CITY COUNCIL OF THE CITY OF ARCADIA
ADOURNED REGULAR ~IEETlNG
MAY 17, 1980
The City Council of the City of Arcadia, California met in an adjourned
regular session on ~by 17, 1980 at 9:00 a.m. in the Arcadia City Hall
Conference Room.

The City Council continued its consideration of the departmental
budgets proposed for the fiscal year 1980-81.
PLANNING DEPARTMENT: Planning Division - the Planning Director explored
the purpose and objectives of the Department and all work performed.
Personnel in this Division remains the same with the exception of the
typist clerk which is reflected in the Building Division. It was sub-
mitted that a new Housing Element should be prepared to comply with State
guidelines.
Property }~int~nance: this Division provides for the enforcement of
local zoning and property maintenance regulations. The problems encount-
ered with enforcement were discussed.
BUILDING DIVISION: During this consideration it was noted that the
present BUllding Official will be leaving soon to accept another position;
also the typist clerk. Both positions are reflected in the budget and
recruibnent will SOOG begin. Discussion held on the present method of
"aving the counter open to the public at reduced hours. The Planning
Director will prepare what it would cost to have the counter open during
the hours the City Hall is open. Permit fees were discussed with some
thought that they are quite low and a report will be prepared and submit-
ted on this. Councilman Haltom suggested that when the Building Code is
changed that all contractors be so advised by mail.
ECONOMIC DEVELOPMENT: Purpose and objective is to eliminate blight, up-
grade the physical condition and increase the property tax base within the
project area. Activities include studies, site analysis, cost studies,
agreement preparation - all reflected in the continued service level of
the budget. Salary cost detail was reviewed w~ich includes a slight in-
crease in typist clerk position ... it will now be 24 hours per week in-
stead of 20. Office supplies, mileage and official meetings were review-
ed. Proposed contract services were reflected in the budget. The need for
improved presentation of land distribution was indicated and aerial maps
are proposed which will be helpful in public presentations involving the
project area. Estimated revenues and expenditures were also discussed.
Agency-owned land was explored and Council received a complete list of
these.
Following an extensive explanation by the City Attorney concerning the
issuance of bonds in connection with the expansion of the Arcadia Methodist
Hospital, Council entered an executive session. Council reconvened and
took the following action.
It was MOVED by Councilman Dring, seconded by Councilman Haltom and carri-
ed on roll call vote as follows that the City retain Gibson, Dunn and
Crutcher to review the Hospital Revenu~ Bond transaction for the City on
the condition that the Hospital agree in writing to pay the anticipated

fee of between $10,000 to $35,000.

A public hearing on the above matter will be scheduled.
PERSO~~EL DEPART~lliNT: This department provides centralized personnel
services to all departments. It is responsible for recruiting, examina-
tion and employee certification. Also responsible for administering the
CETA program. Workload and performance measures indicated in the continu-
ed service level. The Personnel Director explained each item and respond-
ed to questions.
LIBRARY: The Librarian explained all activities of the various divisions.. I
Circulation in which he would like additional part time help .. Audio
Visual department has been reduced to 3 ernployees~ Discussion held on the
main tenance of the building and the Librarian will check into the possi-
bility of bringing in assistance occasionally to do the heavy work. Chil-
dren's Department - new shelving necessary and the typewriter is over 15
years old, The purchase of a new one is included in the budget. Addi-
tional part time help in this department was also reflected, Some re-
pairs were indicated as necessary to the building.
FINANCE: The Finance Director explained this function which represents
an increase of 7%. Much discussion held on the data processing and Coun-
cil was apprised of the change being made in this operation as of July 1.
Some consideration given to the possib ility of including in the water bill-
ing mailing an enclosure of current newsworthy items. This could replace
the Newsletter. The Business License Officer, Printing Service, Purchas-
ing and the Treasurer Divisions of Finance were also reviewed in detail.
CITY COUNCIL: Legislative Body and Policy Making Body, Office Supplies,
Official meeting, and memberships and publications were all reviewed.
CITY MANAGER: Implementation of the City Council's policies. Direction,
supervision and coordination of all city departments.
CITY CLERK: To provide service and support to the City Council, the
public and city departments. Complies with the Government Code, City
Charter, Municipal Code and all mandated Fair Political Practices Commis-
sion. Conducts local elections and cooperates in all others. Supplies
and SerVices, Official Meetings, Membersnips and Publications were all
reviewed. No increase in personnel and no capital outlay requested.
The Finance Director distributed a report on expenditures for each
department as of April 30, 1980.
The Assistant City Manager advised that a communication had been received I
by the Department of Public Works offering to paint addresses on curbs at
no cost to the City or resident .. it is proposed to do the work on a
strictly donation basis. The group is the Associated College students and
the representative is John Hellen,
Discussion held on the award ceremony by the Arcadia Beautiful Commission
on June 3. The Commission would like to have the City Council make the
presentations and to hold the reception in the Conference Room. Council
will hold its pre meeting in the Council Chamber on that date which will
allow the Commission to hold its reception, following the presentations,
in the Conference Room.

The Assistant City Manager advised on the progress of the committee which
is reviewing the cable television proposals. A meeting will be held on
this matter at 6:30 p.m. Hay 29 in the Conference Room.
At 4:45 p.m. the meeting adjourned to 7 p.m. ~my 20, 1980.
