The City Council uf the City of Arcadia and the Arcadia Redevelupment
Agency met in a regular session Tuesday June 21, 1983 at 7:30 p.m. in
the City Hall Council Chambers.

On MJI'ION by Councilman Hannah, seconded by Councilman Hal tan and
carried the minutes of the Adjourned Regular Meeting of May 31 were
APPROVED. Councilman Dring did not vote as he was absent frun said
meeting. On ~mICN by Councilman Pellegrino, seconded by Mayor La-
jeski the minutes of tb Adjourned and Regular Meetings of June 7
were APPROVED. Councilmen Dring and Hannah did not vote as they were
absent frem said meetings.
It was M)VED by Councilman Pellegrino, seconded by Councilman Dring
and carried that all ordinances and resolutions be read by title
only and the reading in full be waived.
Ray Rogers, Santa Anita Race Track, gave a brief background of Eddie
Delahoussaye who was being honored this evening for his outstanding
victory in winning the Kentucky Derby for two consecutive years. He
then introduced sane of racing's outstanding ar.d most accanplished
iockeys ann ~~8ir wives.

Eddie Delahoussaye was then introduced along with his wife Juanita and
sister Rose Ann. Mr. Delahoussaye expressed appreciation for this recog-
nition by the City Council and the Chamber of Ccmnerce and noted that be
resides in Arcadia and considers this his real hane.
Mayor Lojeski then read in full Resolution No. 5103 entitled: "A RESJ-.
LUI'ION OF THE CITY mUNCIL OF THE CITY OF ARCADIA (x)NGRATULATING EDDIE
DELAIDUSSAYE FOR HIS OUI'STANDING VICTORY IN WINNING THE KENTURCKY DERBY
FOR TI\O CDNSECUI'IVE YEARS" corrmending Mr. Delahoussaye which resolution
was unaniIrously adopted by all mEmbers of the City Council.
Chris McGuire, President of the local Chamber of Commerce, presented a
plaque to Mr. Delahoussaye commending him for his many victories and on
his being the leading jockey at the 1981-82 Santa Anita season.
On behalf of the City Council, ~layor Lojeski presented a Certificate of
Commendation to Scott Larson [Dalco Printers and Design] for the art

On behalf of the City Council Councilman Haltom presented a plaque to
Don Hage for his eight years of service on the Library Doarcl. I~r. Hage
was also a former Mayor and City Councilman for eight years.
On behalf of the City Council Councilman Dring presented a plaque to
Rosemary Scott in appreciation of her many efforts and accomplishments
while a member of the Sister City Camlission. Miss Scott served eight
years on the Cunnission. Jack Barnes, President of the Arcadia Friend-
ship Club also presented Miss Scott with a Certificate of Appreciation
from the Arcadia Sister City Comnission and the Arcadia Friendship Club.
On behalf of the City Council Councilman Pellegrino presented certifi-
cates of appreciation to outgoing Youth Comnissioners Holly O'Hair and
Erick Weiss. Certificates for Sheri Monson and Rich Norvell will be
presented at a later date.

Paul Mnoian, 501 Arbolada Drive, presented a plaque to the Police De-
partment for its efforts and accomplishments in serving the City in
their law enforcarent duties... Mr. Mnoian mentioned in particular
a recent anned robbery incident. Captain Neal Johnson accepted the
plaque on behalf of Chief Mitchell \\ho is on vacation.
In order to take an itEm out of agenda sequence it was MOVED by Council-
man Dring, seconded by Mayor Lojeski and carried that the provision of
the procedural ordinance be waived.
Proposed installation of four [4] lighted handball courts at Eisenhuwer
Park. The Director of Public Works explained the proposed project which
includes the construction of the lighted handball courts and the reloca-
tion of existing basketball area at Eisenhower Park and includes two
areas and a picnic area at Bonita Park. However, this hearing has been
scheduled on the handball courts. Notices were mailed to individuals
residing within a 300 ft. radius of the Park and a notice was published
in the local press.
Mayor Lojeski declared the hearing open and Mike Ransan, 243 E. Colorado
Boulevard spoke in favor of the handball courts, saying in part that he
plays handball and it 1IDuld be so much more convenient for him to play
close to home.

