PRESENT: Councilmen Dring, Haltom, Lojeski, Pellegrino ABSENT: Councilman Hannah It was MOVED by Councilman Dring, seconded by Councilman Haltom, and carried unanimously that Councilman Hannah be excused due to illness. Representatives of Coopers and Lybrand, Management Consulting Services Division, were introduced and responded to questions propounded by the Council concerning their recommendation for a City-wide approach to word processing and micro computers. Recommendations were made in their report following interviews with managerial, professional, and office support staff in various departments. The firm's Systems Analyst reviewed paperwork origination, flow and retrieval in speci- fied offices, and analyzed each type of paperwork to determine its applicability to word processing. It was the consensus of the Council that the equipment would improve efficiency without increasing the personnel; however, cost justifica- tion was a primary concern. Mr. Roger Wings of the firm will submit a proposal of costs and there will be additional discussions on this matter. The Finance Director explained the current functions of the MuniCipal Data System, which costs approximately $78,000 per year. The system also handles the traffic citations. The City Manager asked the Council for input on the proposed ordinance for game machine and game machine arcade regulations. Some discussion was held on'the inclusion in the proposed ordinance on legislative intent. It was the opinion of the City Attorney that this might be considered. Councilman Dring questioned the need for the ordinance in the first place... The Police Department has not encountered any prob- lems. Mayor Pellegrino and Councilman Lojeski felt the regulations are more for the future, in the event more businesses of this type come into the City. City Council adjourned at 9 p.m. to 6 p.m., Tuesday, December 21, 1982 in the Conference Room to conduct the business of the Council and Redevelopment Agency and any closed session, if any, necessary to dis- cuss personnel and litigation matters and evaluation of properties. ~~ City Clerk . 12-14-82
