The City Council of the City of Arcadia, CalHornia ,met :in a
regular session on Tuesday, March 4, 1980 at 7:30 p;m. ,in ',the
Council Chamber of the Arcadia City Hall.

On MOTION by Councilman Parry, seconded by' Counc ilman 'Saelid ,'and
,carried unanimously the minutes of the Adjourned ana'Regular
meetings of February 19, 1980 were APPROVED,
Time and place to hear objections to the proposed removal,of
noxious weeds, rubbish and refuse from certain private.property
as listed in a report, The appropriate notice has,been,ma'~led,to
property owners, Mayor Margett aeclared the 'hearing open,ana'no
one desiring to be heard the hearing was closed on'MOTION'by
'Councilman Saelid, seconded by Councilman Gflb and,carried.unani-
'mously, It was MOVED by Councilman Gilb, seconded by'Councflman
Saelid and carried on roll call vote as ,follows 'that ,the ,County
Agricultural Commissioner be directed to abate 'the nuisanceiby
having the weeds, rubbish and 'refuse removed. .

On MOTION by Member Gilb, seconded by Member Parry and carried
unanimously the Minutes of the adjourned regular meeting of February
19 were APPROVED,
The Agency received and reviewed preliminary plans for a proposed
office building at the northeast corner of First Avenue and Colorado
Boulevard, plans for a proposed industrial building at 127-129 St,
Joseph Street and for a proposed industrial complex at 136-140 St.
Joseph Street.
Firstly -- discussion held on the proposed office building - applicants 1
are the Marchese Brothers, '" the site is zoned CoM and the proposal
is to construct a two story office building which would contain approx- ,
imately 6,000 sq. ft" with an exterior of stucco and cedar siding ,.
setbacks along First Avenue would be at the property line with a 20
ft, setback at the property line along Colorado Boulevard. At present
the project appears to comply with all zoning regulations as well as
parking requirements,
A citizen in the audience stated in' part that pursuant to the redevel-
opment state law the public should be informed as to what the agency
is considering and be ahle to see the plans. Chairman Margett re-
sponded in part that this is not a public hearing; that the Agency
is exercising its prerogative to review preliminary plans which it
has not had the opportunity to so do and that the preliminary plans
will be exhibited for public perusal at this meeting,
Timothy Levine, 1500 Adams, Costa Mesa, representi.ng the architectural
firm, spoke to the drawings which are only preliminary and that
the proposal does not indicate the exact number of offices - that
would be determined as tenancy occupancy is made by the developers.
It was MOVED by Member Parry, seconded by Member Gilb and carried on
roll call vote as follows that the concept as submitted be APPROVED.

It was the consensus of the Agency that additional data is needed
before a determination could be made on two items 1) review of pro-
posed industrial building at 127-129 St, Joseph Street and 2) proposed
industrial complex at 136-140 St, Joseph Street. Whereupon it was
MOVED by Member Gilb, seconded by Member Pellegrino and carried on
roll call vote as follows that these two preliminary plans be reviewed
at a study session to be held prior to the next regular meeting; that
during the interim staff obtain additional detail of the plans and
that the plans be available for review in the offices of the City Mana-
ger and Planning Director,

THEREOF, GRANTING A UTILITY USE TAX EXEMPTION TO HEAD OF HOUSEHOLDS
AND INCREASING THE EXEMPTION QUALIFICATIONS FOR INDIVIDUALS FROM AN

Brought up the difficult time the Youth Commission is having in
obtaining tickets for its annual excursion to Disneyland, Mayor
Margett felt he may be able to assist in this,
In response to his question the Director of Public Works advised that
because of the rain the contractor has not been able to clear the
shrubbery on Foothill Boulevard, He expects to get to it this week,
Discussion ensued on the creation of a committee to review the City
Charter and it was the consensus that this wait until after the April
8 municipal election at which two new Councilmen will be elected, The
Councilmen agreed, however Councilman Saelid said in part that he did
not have any strong feelings except that the present members are ac-
quainted with the charter which might make it easier for them to make
decisions than it would for the new members. It was MOVED by Council-
man Parry, seconded by Councilman Gilb and carried unanimously that
the matter be TABLED,
At 9:30 p,m, Council entered an executive session,

Pursuant to the prOV1S10ns of City Charter Article V Section 504,
which provides that the compensation for the City Clerk shall be set
by the City Council and shall not be increased or decreased after his
election or during his term of office the following Minute Resolution
was adopted on MOTION by Councilman Gilb, seconded by Councilman Pelle-
grino and carried on roll call vote:
BE IT RESOLVED: that the salary of the City Clerk for the ensuing four
years (beginning April 15, 1980) be set at $24,000 per annum and sup-
plemented by $50 per meeting as Secretary to the Arcadia Redevelopment ;
Agency not to exceed $1000 per year and that the $500 continuous service

Discussion ensued concerning whether or not an argument or an analysis
be prepared in connection with a ballot measure which will be on the
June 3 ballot relating to housing for the elderly. It was the consen-
sus of the City Council that the measure as written is quite clear and
it was MOVED by Councilman Gilb, seconded by Councilman Parry and carried
on roll call vote as follows that the City Council not prepare such an
argument.
