that they wish to, have the project ready in time for the Olympics in 1984 and every delay takes its toll. Mrs. Johanna Hofer, 875 Monte Verde Drive, reiterated some of her concerns relating to the proposed development at 130 West Huntington Drive, primarily the visual impact from the Civic Center and the County Park should the seven-story building be constructed. She circulated a snapshot taken at the Recreation Department Easter Parade in the Park. She felt a notice of the public hearing on this matter should have been posted on the grounds of the County Park. She asked Council to deny the Environmental Impact Report because of its irre- versible visual impact. Mrs. Hofer then referred to two agenda items relating to video games entertainment centers at 122 East Live Oak and 309 East Foothill Boulevard. She felt that before any permits are issued for this type of facility, that a comprehensive study should be made and recommendation based on the findings. CONSENT ITEMS APPROVED the request of the Drinkers Hall of Fame for renewal of its dance permit. The Police, Fire, Building and Planning Departments report they have no objection to the issuance of such permit. APPROVED a proposed Dial-A-Ride Lease Agreement with the San Gabriel Valley Cab Company under specific terms and conditions for motor vehicles as identified in said agreement.
