QUITCLAIM AUmORIZED " 1\ . r ,<: /r'v ;;" SENIOR CITIZEN HOUS IN; I{' -I~btJ: iI I .(lLI Q I 24:9880 MINUTES CITY COUNCIL and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED RB;ULAR MEETI~ OCTOBER 23, 1979 The City Council and the Arcadia Redevelopment Agency met in an adjourned regular session in the City Hall Conference Room on October 23, 1979 at 5:30 p.m. PRESENT : ABSENT : Councilmen Gi1b, Parry, Pellegrino, Margett Councilman Sae1id It was MOVED by Councilman Gi1b, seconded by Councilman Pellegrino and carried unanimously that Councilman Sae1id be excused. At the regular meeting of September 6 the City Council informally approved quitclaiming a five foot strip acquired by tax deed subjec~ to the City's costs estimated to be $100. The applicant, Richard Miller, is anxious to acquire the strip in order to clear title and is willing to pay the processing fee. Inasmuch as this involves disposition of publicly owned property, it was MOVED by Councilman Parry, seconded by Councilman Pellegrino and carried on roll call vote as follows that the Mayor and City Clerk be authorized to execute the quitclaim deed. . AYES NOES ABSENT: Councilmen Gilb, Parry, Pellegrino, Margett None Councilman Sae1id SENIOR CITIZEN HOUSIN; PRooRAH Interviews Southern California Presbyterian Homes. Presentations were made by Rev. Henry Bremer, Director of Church and Community Relations, and Harlow T. Richardson, Director of Project Development. They described the projects they had developed which were subsidized by the Department of Housing and Urban Development and followed regulations of the Fair Housing Administration. Eligibility of persons desiring to occupy the units was based on income - including Social Security, annuities, pensions, interest from savings accounts, SSI and any other form of applicable income. Persons must be 62 years of age or older. It was suggested that no priority lists be prepared, as interviews are controlled by HUD. Allocations for HUD are determined by Congress. It was suggested that the City consider retaining a Consultant; and contacting the California Finance Agency in Los Agency and Lawyers for Housing. Thomas Safran and Ronald Levin presented their background in the field of housing with HUD assistance. Photographs were reviewed of some of their completed projects. Section 8 is a Federally subsidized' housing program. The method of determining admittance was explored .. Income limits are based on 80 percent of the median income for Los Angeles County, i. e., for one person it is $10,550 - 2 persons it is $12,050. These limits are changed periodically by HUD. Individuals or couples , may move into the project if at least one member is 62 years of age or older and/or handicapped or disabled. If one's income exceeds the limit he can move in but must pay the fair market rent. 10-23-79 - 1 . ADJOURNMENT TO DATE CERTAm OCTOBER 30, 5 p.m. 24:9881 Asset value determines one's income ... Assets valued below $5,000. one only includes the actual income generated by the assets. Assets equal to or greater than the $5,000 one takes 10 percent of the value and treats that figure as income. Personal property - automobile or household furnishing are not considered assets. As to restricting occupancy to Arcadia residents only, it was submitted that recent Federal Court decisions do not permit residency requirements - however, preferences may be given. The units would consist of one bed- room with a complete kitchen, carpets and drapes. Most units will have either a patio or balcony. Extensive indoor recreation facilities will be provided as well as outdoor patios with BBQ plus a jacuzzi and garden plot areas. The project would not be low cost ... the cost of construction including land, financing and profit would be $50,000 per unit. I As to zoning it was thought Arcadia restrictions would be more stringent and design changes would probably have to be made. Some cities have adopted what is called Institution zoning for the purpose. Some discus- sion was held on appraisals and Mr. Safran said not to waste time on City appraisals ... as BUD has a method of its own based on the intended use. The project must be a wood frame building with two or three stories... extra land would provide for surface parking which would reduce the. cost by not going subterranean. Preference is being given by BUD to projects which are competitive and it might be possible for Arcadia to come in ... and also the fact that such housing is not available in the City and is needed for its senior citizens.
