CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
FEBRUARY 19, 1980
The City Council of the City of Arcadia, California met
in adjourned ,regular session on Tuesday, February 19, 1980
at 7'p.m. in'the Arcadia City 'Hall Conference'Room.
PRESENT :
Councilmen Gi1b, Parry, Pellegrino, Sae1id, and
Mayor Margett

ABSENT:
'Meetings scheduled - February 26, 1980 at 6 p.m. 'for discussions
with the Planning 'Commission and at 7:30 p.m. with Six Star
Cable Television. March 4, '1980 at 5 p.m. Dedication of the
Fairview Park and'at 6:.p.m. ,with ,the Methodist:Hospita1
Administrators.
Communication from the Los 'Angeles County Flood Control
District asking for an extension on its'hauling operation
permit to the end of this month. :This is due to ,the severe
storms which'has increased accumulation in the debris basins.
During this consideration ,the provisions of Ordinance:No. 1377
were discussed. This ordinance concerns the,use of restricted
'streets and ,requires ,the payment of a fee',when a vehicle,
with 3 tons gross weight uses a restricted street, in payment
for damages which will, be caused ,:by, the vehicle operating on
a street. It was MOVED by Counci1mancGi1b, seconded,by
Counci1man,Pe11egrino and carried con roll ,call vote as follows
,th'1-t the extens ion be granted ',and Lthat ,the 'District "be require'd
to ,comply with~Ordinance,No. 1377.

'Staff advised that Los Angeles County'has received grant funds
from the State ,for implementation of,a Coordinated Paramedic
,Communications 'System 'intended' to 'improve "communications between
fie1d'paramedics and base:station'physicians. Some of.the funds
will be used for "the :rep1acement ,of :radios being used ,in the
field. A new'paramedic radio was ,recently purchased and the
City may be eligible for a partia1:reimbursement of up to'$2,000.
'However, a claim must be submitted,and;it was MOVED by Council-
man Gi1b, seconded by Counci1man,Pel1egiino and carried ,on roll
call vote as follows :that an Agreement therefor be APPROVED and
that the Mayor and City C1erk'be AUTHORIZED to execute the
original Agreement and Modification.No. 1

like. It was MOVED BY Councilman Sae1id, seconded by
Councilman Gi1b and carried on roll call vote as follows
that it is with regret that the request is DENIED.

Council received a communication from Dr. Allan P. Hess
suggesting modifications in the traffic pattern on Baldwin
Avenue and the report from the Director of Public Works
recommending that prior to taking any action at the subject
locations that a thorough review be made of existing condi-
tions and other pertinent factors which would permit logical
and justifiable changes. It was MOVED by Councilman Sae1id,
seconded by Councilman Parry and carried on roll call vote
as follows that staff undertake the necessary study as its'
schedule permits.

ABSENT:
Staff submitted verbal reports on the storm damage and the
work performed by city forces in an effort to protect property
and to keep the streets open and safe. It was MOVED by Council-
man Gi1b, seconded by Councilman Sae1id and carried on roll
call vote as follows that the Mayor communicate the deep
appreciation of the City Council to all those who worked beyond
the call of duty during the recent storm.