Walter Baurn, 214 E. Forest Avenue, presented a petition with 197 signa-
tures indicating they are opposed to the proposed improvEment. He said
in part that it is a small park primarily designated for the children
and families of the neighborhood. They',;would like it to remain that way.
He felt handball would interfere with Little League and the other activi-
ties. He noted sane of the problEmS encountered nuw at another City Park
and said they did not want those to come to Eisenhower. He urged Council
to vote against the handball courts.
Ronald Rook, 143 E. Newman Avenue, said in part that in the beginning
the park waS to be closed at 10 p.m. - that he and some of his neighbors
have been.. vandalized and this could increase if the handball courts were

constructed. He praised the police department for its efforts in this
regard but the park is so ill lighted that, they cannot always see what
, is going on.
Stephen E. Engle, 247 E. NamJan Avenue, asked if the City has funds to
construct handball courts why it is in such dire financial distress as he
reads about. He was advised that the estimated cost is $111,000 and would
cane fran the California Parklands Act of 1980. Mr. Engle continued in
part that perhaps the funds could be used for beautification rather than
concrete walls. He noted the traffic and parking situation now which
would only becane wurse with the courts. He asked Council to reconsider.
Dick Nale, 243 E. Forest Avenue, expressed concern about the traffic.
He circulated photographs of a traffic situation and his concern about
the safety of small children crossing the street in the area. He also
noted activities at Newcastle Park. He asked Council to cunsider using
the muney for landscaping and the like for the parks.
Larry Lewis, 318 E. Forest Avenue, felt there are other handball courts
available ... the park is nice as it is and he would like to see it re-
main.
Wallace Spencer, 2038 Elkins Place, Secretary of the Santa Anita Little
League, said in part that the Little League practice field will be short-
ened by some 88 feet with the construction of handball courts. He explor-
ed the need for practice fields and suggested that if handball courts are
constructed that a batting cage at Eisenhower Park along the fence next
to wash be built ... this would at least ease the practice situation at
that park.
No one else desiring to be heard the hearing was closed on MOTION by
Councilman Pellegrino, seconded by COuncilman Dring and carried.
It was hOVE!) by Councilman Dring, seconded by COuncilman Haltan and
carried on roll call vote as folluws that the proposed improvanents at
Eisenhower Park be deleted and that the matter referred back to the
Parks and Recreation Commission for further consideration as to the use
of the funds.

for fiscal year 1983-84. This budget has been on file in the office of
the City Clerk and a notice of this hearing was published as required.

Considerable discussion ensued with the Finance Director, Fire Chief,
Police Captain Johnson and the City Manager responding to questions
propoounded in the main by Councilmen Dring and Hal tan. During the
consideration Councilman Hal tan referred to the sewer service charge
saying in part that the fund is generating I1Dre revenue than could
possibly be spent on service and felt it could be temporarily rescind-
ed. He then ~DVED to rescind the sewer service charge until such time
as it is needed again. Councirnan Dring seconded the motion, which did
not carry on the following roll call vote:

The City Council on May 17 scheduled this hearing on Planning Commis-
sion Resolution No. 1235 granting a ZDne variance to allow interior
and exterior structural alterations to a second dwelling on an R-l
lot at 1126-1130 S. Mayflower Avenue. Mayor Lojeski declared the hear-
ing open and Paul DuPre, part owner of the subject property, stated in
part that \\hen they purchased the property they discovered extensive
damage of \\hich they were not aware ... they had to practically tear
the building apart. They are not professional contractors but do per-
form the =rk thense1 ves.
Although they obtained the necessary pennits when they repaired the
main house they did not do so on the second dwelling ... He noted
that the houses date back to 1935 - 1953 and 1955. They are endeavor-
ing to bring the second house up to code ... there is still another to
be altered '" they did not obtain the permits for the second house be-
cause they did not know how many or for what ... but they did some v.ork
during that time. The Planning Director said in part that there are
sane alterations which have to be made to be in complete compliance.
Dave Thew, renter at said address, spoke in favor of granting the vari-
~ce as they are doing good work.
No one else desiring to be heard the hearing was ClDSED on MJI'ION by
Councillmn Dring, seconded by Councilman Pellegrino and carried. It
was IDVED by Councilman Hannah, seconded by Councilan Hal tan 1llld carried
on roll call vote as follows that the variance be approved, that Planning
Cannission's Resolution No. 1235 he ratified and that the findings of
the Planning Commission be incorporated as their own.

Darrell Scruggs, 811 Wigwam, submitted a petition signed by residents
living adjacent to the 210 Freeway requesting Council to initiate the
necessary action to construct a noise abatanent wall ... that the ex-
isting wall which terminates at Santa Anita Avenue be extended to the
eastern city limits. Mr. Scruggs said in part that the increased traf-
fic and growing noise level during peak traffic hours adversely affects
the general health and welfare of the residents in the area ... that it
also has a negative econanic impact. He asked that O:luncil request the
State Department of Transportion to construct a sound wall. Staff will
investigate to see what can be accanplished.

tion of the local Olympic Carrnission that an equestrian statue or sane
plaque be placed on Huntington Drive and suggested another method which

Carrnission will be meeting on the morrow at 7 :30 p.m. and suggested Mrs.
Roysher try to attend ... that the Cc.>mnission v,uuld appreciate her input.

