MARCH 25, 1980
The City Council of the City of Arcadia, California and the City
Planning Commission met in the Conference Room at 5 p.m. On March
25, 1980.

Commissioners Fee, Hedlund, Hegg, Kuyper, Sargis, Soldate

ABSENT :

Extensive discussion held on text amendments to permit hotels and
motels in industrial zones on a conditional use permit basis and
to allow commercial uses in an industrial zone with an approve con-
ditional use permit. The Commissioners felt it only an exercise
when the commission is asked to stu4y zoning for a redevelopment
project - that the Council as the Agency makes that determination.
Zoning procedures along with text amendment procedures were discuss-
ed. The items which brought about this meeting were Text Amendment
Nos, 80-3 and 80-4 and are still in the hearing stage before the
Council on the regular agenda for April 1.
At 7:30 p.m, the Commissioners retired to its regular meeting in
the Council Chamber,
It was MOVED by Councilman Parry, seconded by Councilman Saelid'and
carried on roll call vote as follows that the Short Range Transit Plan
for Arcadia Dial-A-Ride for FY 1981 to FY 1985 be and it is hereby
APPROVED, and that staff be authorized to submit same to the Southern
California Association of Governments and the Los Angeles County Trans-
portation Commission.

Staff advised that they have been working with the Commission on Aging
in Pasadena toward endeavoring to improve the coordination of the
transit services between communities .. Altadena, Pasadena, Sierra
Madre, etc. It was recommended that Council support the development
of such a system. It was MOVED by Councilman Gilb, seconded by Council-
man Parry and carried on roll call vote as follows that the City Council
support the development of a Paratransit Brokerage System and that the
Mayor be authorized to sign a letter relating thereto on behalf of the
City Council.

The City Attorney advised that Renee Pearson of the Unification Church
will meet with the City Council at the pre-meeting at 7 p.m. April 1.
He continued that Miss Pearson had said they objected to the City re-
quiring it to file a financial statement in connection with its appli-
cation to solicit and that she would submit the request to its attorney.
Miss Pearson was asked to bring the attorney to the meeting on the 1st
of April, (NOTE: the public hearing on this matter will be on the agenda
for the regular meeting that date,)
