JUNE 15, 1982
The City Council of. the City of Arcadia and the Arcadia Redevelopment
Agency met in a regular session Tuesday, June 15, 1982 at 7:30 p.m.
in the City Hall Council Chambers.

Councilman Dring was excused on MOTION by Councilman Haltom, seconded
by Councilman Lojeski and carried unanimously.
Gordon Browning, on behalf of State Senator H. L. Richardson, made a
presentation to Police Chief Charles Mitchell for his efforts and
accomplishments during a drug-bust at the High School.
The City Clerk administered the Oath of Office to Don L. Wells, who has
,been appointed to the Recreation and.Parks Commission. This term will
be on-going. Mr, Wells replaced Elbert Souders, new Superintendent of
Schools.
Councilman Haltom presented certificates of appreciation to outgoing
Youth Commissioners Alex Trigonis, Valerie Waken and Janet Zaslaw.
Commissioner Gregg Passmore was not present.
The City Clerk administered the Oath of Office to the following in-
coming Youth Commissioners:

NOTE: The representative from First Avenue Junior High School, Jay
Ceniceroz, was not present to be sworn in.
Councilman Haltom then welcomed the students and presented each with
credentials.
Annually the Arcadia Beautiful Commission awards certificates to the
owners of homes which have been improved by excellence in landscaping,
etc. Mrs. Eileen Hubbard, Chairman of the Commission, assisted by
Commissioner James Green, introduced the winners for this year. Slides
of each residence were shown and Mayor Pellegrino presented the property
O~lers with certificates. Following are the names and addresses of those

Mrs. Mary Stumpf, 821 San Simeon Road, President of the Friends of the
Library (Arcadia), expressed concern about reduction in services at
the Library and asked Council to restore $30,000 to restore the services
which are being reduced.
Bertram Johnson, 331 Winnie Way, recalled that during the last election
campaign the candidates said they would not reduce the cultural advan-
tages of the City and asked that the Council abide by that assurance.
No one else desiring to be heard, the hearing was CLOSED on MOTION by
Councilman Lojeski, seconded by Councilman Haltom and carr~ed, where-
upon the City Attorney presented and read the title of RESOLUTION NO.
5043, entitled: "A RESOLUTION OF THE CITY. COUNCIL OF THE CITY OF
ARCADIA ADOPTING A BUDGET FOR THE FISCAL YEAR 1982-83 AND APPROPRIATING
THE AMOUNTS SPECIFIED THEREIN AS EXPENDITURES FROM THE FUNDS INDICATED."
It was MOVED by Councilman Haltom, seconded by Councilman Lojeski and
carried on roll call vote as follows, that the further reading of the
full text of Resolution No. 5043 be waived and that same be ADOPTED.

Time and place scheduled for the public hearing on the proposed Federal
Revenue Sharing Program Budget for 1982~83. Affidavits of publication

Member Dring was excused on MOTION by Member Lojeski, seconded by Member
Hannah and carried unanimously.
The Agency received the report and recommendation concerning evidence of
financing for this project. This is in compliance with terms of the
Disposition and Development Agreement. Douglas Ralph,! Controller for
the hotel, made reference to the Evidence of Financing,which has been
submitted and stated also that he would be pleased to'furnish' the audited
statement of Hometels' operations on a confidential basis. Whereupon it
was MOVED by Member Haltom, seconded by Member Lojeski and carried on a
roll call vote as follows, that the Evidence of Financing be APPROVED.

