CITY COUNCIL OF THE CITY OF ARCADIA
and the ,
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
NOVEMBER 16, 1982
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned regular session Tuesday, November 16, 1982,
at 7 p.m. in the City Hall Conference Room.
PRESENT: Councilmen/Members Dring, Haltom, Hannah, Lojeski, Pellegrino
ABSENT: None
Staff referred to additional material concerning this matter which will
be considered at the regular meeting to convene at 7:30 p.m.
Councilman Dring presented and read the title of Resolution No. 5074
entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA
INITIATING PROCEEDINGS FOR REORGANIZATION OF TERRITORY DESIGNATED AS
'ANNEXATION NO. 47' TO THE CITY OF ARCADIA (DETACHMENT FROM CONSOLI-
DATED FIRE PROTECTION DISTRICT), PURSUANT TO THE DISTRICT REORGANIZA-
TION ACT OF 1965."
Councilman Lojeski MOVED that the reading of the full text be waived
and that same be ADOPTED. MOTION seconded by Councilman Dring and
carried on roll call vote as follows:
AYES Councilmen Dring, Haltom, Hannah, Lojeski, Pellegrino
NOES None
ABSENT: None
NOTE: HEARING SCHEDULED FOR DECEMBER 7, 1982.
Discussion ensued on the request of the Arcadia Branch of the American
Association of University Women for use of the Library Lectur~ Room on
four dates in 1983: the second Mondays in January, February, March,
and April. Inasmuch as the Library is closed on Mondays, the Librarian
stated he will personally see that the Lecture Room is open and avail-
able to the AAUW on those evenings.
It was MOVED by Councilman Dring, seconded by Councilman Haltom and
carried on roll call vote as follows, that the Library Lecture Room be
made available to the AAUW on dates requested, and that the Librarian
assume the responsibility for seeing that it is available at the stated
times.

Discussion held on procedure involving Council appeals from the deci-
sions of the Planning Commis~ion. In the past, as a courtesy to
individual Councilmen, Council has scheduled public hearings on such
decisions ... but there aren't any written regulations or require-
ments relating to this. It was MOVED by Councilman Hannah, seconded
by Councilman Haltom and carried on roll call vote as follows, that
the City Attorney be directed to prepare a Text Amendment to amend the
zoning ordinance to provide that any Council Member may appeal a'
decision of the Planning Commission.

Zoning status of 180 West Huntington Drive. Councilman Dring had,
expressed an interest in knowing whether or not the Bloodstock Agency
Horse Broker at said address has ever had a business license, and
whether or not sales tax has ever been collected. Staff will check
into this and report back.
Staff advised that the report from Coopers & Lybrand will be submitted
to Council this coming Friday, November 19, 1982.
Staff reported on the status of items relating to redevelopment: (1)
request of Arcadia Datsun' for a 200-day extension of time.... The
Owner Participation Agreement calls for submission of construction
drawings by November 12. This has not been done. It was MOVED by
Councilman Hannah, seconded by Councilman Dring and carried unanimously
that a communication be sent to Arcadia Datsun (Bruce Low) advising
that they must comply with the terms of the Owner Participation Agree-
ment. (2) Staff advised that just this morning an agreement had been
executed with the owner of 20 North Third Avenue (two on a Jot) ....
There remain 6 properties out of 18 yet to be acquired.

Some discussion held on locations where maintenance is sorely needed.
In response to a question, the Fire Chief explained that fire sprinklers
are included in the specifications for the bid call.
Some discussion held with the Personnel Director concerning the' classi-
fication report. It was noted this is for documentation purposes, and
will eventually include all classifications.
, Staff will provide Council with additional information on the locations
being requested for the sale of Christmas trees. Concerns were expressed
on hours of operation, zoning, approval of Fire Department, etc. This to
be presented to Council at the next meeting.
Some discussion held on an agenda item for the regular meeting - that of
the Agreement on the parimutuel wager election agreement. This will be
considered later this evening.
Following some discussion on the changes in the proposed construction of
the Santa Anita Plaza Hotel at 130 West Huntington Drive (Towa project),
it was MOVED by Councilman Lojeski, seconded by Councilman Dring and
carried unanimously that a public hearing be scheduled to consider the
modifications on December 7, 1982.
There being no further business at this time, the meeting adjourned at
7:45 p.m. sine die.
