HomeMy WebLinkAboutNOVEMBER 2,1982 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK 1 ROLL CALL VISITOR NEWCASTLE, AUSTRALIA MISCELLANEOUS ITEMS 1 HEARING SCHEDULED November 16 25:0609 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING NOVEMBER 2, 1982 The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in an adjourned regular session at 7 p.m. November 2, 1982, in the Arcadia City Hall Conference Room. PRESENT: ABSENT Councilmen Dring, Haltom, Hannah, Lojeski, Pellegrino None Former Mayor Jack Saelid introduced Richard Face, member of Parliament, of Sidney, Australia, visiting on behalf of the Arcadia-Newcastle Sister City Program. Mr. Face addressed Council later in the regular meeting. I The City Manager presented various items which are part and parcel of 'the agenda matters to be considered this date ... one regarding the Par-3 Golf Course - the lease for which expires in 1987. There is a termination clause in the current lease providing for a 90-day termina- tion period ... the lease also provides for the lessor to pay the lessee the value of all improvements depreciated upon a specific basis. Some discussion held on the proposed agreement with Cadillac Fairview and Councilman Hannah asked that some of the language be clarified. Paragraph 5 of the agreement, page 2, the word "inadequate" should be defined as being unacceptable to the City Council. This is an agenda item for the regular meeting. " Material submitted regarding the short-term disposition of the First and Huntington Drive site, concerning whether or not to improve the vacant ~ lot or to' wait until after Christmas as a request has been received to rent the lot for the sale of Christmas trees. It was also noted that the Arcadia Business Association have approved an allocation of $75 per month toward the maintenance of the lawn if the City pays for the seed- ing and sprinkler installation. This will be considered at the regular meeting this date. Communication from the law firm of Burke, Williams and Sorenson. Staff advised they have inquiries from other firms also asking whether or not Council would be interested in contracting with a law firm ,rather than employing a full-time attorney. In response to a request from Council- man Haltom, the Finance Director had prepared a report on the legal costs in 1981-82. Councilman Haltom felt the premise of a law firm has merit and asked Council to think about retaining a qualified firm. Staff will check with other cities about this and report back to Council. Communication from a local firm called "Your Office Genielf expressing an interest in the site at First and Huntington. Another letter (unsigned) concerning the ItTucker Bill"a Also, a memorandum concerning appraisal of Agency-owned property at First and Huntington ... this is an agenda item for the regular meeting this date. Hearings scheduled for November 16 on the recommendation of the Planning Commission on the "D" Overlay on property bounde.d by Orange Grove on the north, Santa Anita on the east, Foothill on the south, and Baldwin on the west. -l- 11-2-82 ~~A'P%~ City Clerk HEARING SCHEDULED December 7 FIRE LOCATOR STUDY CABLE TV DECEMBER 4 9 a.m. TUCKER BILL OLYMPIC COMMISSION LABOR RELATIONS INSTITUTE ANNEXATION DECEMBER 4 PROJECT AREA COMMITTEE CONFERENCE ATTENDANCE ATTEST: 25 :0610 It was MOVED by Councilman Dring, seconded by Councilman Lojeski and carried on roll call vote as follows, that the petition for said lights be accepted and that a public hearing be scheduled for December 7, 1982. The lights would be installed on Lemon AVenue between Holly and Baldwin Avenues. AYES NOES ABSENT: Councilmen Dring, Haltom, Hannah, Lojeski, Pellegrino None None This item will be placed on the December 7, 1982 agenda. Staff reminded Council of the scheduled hearing for December 4, 1982 (Saturday) to discuss and hear interested persons concerning the Cable TV service. The lawyers are to be present and as many residents as possible are to be notified of this hearing.... It was suggested that the various Homeowners' Associa~ions be advised also. I Staff advised that it will be meeting with Santa Anita Race Track again this week concerning the draft agreement (Tucker Bill). Reminded Council that the meeting with the Los Angeles Olympic Organiz- ing Committee will be held on Friday, November 5, 1982, at noon, at the Cheyenne Supper Club. Staff recommended that as many Councilmen as possible attend the forth- coming League of California Cities Employee Relations Institute to be held in San Jose January 26 and 27. Scheduled a meeting with the representatives of the residents in the County territory who are interested in annexing to the City, for Saturday, December 4, 1982, at 8 a.m. (This will be prior to the hear- ing on Cable TV.) At the suggestion of Councilman Hannah, new appointees to the Project Area Committee will submit a Conflict of Interest Statement prior to the confirmation of a member. (Hence the appointment of John Jorden will be postponed until November 16.) The City Manager advised that he will be attending a labor relations conference from November 10 through 12 - returning to the office on November 15. There being no further business at this time, the meeting adjourned at 7:30 p.m. sine die. On I Mayor -2- 11-2-82
