JUNE 21, 1983
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned regular session Tuesday June 21, 1983 at
7 p.m. in the City HBll Conference Roan.

Forest Avenue concerning proposed improvenent at Eisenhower Park. [This
matter will be considered at the regular meeting to convene at 7: 30 p.m.]
ARCADIA council considered the comnunication f:run the Arcadia Board/Realtors in
ED/REALTORS which they ask that the Arcadia Redevelopment Agency consider listing
Offer its properties with their Multiple Listing Service and paying commission
Declined on sarre. Staff suJ::rnitted a report on advantages and disadvantages. It

BLOCK /" Coun~n received two petitions for permission tu bold block parties on
PARTIES July\4 during hours listed below and to close the subject streets:

Anita Crest Drive - 5 p.m. to 10 p.m.
It was MJVID by ColUlcilllRll Dring, seconded by ColUlcilImn Pellegrino and
carried on consensus that permission be granted for both block parties
pursuant to regulations... that the Fire Department confer with the
residents of Anita Crest about sane conditions which occurred last year.
In response to an inquiry staff explained ways in which pending legisla-
tion will effect the City in regard to Cable TV franchises. Mayor wjeski
expressed a desire tu be advised of a reply to the City ldanager's cumnuni-
cation tu Group W outlining sane of the prublans with the existing systEm.
Sane discussion held on a request from American Savings & wan Aswciation
for a two year extension on its tanporary structure at 30 N. Santa Anita
Avenue. It was noted that five extensions have been granted f:run January
1, 1978. During this consideration CouncilllRll Hannan abstained fran
participation due to his business affiliation. [REFER TO MINUTES OF THE

Mayor I..ojeski reported on a con"ersation he had with a representative of
those in the' imnediate vicinity of Santa Clara between Santa Anita and
First Avenue about the congested parking situation near the Post Office.
Various ways of solving the problEm were explored and it was the consen-
sus that the white paint be raroved along Santa Clara and that "no park-
ing" signs be posted between 4 p.m. and 6 p.m. .... in the rear of the
post office on Santa Clara this is where cungestion appears heaviest
between those hours.
The City Manager gave an update on traffic control for the Olympics ...
in part that he has met with Mike Morplly, LACXX; Equistrian Camli.ssioner,
and Duane Baker [in charge of security for the garres] and representative
of Santa Anita ... that' at present all parties are in a holding position

until after the initial 60 day period for mail-in tickets... this will
give them estimates on what to expect in terms of attendance ... Santa
Anita and the Police Department are continuing to confer regarding secur-
ity plans.
Councilman Haltom announced of a meeting to be held Friday June 24 at
7 p.m. in the Arcadia City Hall Council Chambers concerning the possi-
bility of a prison being constructed at a location adjacent to the City
boundary. He asked all Council manbers and staff, who could, to attend.

It was ~OVID by Councilman Dring, seconded by Councilman Hannah and
carried on roll call vote as follows that a public hearing be scheduled
to hear from the interested residents whether or not the barriers OD
San Carlos Road at Orange Grove should be raJDved or rEmain. Hearing
was set for July 19 at 7:30 p.m. Property Owners of record in the
subject area will be so notified.
