The City CounClI of the City of Arcadia and the Arcadia Redeve10pnent
Agency met in a regular session Tuesday, December 21, 1982 at 7:30 p.m.
in the City Hall Council Chambers.

On MOrION by Councilman Lojeski, seconded by CounciBnan Dring and
carried unanimously the adjourned regular minutes of December 4, 1982
were APPROVED.
Agenda item relating to proposed sale of property adjacent to 140
E~t Huntington Drive was withdrawn by applicant.
It was MOVED by CounciBnan Dring, seconded by CounciBnan Lojeski to
wai.ve the procedural ordinance in order to hear Jeffrey Froke concern-
ing the wild parrots in Arcadia.
The City Manager then intr~uced Jeffrey Froke who is with the Audubon
Society. He also wrote his master thesis on the history and migration
of Arcadia parrots and studied their habits since early 197U. He is
currently Director of State Wildlife Reserve in Orange County and a
biologist for the eastern region of the ,Audubon Society.
Mr. Froke stated that the Smithsonian Institution is doing same re-
search into the parrots of Arcadia, and are very interested in them.
He said they are not a health threat and he does not recommend ellini-
nating them. He clarified same misonceptions about the parrots, ex-
plaining that based on research since 1972, rather than their numbers
increasing, they are actually decreasing. At one time there was a max-
imun of 250 birds, but now there are only about 90 to 100 birds. There
are three species spread throughout the San Gabriel Valley. In Febru-
ary or March the parrots will be in Arcadia, particularly at the Ar-
boretum. He plans to present an educational program to inform the
public about the parrots, in the Arcadia Library, after the first of
the year. This program will be open to the public.
The Planning Director submitted staff report and Planning Commission
Resolution No. 1213 recommending approval of Text Amendment 82-8 to
amend the Arcadia Municipal Cooe to 'provide for regulations governing
identification and temporary signs in the City's residential zones.
Mayor Pellegrino declared the hearing open and Al Little, 850 Arcadia
Avenue, First Vice President of the Arcadia Board of Realtors, stated
that he favors the amendment because of marketing property. He feels
the use of the arrow 'on the sign is beneficial, and the amendment will
benefit new realtors caning into the City who are unfamiliar with the
City's regulations.

Johanna Hofer, 875 Monte Verde Drive, stated that she was not exactly
against the amendment but felt the citizens of Arcadia were not adequate-
ly informed about the public hearings this evening. She commented on
the small number of people in the audience. She asked how much it costs
the City to police this and stated that the Council should have a firm
or round figure of this cost.
No one else desired to address this itEm the hearing was CLOSED on MOTION
by Councilman Lojeski, seconded by Councilma..'l Hannah. Councilman Dring

give Declaration and find that the project will not have a significant
effect on the environment and directed the City Attorney to prepare the
ordinance for introduction. Roll call vote was then taken.

Planning Director William Woolard read the staff report and Planning
Commis1Sion Resolution 'No. 1212 and Text Amendment 82-6, amending the
Arcdia lhunicipal Code to provide for regulations governing the posting,
display, maintenance and ranoval of tEmporary election signs in the
City's residential, commercial, industrial and special zones.
Mayor Pellegrino declared the hearing open and Johanna Hofer, 875 Monte
Verde Drive, said in part that she is not exactly opposed to this amend-
ment but is concerned about the cost to the City to police this and sug-
gested a $5 charge be made to ranove an illegal sign.
No one else desiring to be heard, the hearing'was ClOSED on IhOTION by
Councilman Lojeski, seconded by Councilman Dring and carried. A short
discus1Sion was held pertaining to the section stating that no person
shall display a tE!llPOrary election sign earlier than 60 days prior to
the'election date, and the provision that the sign must come down 10
days after the election.
A discussion ensued regarding the merits of the proposed ordinance.
Councilman Lojeski pointed out that it does stipulate that we can and
do allow poli tical signs in residential areas and have taken out most
restrictions. The City Attorney stated that his ordinance attEmpts
to start a very basic level as to what the courts at an authoritative
level have said cities can do and the City is going forth with the bare
minimum restrictions.
Councilman Lojeski M:lVID, seconded by Councilman Hannah and carried on
roll call vote as follows to approve this Text Amendment per the recom-
mendation by the City Attorney and City Manager and to APProVE and FILE
the Negative Declaration and find that the project will not bave a sig-
nificant effect on the environment and direct the City Attorney to pre-
pare the' ordinance for introduction.

A discussion ensued regarding enforcing this ordinance and the cost to
the City.

The Planning Director submitted Planning Commission's denial of Modifi-
cation 'application No. M-82-113 - a request to convert an existing recre-
ation roan into a two--bedroan apartment unit.
May'or"Pellegrino declared the hearing open and Jerry Furrey, 655 Berk-
shire, La CanBda, owner of the apartment canplex submitted in part that
when he purchased the property four years ago he was told by the person
fran whan he bought the property that there would never be a problEm if

he ever desired to convert the recreation roan into an apartment unit.
Due to neighborhood complaints of noise, vandalism and thievery in cars
the roan has been closed for several years. The recreation rCXnl is with-
in a 20-unit apartment complex which does not comply with present develop-
ment standards and the Planning Director listed 10 modification deficien-
cies. Mr. Furrey said he would modifv to make it acceptable if he could
have it occupied which should in turn eliminate the vandalism.
It was MOVED by Councilman Lojeski, seconded by Councilman Dring that
the public hering be CLOSED. Discussion ensued relating to the non-
conforming negatives connected with the property.

carried on roll call vote as follows to sustain Planning Commission
action to DENY applicant's request and find the modification would not
secure an appropriate improvEment.

