On behalf of the City Council, Mayor Pellegrino presented Ray E. Lock a plaque in appreciation of his ~fforts and accomplishments during his thirty-one years on the Arcadia Fire Department. Council received and considered the recommendation of the Arcadia Beautiful Commission that bus shelters be installed in place of some of the existing bus stop benches located throughout the City.' This recom- mendation is supported by the Arcadia Senior Citizens' Commission. The primary advantage is that they would prOVide transit users with protec- tion from the elements and increased safety and security for persons waiting at the bus stop. The proposal submitted by the American Bus Shelter Company, Inc., was reviewed and it was noted in the brochure that all costs associated with the installation, insurance and maintenance of the shelters would be borne by said company in return for advertising rights .... The City would receive 10% of the gross advertising revenue of each shelter. It was MOVED by Councilman Hannah, seconded by Councilman Dring that staff prepare for Council's approval a request for proposals from other bus shelter vendors and that staff discuss the City's authority to regu- late advertising content with the City Attorney. AYES NOES : ABSENT: Councilmen Dring, Haltom, Hannah, Lojeski, Pellegrino None None The Commission recommended the installation of aluminum floor and seat covers to the bleachers at six park sites. It was MOVED by Councilman Dring, seconded by Councilman Lojeski and carried on roll call vote as follows that said installation be APPROVED for Bonita, Camino Grove, Eisenhower, Hugo Reid and Longden Parks, and the Arcadia High School swimming pool site. Funds in the amount of $16,000 are in the Parks and Recreation Facilities Fund. AUDIENCE PARTICIPATION The following persons spoke in opposition to any residential developmept on the Par 3 Golf Course site: I Margaret Taggart, Chuc k Coyer Lawrence Hobart Ernie Algorri 5638 N. Freer Street, Arcadia Post Office 5601 Huddart, Arcadia Post Office Included in their remarks was the possibility of a health hazard due to the sanitation problem because of the small area for such a large complex; the additional children who would be coming into the area; the already crowded school conditions; the width of the streets which could not accom- modate the traffic; and the need to maintain the area as it is. The owner-operator of the golf course cited the need for the recreational facility. He was informed that at present, Council is not considering a speci'a1 project for the subject site. Greg Phillips, 425 S. Baldwin Ave., explained the problem he is engaged in as he endeavors to have his car returned to him. He was cited for violation of the parking-on-street obstructions; his car had remained on the street over the 72-hour limit. He said he was not advised of this nor of the fact that his car was to be towed away.... He had paid for a parking permit but the permit form does not indicate the 72-hour limita- tion, He asked that his car be returned to him. During this discussion Police Captain Neal Johnson explained the position of the Police Department in such instances. It was the consensus of Council that the City has been remiss in not advising persons of the 72-hour limitation and Councilman Hannah MOVED that Mr. Phillips not be obligated to pay the cost; that his car be returned to him, and that the permit forms be modified to reflect the ' 72-hour limitation. It was also pointed out that the Police had followed its normal procedure in this instance, and that Mr. Phillips should not hold the Police to blame. MOTION seconded by Councilman Dring and carried on roll call vote as follows: AYES NOES ': ABSENT: Councilmen Dring, Haltom, Hannah, Lojeski, Pellegrino None None 1 Ray Brockus, 1309 Standish, Arcadia, spoke in support of Planning Commission Resolution No. 1210 recommending a text amendment adding game machine and game machine arcade regulations to the zoning regulations. Ray Hatter, 315 W. Las Flores, thanked Council for its efforts and interest in having the recreational vehicle dump pipe at 325 W. Las Flores moved 33 feet from his property line. He felt this will be better for the entire neighborhood. " ~ " oJ v" ~ \- \f 25:0656 Request of the Gannette Satellite Information Network to use a non- conforming newsrack for dissemination of ,its newspaper nationwide entitled "U.S.A. TODAY" - the text of which is transmitted by satellite to various cities throughout the Country, published and disseminated in newsracks simultaneously. The rack was especially designed to become the alter-ego of the paper and to resemble a television screen. The application for a newsrack permit has been in process with the City since November. The Business License Department states that the rack complies with all provisions of the City Code except that it does not have woodgrained panels as required .... The Code also prohibits advertising on the panels, and the rack in question carries the "U.S.A. TODAY" wording on the sides. Speaking for Gannette, Noel Hatch, of the law firm of Iverson, Yoakum, I Papiano and Hatch, responded to questions and said in part that they intend to put the racks in place by January 24, which is the date the new-spaper goes on sale in all parts of the Country, and that if'CouncfT has to tag them, they will have to meet that when it happens. Mr. Hatch said he realizes the racks are nonconforming with Arcadia's requirements and asked Council to consider deleting the provision for the woodgrained panels from the ordinance. Council expressed the need for additional information, pointing out that this request had just reached them ... that it is obvious the rack does not meet the Code, and they would like to have time to ascertain what opti ons Counc il has, if any, and not issue the permi t until such time as this has been determined. It was the unanimous consensus that this matter be continued to the next regular Council meeting of February 1, and that staff provide Council ~ith all the information available. Council received and considered the proposal of Coopers & Lybrand to assist the City in the Development of information system requirements and an implementation plan that considers the integration of word processin9 and data processing requirements in the most cost-effective and performance-effective manner. (Report dated January 7, 1983.) Roger Wing, Director of the Los Angeles Information Systems Practice, was present'and responded to questions relating to costs. The various applications were submitted and it was the consensus that, rather than approve the study proposal before Council at this time, Coopers & Lybrand develop the Request for Proposal on the word processing system ... pointing out that the need of the City at this time is to,develop an RFP that identifies requirements without identifying the number of sites. It was felt that just getting into word processing would be very beneficial. It was noted that the City currently has an approved contract with Coopers & Lybrand to do the word processing study... to prepare the Request for Proposal, and to assist the City in acquiring bids from various vendors.... In response to a question, staff said in part that they are currently I collecting material on the feasibility of a City-owned telephone system. Councilman Haltom said he would like to move ahead on this as every day of delay is going to be more costly... especially when the new telephone rates go into effect. Council agreed. Staff advised that the safety study approved by Council on October 21, 1982 was going ahead; however, ti~> spent on the study by an outside consultant had already exceeded the $1,800 authorized ... it has become more thorough with a larger volume of problems. It is now estimated that the study will cost $3,000 instead of the $1,800. Councilman Lojeski would like to have it published in the local newspaper as well as included in the next City Newsletter, and he would like the Newsletter held up until the signature is obtained. He also submitted that his cable television reception has not improved. Staff will endeavor to obtain background information on Group Wand some of its activities. Brought up'the traffic situation on Colorado at Newcastle Park. Staff will provide a report on parking during outgoing racetrack traffic from San Antonio east and .will monitor and determine extent of problem. Report to be made to Council. Council entered a CLOSED SESSION, reconvened and took action as follows: Consideration of the request for annexation of the County territory southwest of Arcadia. It was MOVED by Councilman Dring that the annexa- tion be pursued according to the procedure. DIED FOR LACK OF A SECOND. Staff will meet with Merrill-Lynch and Halfert next week. It was noted by staff that JB Properties may submit a new pro- posal. The brochure on the property is available to the public. Some discussion on the merit of pursuing development of the Par-3 Golf- Course property. It was MOVED by Councilman Dring, seconded by Mayor Pellegrino and carried on roll all vote as follows that pursuit of the project be discontinued.