The Agency then adjourned to the closing of the regular session this
date.
AUDIENCE PARTICIPATION
Bertram Johnson, 331 E. Winnie Way, referred to operations of redevelop-
ment agencies and felt it is fundamentally wrong to mark down property
in order to obtain or retain businesses in the redevelopment area. He
felt a community such as Arcadia should not have to offer incentives;
that people should be paying high value to come into it.
Ron Kronquist~ 535 Monte Vista, commented on the proposed roofing ordi-
nance with the observation that it is too restrictive - it narrows the
homeowners' choices with unreasonable demands - not to allow even
treated shake roofs. He noted that the slides which were shown this
evening which received beautification awards had wood shingle roofs.
He felt more study should be made ... and questioned the legality of
the spirit of the law... also suggested the homeowners be informed.
John McConaghy, 515 Arbolada, speaking as a homeowner and as a member
of the Santa Anita Oaks Homeowners' Association, said in~part that he
felt Council is proceeding into an area,.which goes beyond the mere
safety of the community... he noted the spacious lots, the trees,
broad streets, and felt all this is so different from high density
living such as perhaps Orange County. He felt that the proposed ordi-
nance is in some violation of what the people have voted for - maintain-
ing the life style of Arcadia. He also felt that Class B roofing is
considered fire retardant.
Janet Scalise, 236 Hacienda, said in part she would not want to be res-
ponsible for degrading her neighborhood by, for instance, a synthetic
roof '" it would destroy the character of her home. She hopes Council
can compromise on some way to increase safety from fire danger but still
maintain the aesthetics of the City. In response to a question, Mrs.
Scalise said she would be willing to have her roof treated periodically.
Jim Considine, 1027 Encanto, President of the Santa Anita Rancho
Residents' Association, said in part _tha't the time element in implement-
ing the ordinance requirements does not provide time to properly alter
the D-overlays for acceptable materials in -the Class A type roofing ...
also, the remodeling provisions within the ordinance would create a
patchwork quilt-type of effect on the homes and would severely impact
the property values.
Bruce Massie, 601 Cortez Road, President of the Santa Anita Village
Association, said in part that the decision on Class A was a bit hasty.
He felt Council should stay this for a period of ninety days or so to
allow those areas which do have associations to be able to explore the
alternatives they could recommend to Council.

Rav Brockus. 1309 Standish, said he has had experience with finding
bottle rockets on his roof which, fortunately, did not explode, and he
was in favor of the Class A roof and supported the Councilmen who voted
for it.
Ann Wilson, 1610 South Tenth Avenue, was also in favor of the Class A
requirement and noted that the area is vulnerable to fires because, for
instance, the Santa Ana winds with which we must contend .._ and, un-
fortunately, we will still have fireworks.
Rodm~n Cannon, 1842 Wilson, felt Council has acted a little too fast
to see if there aren I t some substitutes ... something that is beautiful
and perhaps not too expensive. He has viewed the materials at the fire
station and his $7,500 roof would now cost him $14,000 .., also, he has
heard that some insurance companies will not insure roofs which are
being considered for earthquake damage.

Ted Shonfeld, 530 Altura Road, on a homeowners' associa tion archi-
tect~ral review board, questioned the position of the board when it
comes to approving or disapproving specific types of roofing material.
Fire Chief Gardner, at this point in the proceedings, explained what
constitutes a Class B roof and what it entails to replace an existing
roof. In brief, he said to qualify a wood shake roof for Class B, a
fire retardant material is pressure treated into the wood when it is
manufactured at the mill and the roof has to be installed with a ply-
wood base, a layer of very thin foil material and a layer of felt. The
wood shake is then installed on top of the latter ... the old roof
would have to be completely removed, which would be a normal process
for ~ny replacement.

Timothy K. Tyson, 310 West Norman Avenue, said in part that he is
anticipating building an addition to his home which will probably cost
in the neighborhood of $60,000 ... it will be an upstairs addition, and
to put a new roof on the new building would terribly detract from the
other two-thirds of the roof. He felt the citizens should be notified
to give them an opportunity to be heard ... on the specific problem of
additions because there just aren't many vacant lots in the City.
Bruce Broyles, 1845 Anita Crest, presented a petition for permission to
have a Block Party July 4th and to ciose specific streets. (THIS ITEM
WAS APPROVED ALONG WITH OTHER SUCH REQUESTS LATER IN THIS MEETING.)

Michael Brklacich, (retired former Fire Marshal in the City of Monrovia,
sald 1n part he would live in fear in an area where there is a concen-
tration of single-family dwellings with untreated wood roofs. He spoke
with particular concern about the Oaks area - where most of the homes
are wood shingle-roofed. He asked that Council give deep consideration
to non-combustible roofs.
Kim Wood, Arcadia firefighter, spoke at length on what a firefighter
experiences in fighting fires in this area with the Santa Ana wind
factor and the dry terrains. He asked Council to stay with the require-
ment for Class A roofs ... for the safety of both citizens and fire-
fighters.
Raymond Brockus, 1309 Standish, referred to an agenda
game centers and asked Council to uphold the decision

Charles Chivetta, 106 East Longden Avenue, said in part he would like
to have a choice in replacing his roof ... he felt fire retardant roofs
should be required in the Foothill area but that the flatlands are
something else again. He suggested the Council have an expert on con-
struction ... he appreciated the remarks on safety for the residents
he referred to the fact that homes also have wood siding, and asked
for further review.

