SIX-STAR NON-EXCLUSIVE FRANCHISE (Ma rch 18, Hearing) 24:9965 A MINUTES CITY COUNCIL OF THE CITY OF ARCADIA AND THE PLANNING COMMISS ION ADJOURNED RmULAR MEETING FEBRUARY 26, 1980 The City Council of the City of Arcadia, California met with with the Planning Commission at 6 p.m. February 26, 1980 in the Arcadia City Hall Conference Room. PRESENT : ABSENT : Councilmen Gi1b, Parry, Pellegrino, Saelid, Margett None PRESENT : ABSENT : Commissioners Brink, Fee, Hedlund, Hegg, Sargis, and Soldate Commissioner Kuyper (Mr. Kuyper arrived at 7:30 p.m.) Ensued on various aspects of the functions of the Planning Commission which is an advisory body to the City Council. Concerns were ex- pressed about the appeals of developers to the Council when the Commission denies an application and developers alter their plans when a project is presented to Counci1...this usually means that the City Council considers something different than was before the Commission. Various aspects were discussed... Appeals before the City Council on projects which had been denied by the Commission...the possibility of requiring pad elevations, drainage, etc., before it goes to Council...ARA projects and whether or not a Planning Commissioner should act as liaison to the Redevelopment Agency in which events the Commission could be advised on projects which Council is consideriug.. text amendments which are presen~ed to the Commission for discussion only and end up as public heari~gs before the Council and the use of the zoning regulations instead of the conditional use permit process. Alternate procedures from those now followed were explored. Some discussion held by the Council Liaison to the Planning Commission briefing the Council on items considered by the Commission. It was the consensus that this meeting has been productive and thought will be given to the expressed concerns. The meeting recessed at 7:30 p.m. The City Council reconvened at 7:45 p.m. Dan Payne, Director of Franchising for the Six-Star Cablevision Corporation, explained in detail the proposal application for a non- exclusive broadband communications (Cable Television) franchise. The service would cover all portions of the City south of Foothill Boulevard. . . -1- 24:9965 B CABLE TV. SIX-STAR NON-EXCLUSIVE FRANCHISE (Mat'ch 18, Hearing) cont. Mr. Payn~ included in his presentation an organization description, the financial background of the corporation, technical description, proposed rates and charges, pro- posed service agreement, schedule of construction guarante~, description of service areas and proposal support documents. All of the above contained in its proposal (on file in the office of the City Clerk.) The City Council evinced interest and a public hearing was scheduled for March 18.
