I FIRE DISPATCH CENTER ~ VJ r ", r ~ ~' 24:9872 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING OCTOBER 16, 1979 The City Council of the City of Arcadia, California met in adjourned regular session on Tuesday, October 16, 1979 at 6 p.m. in the Arcadia City Hall Conference Room. PRESENT: ",BSENT: Councilmen Gilb, Parry, Pellegrino, Saelid, Margett None Consideration of a proposed Home Occupation Control Ordinance, The Planning and Finance Directors explained the purpose and proposed procedure for permitting certain types of home occupations as specified in the proposed ordinance. It was felt it is necessary to adopt such a regulation as home occupations seem to be on the increase and without some control the immediate areas could be downgraded as well as be in violation of the Fire Code. It was noted that the Planning Commission had considered this but felt residential properties should be used for residential purposes only and that business activities should be conducted in commercial and industrial zones only and had recommended denial of a text amendment adding a home occupation ordinance to the Municipal Code. It was the consensus of the City Council that it may be a long time before it is possible to have complete listings of the home occupations but at least it would have a vehicle to work on and make changes. Whereupon it was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried on roll call vote as follows that Council accept the intent to approve an ordinance pursuant to the draft prepared by and explained by the Planning Director; that staff review same and come back to Council for review and if it is the intent of Council that it then go to the Planning Commission as a document which Council is going to adopt. AYES: NOES: ABSENT: Councilmen Gilb, Parry, Pellegrino, Saelid, Margett None None Staff advised that in order to obtain Urban Mass Transit Act approval of the 1978-79 Grant Application it is necessary to have a special audit of the Dial-a-Ride operation for that year. One half of the cost of the audit is reimbursable by UMTA through its Section 5 funding. It was MOVED by Councilman Gilb , seconded by Councilman Saelid and carried on roll call vote as follows that the City's Auditors Lance, Soll and Lunghard, conduct such an audit at $1,100. Funds are in the Dial-a-Ride account. AYES: NOES: ABSENT: Councilmen Gilb, Parry, Pellegrino, Saelid, Margett None None Discussion held on the proposed Fire Dispatch Center which would be based in El Monte and include the cities of Arcadia, El Monte, Monrovia and Sierra Madre. The Fire Chief explained the proposed operation and felt there would be a savings to the City of about 10-16-79 - 1 - HEARING SCHEDULED I (Nov. 6) , PROPERTY MAINTENANCE Text Amendment to be prepared ~;;P ADJOURNMENT 24:9873 $16,000 annually. There would be a need for approximately $25,000 initially to move into the combined Center; that instead of one Dispatcher there would be two at all times in the El Monte Fire Department Headquarters... that if it should not work out in a period of five years 50% of the cost would be returned to the City. Concern was expressed by Council that the City now has a self-contained service which Council does not like to see a part turned over to El Monte; that the City would lose a measure of control; that it does seem to be one-sided and the amount to be saved is unpredictable. It was also noted that the City now has all tie-ins and radio repeaters, which equipment would stay in El Monte if the City should pullout. Council would rather have the Center located in Arcadia and was not convinced that this plan would prove to be more efficient. It was submitted that perhaps other avenues should be explored... the possibility of the City taking on the needs of other jurisdictions for instance; that for the good of the community a more inexpensive method of operation should be investigated. It was MOVED by Councilman Gilb, seconded by Councilman Saelid and carried on roll call vote as follows that the consolidation as proposed be rejected. AYES: NOES: ABSENT: Councilmen Gilb,_ Parry, Pellegrino, Saelid, Margett None None A public hearing was scheduled for November 6 on the appeal filed by Sam J. Falzone from the decision of the Planning Commission in its denial of his application for a 47 unit condominium at 509-523 W. Duarte Road. Council received the communication from Hudson and Alli Roysher concerning the regulation on the height of the oleander hedge at their residence at 1784 S. Santa Anita Avenue. The Municipal Code Sections governing this were explored and it was the consensus of the City Council that this type of complaint should be handled administratively and it was MOVED by Councilman Gilb, seconded by Councilman Pellegrino and carried on roll call vote as follows that a Text Amendment be prepared relating to Code Enforcement Officer's decisions and sub- mitted to the Planning Commission for review. AYES: NOES: ABSENT : Councilmen Gilb, Parry, Pellegrino, Saelid, Margett None None It was also MOVED by Councilman Gilb, seconded by Councilman Pellegrino and carried on roll call vote as follows that the City Attorney prepare a Code Amendment relating to administrative hearings before the Police Chief for animal control.
