CITIZEN > (Hoover) MEETING WITH SI ERRA MADRE r/ 25:0743 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOThIENT AGENCY ADJOURNED REGULAR MEETING JUNE 15, 1983 .> . c The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in an adjourned regular session Wednesday June 15, 1983 at 5:30 p.m. in the City Hall Conference Room. . PRESENl' : ABSENT : Councilmen Haltam, Hannah, Pellegrino, Lojeski Councilman Drtng On MJrION by Councilman Haltom, seconded by Councilman Pellegrino arid carried Councilman Dring was EXCUSED. Major Lojeski advised of a forthcoming meeting with the Board of Su~r- visors and asked if it is possible a representative of the City Council should try to attend. Major Lojeski spoke of a conversation he had with the Pro at the Santa Anita Golf Course who said that the attendance is down considerably from last year .. for instance about 50%. This is due to the onguing problEm of maintenance of the greens '" apparently caused by spraying by saneone unfamiliar with what certain insecticides can do to the turf. He ~also told that the County just may want to release ownership of involviilmt with the golf course. He asked if Council had any interest and'>it was the consensus that rrore information be obtained through a letter from the 1myor to the County. On MJrION by Councilrran Haltom, seconded by Councilman Pellegrino and carried Sam Hoover was reappointed to the Senior Citizens Commission for a full two year period expiring June 30, 1985. ~myor Lojeski advised of an invitation from the Mayor of Sierra Madre to the City Council of Arcadia to meet for dinner. The Attorney will check this out as far as the Brown Act is cuncerned. W S G V /Mayor Lojeski circulated a Proclamation issued by the County Board of CONSORTIUM Supervisors congratulating the City on its participation in the West San Gabriel Valley Consortium training program. Track and the Los Angeles Olympics Organization Committee is that progress cannot be made until they have rrore information 011 attendance figures. This may be apparent after the count of the initial orders. Santa Anita and the City's police department will continue to VA:Jrk on security and tlanta Anita will name the City as an additional insured on their insurance policy. It was also stated that LAO:::C will not pay for any training of police officers and they did not agree with the figures sul:mitted by Arcadia as to the approximate cost. In response to a question by Councilman Hannah as to the status of the use of the Train Depot by the Arcadia Historical Society he was advised that a representative of the County Board of Supervisors had said a re- port will be forthcoming. CIVIC CENrER STUDY PHASE I REroRT Pursuant to the City Council direction of ~pril ?, 1983 staff researched the need for and the possibility of constructing a new Civic Cenier Com- -1- 6-15-83 '>, c' ADJOURNMENT ~ 25:0744 J plex. The study was to examine any problens with existing buildings and functions and to review alternatives by which the Civic Center site, including the Armory and Soccer field, could be better utilized and the public better served. Cost effectiveness was to be detennined ... also possible relocation sites for the AImory and Soccer Field. Inputs were also received from the California National Guard, Santa Anita Municipal Court, Chamber of Omnerce, the Recreatiun Comnission, Senior Citizen Commission and various other City departments. It was submitted in the report that the land on which the City, Police Station and Athletic Field are located is underutilized and produces no property or sales tax and is about the nost valuable land in the City... what with central location, excellent traffic access and ex- posure. In reviewing the list of public and private alternative uses it was detennined tht the Senior Citizen Center, Multi-purpose recrea- I tion facility, community auditorium and convention facilities could be' canbined. Whereas the Chamber of O.mnerce should ranain at its present location. The possibility of bringing the Santa Anita Municipal Court into the complex was dismissed. It was Councilman Hannah's observation that if Council considered in- cluding commercial-retail restaurants, medical and convalescent facili- ties it would be canpeting with private enterprise. He suggested just meeting the requirements of the City by upgrading existing facilities ... this would increase efficiency. It was the consensus of Council that the possibility of an auditorium should be pursued which Councilman Hannah felt could be constructed out of capital funds and a bond issue would not be required. However the needs of the School District in the use of an auditorium should be de- tennined to be followed with the retention of a qualified consultant who is expert in the field. Whereupon it was MJVID by Councilman Pelle- grino, seconded by Mayor Loj eski and carried on roll call vote as foll<.lWS that staff follow through with meeting with the School Board and then reccmnend a consultant for Council consideration.
