CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
MAY 15, 1982
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned regular session at 8:00 a.m, May IS, 1982
in the Conference Room of the Arcadia City Hall.

Councilmen/Members Dring, Haltom, Hannah, Lojeski, Pellegrino

Mrs. Mary Rolf, 1320 Standish Street, spoke in favor of continuing the
audio-visual section at the City Library and submitted how the films
and all forms of art work are used by all ages. She felt the paintings
in particular, should be maintained in the Library. Mrs. Rolf was
advised that Council has made no determination on the Library budget as
yet.
In order to make it official, the following minute motion was made by
Councilman Haltom, seconded by Councilman Dring and carried on a roll
call vote as follows:
"That Mayor Donald D, Pellegrino be and he is hereby appointed as the
City of Arcadia Representative to the Southern California Rapid Transit
District City Selection Committee - Councilman Dennis A. Lojeski is the
alternate."

Discussion on the request for use of one of the new Dial-A-Ride vans
for transporting participants to a function at the Charles Bluth resi-
dence, 151 Whispering Pine Summit, The residence is up a hill and the
vehicle would be used to shuttle people up and down a steep hill. Wear
and tear on the vehicle was explored, liability involved, and the pos-
sibility of future requests for this type of service was discussed.
It was the consensus of the City Council that the request be denied.
In response to a question at a previous meeting, the City Manager
advised that the School District has reimbursed the City for its share
of the costs of the Special Election held June 16, 1981,
Discussion held on mstters to come before Council. It was the consensus
that all matters for Council consideration should be posted in order for
the public to be awsre ,.. that Council adhere to that which is posted.
BUDGET CONSIDERATION
The City Council then continued its review of the proposed budgets by

POLICE DEPARTMENT
Administration - Provide direction and control of all Police services
toward goals determined by the City Manager.

Records - Provide record storage, recall and dissemination of required
Police information consistent with State records confidentiality laws.

Building and Maintenance - Operate Police facility, maintain, repair,
supply and support.
Communications - Provide this service to all City departments. (Install
repair and maintain all City radio, video and recording equipment.
Traffic Enforcement - Provide accident investigation and accident
reduction through selective enforcement and provide parking regulations.
Mark parking control zones, issue citations, investigate traffic acci-
dents, File traffic complaints, patrol high-accident streets and issue
citations for hazardous actions.
Laboratory - Furnish laboratory and identification services for Patrol
units and investigations in case development. Provide photographic
service for all City departments.
Patrol - Patrol available call responses, crime suppression and appre-
hension as well as a multitude of services in a timely, efficient,
professional manner.

Special Operations - Provide special trained officers to work high-
crime area, special investigation and hostage situations. Provide
trained officers for school programs, crime impact team operations.
Operate Police Reserve Program.
Training - Provide recruitment selection for every level of officers
and other employees. Train all departmental employees to standards
required,by State.
During all of the above considerations, the Police Chief responded to
questions and explained certain phases of the technical aspects of the
Police Department. He said they can go through 1982-83 without addi-
tional personnel.
Council entered a CLOSED SESSION at 10:30 a.m, and reconvened at ll:OO a.m.
FIRE DEPARTMENT
The Fire Chief responded to questions concerning the City's Class 3
Fire Protection Rating. This is based on the City's ability to provide
fire protection and is directly related to the current level of service
provided by both the Fire and Water Departments. This rating also
determines the fire insurance rates for all property within the City.
Discussion held on what impact a new fire station in the southern part
of the City would have on the rating. The Chief will look into prioritiz-
ing the programs.

Buildings and Grounds - General maintenance of all Fire Department
buildings and grounds. This includes painting, cleaning, repair and
maintenance of all landscaped areas; perform minor alterations and
remodeling as necessary. It was noted that Station No. 1 is to be
painted inside and Station No. 2 on the outside,
Communications - Provide total communications for all emergency ser-
vices; receive emergency calls for assistance and dispatch personnel
and equipment. Receive and process all business and non-emergency
calls. During this deliberation it was suggested that the Chief contact

our Congressman for Flag presentation information. During this item the
Fire Chief explained the status of the 9ll Program.
Prevention - Manage and control all conditions hazardous to life and"'~
property due to fire and maintain fire safety standards necessary to
achieve ~hese goals.
Ambulance and Paramedic - Provide emergency medical care required to
revive and stabilize a patient and to provide emrgency ambulance ser-
vice to ~n emergency hospital.
Fire Suppression - To protect against and prevent the loss of life and
property by minimizing the effects of fire, flood, dangerous chemicals,
radioactive material and other disasters. Some discussion held on
material for roofs. A public hearing to be held on June 1 for con-
sideration of roofing material.
DEPARTMENT OF PUBLIC WORKS
Engineering Division - Provides leadership, planning and superv1s1on of
public works in order to maintain the type of quality atmosphere
expected by the residents, and provide facilities necessary for their
health, safety, and general welfare. Prepares plans and specifications
for projects. ~pproves public facilities provided by private entities
to insure conformance with the City's minimum standards.
Traffic Safety - This Division provides a maintenance program for safe
vehicle, pedestrian~ and bicycle traffic.
Street Cleaning - Sweep all residential streets once a week, sweep all
commercial streets six times per week, and pick up all trash dumped on
City streets.
Sewer Maintenance - Cleans the sewer system to achieve and maintain
optimum flow conditions and to prevent and reduce sewer stoppage to the
extent possible.
Grounds Maintenance - Landscape maintenance of medians and other City-
owned properties. Also supervises and maintains liaison with the cur-
rent contractor who is under contract for grounds maintenance.
Trees and Parkways - Tree trimming, maintenance of tree wells, removal
of trees as necessary, tree spraying and planting of new trees. Dis-
cussion held on the tree trimming portion of this service. Consensus
of Council was to schedule four days by program and one day for
requests.
Street Lights - Provide public street lighting and lighting for other
City-owned facilities.
Park Maintenance - This work performed at all of the eight City parks.
Councilman Lojeski expressed concern about the San Carlos and Orange
Grove barricade situation, and the Director of Public Works said the
entire background of this matter is available in his office for his
convenience.
General Maintenance - Work performed in this category is heating and
air conditioning, electrical, plumbing maintenance, repair of small
tools, engines, welding of some sort, and other building repair and
remodeling. Carpentry and cabinet-making as needed.
Equipment Services - Services and repairs for 19l vehicles, trailers
and stationary engines.
