SEPTEMBER 7, 1982
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned regular session at 7 p.m. in the Arcadia
City Hall Conference Room.

The City Manager distributed copies of communications concerning various
items of concern. Also advised that Ordinance No. 1748 failed to carry
the appropriate vote, whereupon the City Attorney presented, explained
the content and read the title of Ordinance No. 1748 entitled: "fu~
ORDINANCE OF THE CITY OF ARCADIA APPROVING A NEGATIVE DECLARATION AND
MAKING FINDINGS OF LOCAL CLIMATIC CONDITIONS AND AMENDING THE ARCADIA
MUNICIPAL CODE BY AMENDING SECTIONS 8130.11 AND 8130.12 TO AMEND
SECTIONS 1601 AND 1704 OF THE UNIFORM BUILDING CODE, 1979 EDITION, TO
REQUIRE CLASS A ROOF COVERINGS ON NEW CONSTRUCTION IN FIRE HAZARDOUS
AREAS AND FIRE RETARDANT ROOF COVERINGS IN NON-FIRE HAZARDOUS AREAS."
It was MOVED by Councilman Haltom, seconded by Councilman Hannah and
carried on roll call vote as follows that the reading of the full text
be waived~

Councilman Dring said in part that although he was absent when this
matter was before Council, he urged Council to reconsider the matter
of roofing to cover the entire City with Class A.
It was then MOVED by Councilman ~altom, seconded by Councilman Hannah
and carried on roll call vote as follows that Ordinance No. 1748 be and
it is hereby ADOPTED.

It was MOVED by Councilman Dring, seconded by Councilman Lojeski and
carried that an item on the agenda concerning a presentation be moved
up in order to consider it prior to the scheduled public hearings. It
was also MOVED by Councilman Dring, seconded by Councilman Lojeski
and carried that another item concerning the Red Cross be moved up on
the agenda to immediately following the public hearings.
Discussion ensued on the total cost of the project at Fifth and
Huntington. Staff will provide this information and it was the con-
sensus that a second appraisal be obtained.
Staff asked Council to note changes in the agreement relating to the
Towa Corporation - an item also on the agenda for the regular meeting
, this date. Councilman Hannah asked for a financial statement and the
owner of record of this property at 130 West Huntington Drive.

An agenda item concerning a time extension request for Tract No. 23139
for a commercia~ condominium at 250 Colorado Boulevard was considered.
It was the consensus that the extension be for six months.
Daniel Benson responded to questions concerning performance of services
and continuing cooperative agreement for the preparation of the City's,
1984-88 Short Range Transit Plan.
Item 5 o. under Consent Items on the agenda for the regular meeting this
date was WITHDRAWN. It concerned outside safety consultant services.
Discussion held on construction starting dates for projects in which the
City is involved financially and the necessity of a completion bond ..,
some control or the disbursement of funds ... Councilman Hannah felt a
financial statement prepared by a certified public accountant is neces-
sary. Staff to submit recommendations.
Councilman Dring was advised on the reasons for recommending a San Francisco
firm as Bond Counsel for tax exempt financing for two projects in the re-
development area. Staff will submit this information in the pre1iminary
financial analysis.

Discussion ensued on cost of race track traffic control. The City Manager
advised that he has discussed this with officials of the race track and it
was suggested that any discussion on this be deferred until after rhe
Governor has signed the "Tucker" bill. The pros and cons of this bill were
submit ted.
The meeting ADJOURNED at 7:40 p.m. sine die.