Lance, SolI and,Lunghard reviewed the records and operating procedures
of Agency-awned property - the Roundup Motel, 412 E. Huntington Drive -
that all are being conducted in a proper manner, however. the firm
suggested the Agency Board formally approve the motel's roan rates.

to Mr. Jorden's proprietory interest in BPI, 250 Colorado Boulevard it
was MOVED by Meriber Dring to DENY the appointment. Member Hannah advised
that Ii. motion to confirm the appointment was in order. Member Dring with-
drew his motion to deny. Motion to confirm 'was not made, therefore no
action was taken. Chairman Pro Tempore Lojeski stated Mr. Jorden will
not be a representative of the Project Area Committee.
The Agency then entered a CLOSID session to disCuss potentillJl litigation
in redevelopnent.
The Agency reconvened and adjourned to January 4, 1983.

tures to Council regarding a dumping station and sanitary holding tank
Which was installed on the property west of his at 325 W. Las Flores Ave-
nue with the vent pipe installed 2 feet fran the property line. Mr. Hat-
ter showed slides of an oversized garage of 26 feet wide, 56 feet in
length and 16 feet in height being constructed as well as the plwnbing
going into the garage. Mr. Woolard responded to questions that there
is nothing presently in the code to prevent such installation and as it
stands there is no violation. Lengthy discussion ensued and it was
the consensus that the individual at 325 W. Las Flores Avenue be con-
tacted by staff to make arrangEments to have the vent pipe moved to the
west side of his property - away from Mr. Hatter's property line.
Councilman Hal tom suggested that staff draft an ordinance to prevent
this sort of thing happening again.
Johanna Hofer, 875 Monte Verde Drive, asked for advice as to what pro-
cedure to pursue for getting the issue of redevelopment on the ballot
and to a vote of the people. It was explained'there are certain steps
that must be taken arid Mayor Pellegrino suggested she contact the City
Clerk for the information she 'is seeking. 'She also hoped the Tucker
Bill would not be a financial disadvantage to the City. Referring to
an agenda itEm regarding award of a maintenance contract, she feels the
City should award a contract for a period of 1 or 2 years rather than 3.
She asked if residents 'have registered complaints who live in near prox-
imi ty of establishments having dancing penni ts and if so has same been
studied by Council. She believes it would be advisable to establish a
Psychological Carrnission to review effects of video games on youngsters
Regarding annexations she feels the l=al tax i tern should be brought up
to date in order to realize more tax monies out of thEm.

Bill Cormolly, 815 E. Camino Real, spoke to the proposed appointment of
a PAC (Project Area Cannittee) MEmber and the qualifications of John
Jorden.

The Public Works Director's report was submitted regarding Caltransr
proposal for ramp metering on Route 210 Freeway. The City Manager
recornmended that Council concur with the 5th lane improvement concept
for the Freeway and to authorize staff to proceed with the preparation
of the necessary documents for the Los Angeles County Transportation
Commission's consideration and to authorize the City Manager to solicit
letters of support from elected officials and cities that will be effect-
ed by the project.

carried on roll call ,vote as follows to concur with the recommendation
of staff and authorize the City Manager to soliciit letters of support

The City Attorney requested direction fran the City Council ,regarding
the procedure for requesting conflict of interest opinions. He explain-
ed past, Council policy was each Councilman and Redevelopnent Agency man-
ber privately request his opinion and then it was left up to the Council-
man's or Agency member's determination whether to distribute a copy'to
remaining Councilmen or Agency Members. He also explained it was also
past Council policy that these opinions not be requested of the Fair
Political Practices Commission due to inadequate time available prior
to the vote on an issue to gather the necessary facts required by the
Carmission and prepare the opinion.
After same discussion, the Council, consensus was that the City Attorney
continue to prepare the opinions and not request them of the Fair Polit-
ical Practices Carrnission and that when a Councilman or Agency Member I
requests an opinion that the opinion remain private unless the renupRt is
made in public in which remaining members are to also recieve a copy
of the opinion.
It was the consensus of the Council that each member be responsible
for his own conflict of interest decisions, not the City Attorney, but
if the City Attorney notices a possible conflict that he advise the
individual privately.
Carmended the Superintendent of Parks and Recreation on the Christmas
decorating.
Wished CIty staff and colleagues a Merry Christmas and a Happy New
Year.
Mayor Pellegrino adjourned the meeting in memory of Richard Gaspari,
Senior Citizen Commissioner.
"I'd like to close this session in meroory of a senior citizen who has
served on our Carmission named Richard Gaspari. He passed away Monday
at 4:30, and he'll be a much missed man. He represented our senior
ci tizens for a number of years, and almost was the left-hand of Mr.
John Joseph, and I personally miss him, and I would like to go on
record for a consensus of Council to send a plaque or a certificate to
his family."
Meeting adjourned at 11: 15 p.m. to Tuesday, January 4, 1983 at 7 p.m.
in the Conference Room to conduct the business of the Council and Agency
and any Closed Session, if any, necessary to discuss personnel, Ii tiga-
tion matters and evaluation of properties.