Herb Fletcher, 175 West Lemon Avenue, referred to two provisions of
Proposition 13 which he has always felt would be detrimental to the
City and the schools: (1) The distribution of property taxes col-
lected now, and (2) The fact that when property is sold it is
reassessed. He will put his thoughts into writing and submit them
to Council, and asked that they be considered.
Charles Masten, 632 West Wistaria Avenue, Fire Chief of the City of
El Monte and Past President of Los Angeles County Fire Chiefs
Association, said in part that there are alternatives to the roof
problem. .. that Council could go from Class A to Class B ra ting
that the job of firemen is to fight fires and that they will do.
Mayor Pellegrino said Council will not take any action on the roofing
matter at this meeting.
Appeal of Planning Commission's denial of a conditional use permit for
a video game entertainment center at 9954 Las Tunas Drive. Hearing
set' for July 6.
Request of Samba's Restaurant for permission to hang a banner to pro-
mote its open house. It was MOVED by Councilman Haltom, seconded by
Councilman Lojeski and carried on roll call vote as follows, that
permission be granted for a 32 sq. ft. banner for a period of 30 days.

CONSENT ITEMS
AWARDED the contract for the purchase of water meters for the ensuing
fiscal year to the low bidder, Rockwell International, at the unit
prices set forth in its bid (total bid $33,379); that all other bids
be rejected; that any informalities or irregularities in the bids or
bidding process be waived and that the Mayor and City Clerk be AUTHOR-
IZED to execute the contract in form approved by the City Attorney.
GRANTED permission for the following street closures for July 4th Block
Parties pursuant to conditions set forth by the Director of Public
Works:
West Magna Vista from Lyndon Way to Le Roy

A"ARDED the contract for the improvement of portions of Mayflower and
Camino Real, Job 531, to the low bidder, E. G. N. Construction Company
in the amount of $15,633; that appropriations be made as follows:
$13,900 Capital Outlay Funds; $12,500 for a total of $26,400, to
cover the cost of the project including engineering, inspection, and
contingencies; that all other bids be rejected; that any irregulari-
ties or informalities in the bids or bi~diug process be waived, and
that the Mayor and City Clerk be authorized to execute the contract in
form approved by the City Attorney.
APPROVED plans and specifications and authorized the City Clerk to
advertise for bids for annual street maintenance - slurry seal - Job
No. 525. Project to be financed from State Gas Tax Funds.
AUTHORIZED the Director of Public'Works to purchase fixtures for con-
verting street lights to high pressure sodium vapor lights through the
State Purchasing Office in increments of 100 before November 30 when
the State's present purchaoing contract expires, and that $42,000 from
the State Gas Tax Funds be appropriated for the material.

to authorize staff to set aside $1,815 of Proposition A Local Return

Police Chief Mitchell responded to questions propounded by Councilman
Hannah regarding a fair recently held at the local County Park which
Councilman Hannah felt was not in keeping with the type of events

On MOTION by Councilman Lojeski, seconded by Councilman Hannah and
carried on roll call vote as follows, Mrs. Beatrice Chute was re-
appointed to a four-year term on the Library Board and Craig Lucas
was appointed to a four-year term replacing Mrs. Jeanne Saunders who
has served two consecutive terms on the Board.

authorized to take all steps and to sign all documents and instruments
necessary to acquire 37 and 49 North Third Avenue at a price of
$180,750.

ried on roll call vote as follows, that the Executive Director be

necessary to acquire 45 North Third Avenue at a purchase price of up
to $95,000 plus a relocation claim of up to $6,050 in forms approved
by the Agency's General Counsel.

Staff submitted a letter concerning the availability of property at
671 Naomi Avenue (Lot 5 Tract No. 4611) at $22 per sq. ft. This
property could be made part of the senior citizen housing project.
Staff will confer with HUD and report back to the Agency.

It was the consensus of the City Council that the Mayor and City
Manager be authorized to do whatever is reasonably necessary in sup-
port of the application to HUD for 75 additional senior citizen
housing units for the Naomi site.
The meeting adjourned to July 6, 1982 at 7 p.m. in the Conference Room
in memory of George Secrest who passed away June 9. Mr. Secrest was
a retired Police Sergeant of the Arcadia Police Department. He was
born in Elko, Nevada, was a Navy veteran of World War II, and a law
