ADJOUICNED REGULAR MEETING
MAY 10, 1980
The City Council of the City of Arcadia, California and the Arcadia
Redevelopment Agency met in an adjourned regular session on May 10,
1980 at 8:00 a.m. in the Arcadia City Hall Conference Room.
PRESENT: . Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino
ABSENT: None
On NOTION by Councilman Gilb, seconded by Councilman Dring and carried
on roll call vote as follows Councilman Saelid was appointed. as alter-
nate to ~~yor Pellegrino to the Los Angeles County Sanitation District
Nos. 15 and 22.

The Assistant City }~nager advised that the technical committee analyz-
ing the proposals for cable television will hold another meeting May 19
at 5 p.m. Hence the public hearing scheduled for May 20 at the regular
meeting will be continued at that time to May 31.
Discussion ensued on the Dial-a-ride program for which the City has a
contract with the San Gabriel Valley Cab Company. Staff advised that
other cab operators are making applications to serve the City in this
capacity and in order to place a deadline for application filings it was
MOVED by Councilman Gilb, seconded by Councilman Saelid that May 10 be
the cut-off date and that staff be authorized to endeavor to extend the
current contract with San Gabriel Valley Cab Company on a month to month
basis until a determination has been made. Roll call vote was then taken
on the motion.

The Director of Public Works explained an opportunity to purchase light
fixtures below what it would normally cost; that the County of Santa
Barbara over-purchased on 250 watt lumen - high pressure sodium vapor
type. The City could purchase these for $81.20 whereas to purchase from
General Electric would be $189 each. He noted locations where these fix-
tures would be suitable and said the total cost, if it is possible to
purchase them, would be a net savings of $3,963.
It was MOVED by Councilman Gilb, seconded by Councilman Dring and carried
on roll call vote as follows that staff be authorized to purchase these
fixtures.

Discussion held on replacement of the hanging 1000 lumen incandescents
which are throughout the City and reference was made to bringing some
kind of leverage to bear on the Public Utilities Commission to reduce
the rates for high pressure sodium lighting .. the League of California
Cities will be asked for assistance.

Continuing the review of the proposed budget. Staff distributed lists
of the City vehicles and to whom they are assigned. Also memberships
and meetings. Ranking of the packages will go forward at a later date
and the City Manager's recommendations for management compensation.
Also data on the Appropriation Limitation Proposition. This latter was
prepared by the auditor. Additional information will be forthcoming on
this.
DEPARTIIENT OF PUBLIC HORKS: The Director of Public Horks explained his
proposed budget item by item. He covered the Engineering Division, Ser-
vice Division, Street Maintenance, Traffic Safety, Street Cleaning, Sewer
!-taintenance, (during this particular consideration it was submitted that
video inspection of set-Jer lines tv-ill be possible this year)) Grounds Main-
tenance, Trees and Parkways, Street Lighting, Park Maintenance, General
:Maintenance, Equipment Service which includes the garage.

RECESS AND RECONVENE
HATER DIVISION: The Water ~bnager explained each section of the pro-
posed budget for 1980-81 - he noted the reduction in personnel going
from 27 to 25 employees; Supplies and Services reflect increases - due
to rising power costs and C orrnnented on the possiblity of going on a pro-
gram whereby large utilities like the water operation may be given the
opportunity to go on a time of use rate for power. Replacement of some
equipment was discussed .. these are reflected in the Revenue Sharing
Budge t.
RECREATION DEPAR1}IENT: The Superintendant of Parks and Recreation dis-
cussed each of his programs and made reference to the Recreation Commis-
sion's recommendation of increasing the Aquatics Program for an increase
from 50~ for juniors and 75~ for adults to $1.00 for everyone. It was
the consensus of the majority of the City Council that this recommenda-
tion be approved and if it is discovered that the increased fee is keep-
ing participants away it can be reduced. Whereupon it was MOVED by
Councilman Gilb, seconded by Councilman Saelid and carried on roll call
vote as follows that the fee be increased as recommended.

Council then reviewed the personnel, salaries, Supplies and Services.
Councilman Dring observed that in the future he would like to have as
much data as possible prior to the start of the budget review. It was
also noted by the Superintendent of Parks and Recreation that for the
first time the supplies and services for camping and class programs is
included in the budget - heretofore it was in the revolving fund. In
discussing the capital outlay item for wood tables it was suggested that
metal tables be investigated for durability.
SENIOR CITIZEN COMMISSION: Council reviewed the proposed budget for this I
program including office supplies and service needs, allotments for the
three citizens programs and the volunteer program - mileage and member-
ships.
RECESS
CITY ATTORNEY: Council explored this budget.... supplies and service,
code amendments, official meetings and memberships and publications, new
capital outlay equipment listed -- 4 drawer legal size filing cabinet.
Discussion held on the use of the word processing machine for updating
the code on a regular basis.

The City Attorney presented, explained the content and read the title
of Ordinance No. 1702 entitled: "AN ORDINANCE OF THE CITY OF THE CITY
OF ARCADIA REPEALINC PART 1 OF CHAPTER 6 OF ARTICLE VI OF TIlE ARCADIA
MUNICIPAL CODE AND ADDING A NEW PART 1 OF CHAPTER 6 ARTICLE VI PERTAIN-
ING TO REGULATION OF RELIGIOUS AND CHARITABLE SOLICITATIONS."
It was MOVED by Councilman Dring, seconded by Councilman Haltom and
carried on roll call vote as follqws that the full reading of Ordinance
No. 1702 be waived and that same be INTRODUCED.
