SPECIAL JOINT MEETING
APRIL 5, 1983
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in a Special Joint Meeting at 6:30 p.m. Tuesday, April 5.
1983 in the Arcadia City Hall Conference Room. This meeting was called
for the precise purpose of considering a development for the northwest
corner of Huntington Drive and First Avenue.
PRESENT: Council/Members Dring, Haltom, Hannah. Lojeski
ABSENT: Mayor/Chairman Pellegrino
On MOTION by Member Dring. seconded by Member Lojeski and carried
unanimously, Chairman Pellegrino was excused.
Member Hannah did not participate in the following proceedings based
on the advice from the City Attorney.
The developer of a project proposed for the northwest corner of First
Avenue and Huntington Drive, James Halferty, explained in detail the
plans for the building which would be a free-standing, two-story
structure with parking on the site. A financial institution is planned
for the ground floor and the second floor to be occupied by leased
traditional offices. He felt that with the 14 parking spaces which are
allocated to the site in the Parking District, the on-site parking of
49 cars (total of 63 spaces) would meet the needs. This complies with
the Code.
Mr. Halferty requested a period of 30 days in which to negotiate the
Disposition and Development Agreement ... he felt that with both parties
acting in good faith, 30 days should be sufficient ... he also asked
for an exclusive right to negotiate during that period. He said he is
in contact with three financial institutions who are interested and he
needs to show them contractural control... the escrow could be closed
in 90 days after signing the D.D.A. and a non-refundable deposit of
$10,000 would be made. He said further in part that the asking price
of $812,000 would not be a problem and they would pay in cash.
During the consideration, Member Haltom's only concern was removing the
property from the market for the 30 days; however, he, would be willing
to go along with this project unless the situation changes.
Another developer, local, was present with an interest in the property;
however, it was pointed out it is rather late to indicate its interest
and it was the consensus that the Agency move fO,rward with the subject
proposal. Due to timing of the Agency meetings - with the 30-day period
in mind - it was MOVED by Member Dring, seconded by Member Haltom and
carried on roll call vote as follows that the Halferty Developers, Inc..
be granted an exclusive right to negotiate until 12 noon, April 28, 1983.
The D.D.A. will be prepared and submitted to Mr. Halferty for his review.

The Agency ADJOURNED at 7 p.m. to the regular meeting this date and
Council RECONVENED. Mayor Pellegrino arrived at 7 p.m.
Communication from Mr. and Mrs. Martin DeBenedetto concerning the
condition of an amber tree in the parkway of their home at 424 South
Third Avenue. Staff advised on City policy and Mayor Pelle9rino will
communicate same to the DeBenedettos.
Council was reminded of forthcoming vacancies on the Boards and/or
Commissions - also a Seminar of the Independent Cities Association.
One of the regular agenda items - a public hearing on outdoor storage
of equipment at 121 and 127 LaPorte - was withdrawn by the applicant.
Other agenda items were explored.

The Arcadia Firefighters' Association requested authorization to host
a Firemen's Muster on June 18 and 19, 1983. The local department will
be celebrating its 60th anniversary this year and this event is to com-
memorate the occasion. A muster is a display of antique fire engines'
and various types of competition between fire departments from the
entire State. Trophies are awarded by the State Firemen's Muster
Association. A portion of the proceeds raised from the event will be
donated to the Alisa Ann Ruch Burn Foundation in continued support by
the Arcadia Firefighters.
The area which is being used on the race track for fire drill purposes
will be the site for the event. The State Association will provide '
the necessary liability insurance coverage with both Santa Anita Race
Track and the City named as insured. Consensus vote APPROVED this event.
It was MOVED by Councilman Dring, seconded by Councilman Lojeski and
carried on roll call vote as follows that Jack Wells be appointed to the
Planning Commission to fill out the unexpired term of William Kuyper
(retired April 5) and for the full four-year term beginning July 1, 1983,
expiring June 30, 1987.

It was MOVED by Councilman Dring, seconded by Councilman Haltom and
carried on roll call vote as follows that James Clarke be appointed to
the Personnel Board to fill out the unexpired term of Joe Earll, Jr.,
to June 30, 1986.

The possibility of a prison being constructed in the City of Irwindale
was discussed and the Mayor will direct a letter to the County Super-
visor for the First District opposing such location.

Staff reported on the Newcastle Park situation.... that it is still
working on the problems.
Councilman Lojeski referred to the Minutes of March 15 concerning
Olympic pins. It should indicate that the pins be purchased ... it was
noted that the pins cannot be made up as the Los Angeles Qlympic
Organizing Committee has specific rules and regulations. The minutes
will be so corrected.
