Agenda items for the regular meeting to convene at 7:30 p.m. were
explored. Hearings for May 18 were scheduled on three items, as
follows:
1. Tract Map 32873 -'12-unit residential condominium at
302 S. Second Avenue.
2. Text Amendment 82-2 to bring the subdivision regulations
into consistency with recent revisions to the State Sub-
division Map Act.
3. Text Amendment 82-3 adding regulations pertaining to small
car parking standards,
Two Consent Items on the agenda were pulled for individual considera-
tion (Administrative Agreement, Workers' Compensation Self-Insurance
Program for 1982-83) and plans and specifications for the proposed
relief sewer line project on Huntington Drive.
Request of the Methodist Hospital for permission to hang three tempo-
rary banners for its 25th Anniversary Celebration. It was noted that
heretofore commercially zoned properties have been restricted to one
banner 32 sq. ft. The request is for three of much larger size,
which it was felt is excessive in view of the regulation with which
other companies have had to comply.
It was MOVED by Councilman Haltom, seconded by Councilman Dring and
carried on roll call vote as follows, that the banners be approved
for the dates specified, but that they be restricted to the 32 sq. ft.
dimension.

The Water Manager explained in detail an item on the agenda concerning
authorization to advertise for bids for water meters.
Communication from Earl F. Stanek concerning the function of the traffic
signals on Santa Anita Avenue, primarily at Santa Clara and Campus
Drive. The Director of Public Works advised that the system is the
best that can be done until such time as Santa Anita Avenue can become
part of the Traffic Coordinator Computer System. It is hoped this can
be accomplished prior to the Oak Tree Meet in October of this year.
Some discussion held on an item on the agenda relating to Foothill
Boulevard development overlooking the residential area of Laurel Avenue.
It was the consensus that an in-depth study be made. This item to be
considered- at the regular meeting.
On MOTION by Councilman Haltom, seconded by Councilman Lojeski and
carried unanimously, Mrs. Barbara Regan was appointed to the newly
created Arcadia Historical Commission.
