Agency m~t in an adjourned regular session Tuesday, March l, 1983
at 7 p.m. in the City Hall Conference Room.
PRESENT: Councilmen/Members Dring, Haltom, Lojeski, Pellegrino
ABSENT: Councilman/Member Hannah
Councilman Hannah was excused in MOTION by Councilman Dring, seconded by
Councilman Lojeski and carried.
The Per~onnel Director spoke briefly concerning the agreement for special
services by Daniel Cassidy, Labor Relations Counsel. This will be dis-
cuss~d at the regular meeting to convene this date.
It was MOVED by Councilman Dring, seconded by Councilman Haltom and carried
on roll call vote as follows that $4,000 be approved for payment to the
firm of Gibson, Dunn & Crutcher for legal services relating to the Tucker
Bill (horseracing - fees and taxes.)

REIMBURSEMENT The request of Roger Downing for reimbursement of the towing and storage
{Parking} charge of his vehicle which was left on the street for more than 72 hours,
DENIED' was DENIED on MOTION by Councilman Dring, seconded by Councilman Haltom
and carried.

It was further MOVED by Councilman Dring, seconded by Councilman Haltom
and carried on roll call vote as follows, that staff be authorized to
spend the least amount of money for a one-time mailing to notify all indi-
v'iduals who have overnight parking permits that vehicles will be towed and
placed in storage if parked for 72 hours or more. If necessary, printing
and addre~sing may be performed by outside sources.

Council received the Water Division's 5-year financial projection concern-
ing proposed water rate increases. This will appear on the agenda for
March 15.
Staff S4bmitted copies of the invitation to bid on word processing.
To various youth baseball games' opening day were submitted to Council.

Council concurred in the recommendation of the City Attorney concerning
waiving the reading of the full text of ordinances and resolutions.
Council, considered the request of the Christian Senior Housing Foundation
th~t Parks and Recreation fees as well as all plan check fees conducted
by City staff, be waived. The Foundation will pay for all work done by
outside consultants, Council expresse9 an interest in waiting to see what

HUD would be willing to pay. It was MOVED by Councilman Dring, seconded
by Councilman Haltom and carried that this matter be postponed for the
time being.
Due to the large number of vehicles which are parking on unpaved areas,
staff prepared a report and recommendation for a new procedure which was
APPROVED on MOTION by Councilman Dring, seconded by Councilman Lojeski
and carried,
During this consideration it was brought out that staff conduct a check
the southwest part of the City - primarily on Lemon Avenue.

Will be reviewed at the time of the operating budget consideration.
Staff advised that the Acapulco Restaurant owners have agreed to the 6%
escalation clause in the renewal lease for the parking lot (owned by the
City) and Acapulco has indicated an interest in purchasing said property.
Communication from Los Angeles County Senior Citizen Affairs concerning
nominating a County senior citizen will be forwarded to the City's Senior
Citizens' Commission,
Staff advised that the lawn at the northwest corner of First and Huntington
Drive will be cut by the contractor as soon as weather permits.
Staff advised that work is progressing on the barricade situation on
San Carlos Road; City Attorney will be meeting with the Court for clearance.
It was determined by Council that Jack Renner, 85l Coronado Drive, wou~d
have to comply with the roofing ordinance relating to the type of rooflng
material he must use and that he take out a permit.
There being no further business, the meeting adjourned sine die at 7:30 p.m.
