HomeMy WebLinkAboutJUNE 3,1980_2 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK ROLL CALL I I BLOCK PARTY APPROVED HOSPITAL REVENUE BONDS 25:0046a MINUTES The City Council of the City of Arcadia, California met in an adjourned regular session on June 3, 1980 at 7:00 p.m. in the Arcadia City Hall Conference Room. PRESENT: ABSENT Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None Agenda items for the regular meeting to convene at 7:30 p.m. were discussed. Referring to the budget hearing Councilman Dring asked if a decision is to be made on the budget prior to the result of the Legisla- ture on S. B. 1352 which would provide guidelines for the Gann Initia- tive. The City Manager responded in part that he would assume the de- cision could be made by July 1, he has no way of being certain. As far as the budget adoption is concerned the City Charter requires that the budget be adopted on or before the 1st of July. If not the appropria- tions as provided for the prior year continue on that basis. Some discussion on the report prepared by the Assistant City Manager concerning changing the date for the submission of the agenda items for the regular meetings. Councilmen Dring and Haltom would like the method altered so the public would know at least a week or two in ad- vance what Council would be considering at a forthcoming Council meet- ing. They also felt under the present timing there isn't sufficient time for them to actually review and do any research on the items in time for a Tuesday night meeting. Councilman Gilb submitted the possibility of having the packet out on a Wednesday instead of a Friday'-- this would be two days ahead of the present schedule. Councilman Saelid felt it ill advised to make a change and to move the Council packet a week or so would mean that Council would be receiving a great deal more information at the last minute; that having the packet on Friday preceding Counci1 meeting gives him sufficient time to review for the next Tuesday.. if there are items which require more study he is more than willing to put them off until the following Council meeting unless there is some urgency connected with the item. He then MOVED that Council continue to have the packet prepared and delivered on the pre- sent time schedule. Councilman Gilb seconded the motion which was carried on the following roll call vote{ AYES NOES ABSENT: Councilmen Gilb, Saelid, Pellegrino Councilmen Dring, Haltom None On MOTION by Councilman Gilb, seconded by Councilman Saelid and carried on roll call vote as follows the request for permission to have a block party on Anita Crest Drive between Chantry Drive and Grandview Avenue on the 4th of July was APPROVED subject to all conditions set forth in the staff report dated June 3, 1980. AYES NOES ABSENT: Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None None June 17 was scheduled for the public hearing on the proposed issuance of tax exempt revenue bonds for the expansion of the Methodist Hospital fa- cilities. Councilman Dring submitted concerns about some of the condi- tions under which the City can issue the bonds and these will be address- ed at the public hearing. ~ -1- 6-3-80 CAPITAL PROJECTS PROGRAM ADJOURNMENT 25:0046b Some discussion held on the capital projects budget - which items are always approved by Council on a one to one basis . . . each project must have final approval . . . it was explained that there are always two hearings - one is an administrative hearing and the other before the City Council.
