ADJOURNED REGULAR MEETING
JANUARY 24, 1980
The City Council of the City of Arcadia and the Arcadia
Redevelopment Agency met in an adjourned regular session
on January 24, 1980 at 5 p.m. in the Arcadia City Hall
Council Chamber.

In order to take items out of agenda sequence it was MOVED
by Member Gilb, seconded by Member Saelid and carried on roll
call vote as follows that the provisions of the Procedural
Ordinance be WAIVED.

The City Attorney presented, explained the content and read the
title of Resolution No. 4883 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA ORDERING THE SUBMISSION
TO THE QUALIFIED ELECTORS OF THE CITY OF ARCADIA AT THE REGULAR
GENERAL MUNICIPAL ELECTION TO BE HELD ON APRIL 8, 1980, OF AN
ADVISORY QUESTION RELATING TO THE DISTRIBUTION OF THE SALES AND
USE TAXES."
It was MOVED by Councilman Saelid, seconded by Councilman pellegrino
and carried on roll call vote as follows that the further reading of
the full text be waived and ADOPTED.

OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT REGARDING A CITY MEASURE."
It was MOVED by Councilman Gilb, seconded by Councilman Parry and
carried on roll call vote as follows that the further reading of

The City Attorney presented for the second time, explained the
content and read the title of Ordinance No. 1692 entitled: "AN
ORDINANCE OF THE CITY OF ARCADIA AMENDING SECTION 9233.12 OF THE
ARCADIA MUNICIPAL CODE TO REZONE PROPERTY FRONTING ON LOVELL AVENUE
BETWEEN DUARTE ROAD AND NAOMI AVENUE FROM PR-l TO C-O.
It was MOVED by Councilman Parry, seconded by Councilman Pellegrino
and carried on roll call vote as follows that the further reading
of the full text be waived and ADOPTED.

Thomas L. Safran stated in part that he has operated his own business
for the past six years - specializing in the field of government
assisted housing for predominately senior citizens. Prior to that
time he worked for the Department of Housing and Urban Development.
He noted some projects which he has completed.
Mr. Safran then outlined the latest status in the field of assisted
housing in terms of what funds are available along with the size of
the project with respect to Section 8 of the Federal Housing Act of
1974. This is the only rental assistance program available to a
private sponsor. The current income limits for one person is about
$4,500 and the average rent for that person would be $125 .. the
market rate rent for a one bedroom unit is $378 and the difference
is the subsidy paid by the government.

The operation of the units was explored in detail. He suggested
that what should be considered at this time by the City Council would
be a 75 to 150 unit three story wood frame building with either full
or partial subterranean parking .., to go higher would get into a
much more expensive type of construction and HUD has mandated conserv-
ing the cost of the program.
Potential sites were submitted - first would be on the northeast
corner of Alta and First Avenues. One of the negative problems for
that site would be the lack of shopping facilities - second would
be west of Hinshaws (Duarte Road and Baldwin Avenue) and is surrounded
by shopping centers. Another site could be on Naomi between Baldwin
and Lovell and one in the redevelopment area.
Various methods of funding were also submitted by Mr. Safran including
the possibility of placing the matter of housing on a forthcoming
election - April 8, June 3 ... the measure could read perhaps as
"shall private sponsors be authorized to develop, ronstruct and acquire
up to 150 units of rental housing for elderly and handicapped of low
and moderate incomes with Federal, State and/or local financial systems. "
Legislation in this regard was discussed.
It was the consensus of the City Council that many ramifications must
be taken into account before it could move ahead as Mr. Safran
suggested; however strong interest was indicated and it was MOVED by
Councilman Gilb, seconded by Councilman Pellegrino that the City
Council go on record as supporting the concept of bringing up to 150
units for senior citizen housing into the City; that further study be
made with proper wording developed toward the possibility of placing
the matter on the June 3 ballot. Councilman Saelid stated in part that he
could not support this unless it goes to a vote of the people ... they
are entitled to have their say.

John Joseph, 408 N. First Avenue, expressed disappointment that the Cityl
Council did not take action at this meeting to place the matter on
the ballot in April. He was reminded that there will be an election
in June. The City Council recognized the concerns of Mr. Joseph and
submitted that it wants whatever is decided to be a success.
At 7 p.m. the meeting adjourned to 7 p.m. February 5 in the
Conference Room.