Request fran HOY [continued fram June 7] ,.. fur the same amount fran
the City as was approved last year - $7500. Marlene SlIXlker Blune, Ex-
ecuti ve Director of HOY, responded to questions projXlunded by Council.
It was nuted that the reason this item was carriect over was to receive
sane answers to questions which had arisen concerning the financial
status.
Mrs. Blume said in part that a .special camU. ttee bas been established
to check into this and it was deterrrdned that there was no misnan~
ment whatsoever. .. although there were questions it had been rmde
very clear there were no problems. The books are available for all
to review. She explained that they contract for services which must
be provided before they are paid... they are now cutting uut sane
basics in order to maintain the services rendered ... the danand is
growing. She explained in detail the various sources uf funds IDY
receives ... and they look to the cannunity to supjXlrt their special
events through the year ... to bring in about $60,000 annually. She
also said further in part that they will hencefurth prepare their fi-
nancial reports so they will be llDre easily understood. Council ex-
pressed appreciation for' the infonnation.
This is a budget item and no action was necessary.
At the June 7 Council meeting staff was directed to prepare a report
which details the costs and advantages of instituting a city-funded
transit shelter program as OPjXlsed to a cannercial advertising shelter
program provided by a private vendor. 'Ibis report was received by
Council indicating: the advantallfls and disadvant:ures of variouF; trnnsit
shelter prograns. '
Considerable discussion ensued on whether or not advertiSing would be
acceptable. Councilmen Dring and Haltan felt that undoubtedly there
would be problems in the maintainance of the shelters but that the mat-
ter should be deterrrdned once and for all. Councilman Dring did not
think the advertising would be offensive and Councilman Haltan referred
to the people who have to stand in the rain or sun awaiting a bus.
Councilman Hannah felt they would be eyesores and referred. to some he
has seen with a lot of graffiti on them. He noted that the original
bids did not turn out to be reliable and noted that tv.o of the original.
bidders are now out of business. reference was made by Mayor Lojeski
about the continual flow of residents who are opposed to advertising
type of shelters.

in appreciation of its efforts and support for the transit shelters
and of Council action. Councilman Hannah, Council Liaison to the Can-
mission, will also impart the information at the next meeting of the
Comnission.

Request of the American Savings & Loan Association for a two year ex-
tension of its temporary structure at 30 N. Santa Anita Avenue. John
Peterson, Boller & Sutner law finn, explained the reason for the re-
quest for t\;u years ... that it would need that length of time to ob-
tain a new location and make the JlX)ve ... He also stated that American
is interested in the First and Huntington Agency site and will be sub-
mi tt ing a proposal to purchase it by August 17 ... the deadline for the
Agency to receive proposals. Mr; Peterson felt that American has kept
good faith and anything less than a two year extension would impose a
hardship on American.
Mr. Peterson was raninded of the extensions which have already been
granted American on its present temporary location and that the site
at Huntington and First is another matter entirely ... Council is only
considering the extension at this time. CounCilman Dring said in part
that he would not consider another extension should American reauest
one ... unless there is something clearly and substantially underway.
It was made clear by the City Attorney that there is nothing to preclude
American fran caning back seeking another extension. It was OOVID by
Mayor Lojeski, seconded by Councilman Halton and carried on roll call
vote as follows that Council grant a six JlX)nths extension on the tempor-
ary site.

GRANTED the request of the City Clerk to be excused frem the meeting
of July 5. Councilman Dring also advised that he will be out of the
City on that date.
FIRE STATION Councilman Dring brought up the matter of a fourth fire station for the
OOUI'H ARCADIA southeast part of the City ..'. Felt it an obligation ... it has been con-

CoWlcilman Hannah referred to construction being conducted without per-
mits. Staff will prepare report and recol!IIlendation for penalities for
'bootleg' construction.
CDUNCIL llil'uu1J A CIDSED SESSICN, REnlNENED AND ADJOURNID AS FOLLOWS:
Councilman Pellegrino asked that the meeting adjourn in manory of
Loron F. Marsh who passed away June 6 in Palm Springs. Mr. Marsh
was the CJWller of the El Rancho Pharmacy fran 1948 to 1978 and, a
manber of the local Kiwanis Club. He is survived by his son and
daughter-in-law, Richard and Peggy Marsh of Palm Springs, a brother
Harry of Opelousa, La., and two granchildren.
Mayor Lojeski also asked that the meeting adjourn in lIlEIOOry of
JllIOOs V. E/npey who passed away June 15. Mr. E/npey was a lieu-
tenant in the United States Navy, serving sane 30 years. He
participated in the China conflict and was a Sublmrine Cannander
in 19 major battles. He was' a menber of the Arcadia Masonic
Lodge and worked for many years for the Arcadia Unified School
District. He was also a manber of the Arcadia Police Reserve.
He is survived by his wife, Doris Mae, sister Sally Rupprecht
of Mexico.

The meeting adjourned at 11:15 p.m. to 7 p.m. July 5, 1983 in the
Qmference Roan to conduct the businss of the Council and Ag~ and
any Closed Session necessary to discuss ~sonnel, liti~~io~ matters
and evaluation of properties. I
