August 5, 1980 in the Arcadia City Hall Conference Room. PRESENT: ABSENT : Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None Communication from the Chief of Police recommending mobilization of City resources to fight crime to protect and serve the citizens by en- listing the City radio equipped employees to assist in obtaining in- formation on crimes in progress.,. i. e., act as observers only - spot- ting vehicles in connection with crimes in progress. A trial period would be held to make sure it does not excessively interfere with other department's service capability. It was MOVED by Councilman Saelid,' seconded by Councilman Gilb and carried on roll call vote as follows that the program be APPROVED. It was noted by the Chief of Police in his communication that the only cost factor would be the time used by the employees involved. AYES NOES ABSENT: Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None None On MOTION by Councilman Gilb, seconded by Councilman Saelid and carried unanimously a public hearing was scheduled for September 2 on determining the hours of operation of the Dial-A-Ride Program. Staff advised of the receipt of a communication from Clifford Bong con- cerning an item on the agenda relating to improvement of Santa Clara Avenue. The City Manager advised that a communication had been received concern- ing an increase in the 2% benefit for' retirees. Former Police Chief Rob- ert Sears, now retired, said in part that due to the sizable amount it would cost to effect the increases new alternatives had been submitted for Council consideration, This would have to be worked out with PERS and it was MOVED by Councilman Dring, seconded by Councilman Gilb and carried unanimously that the matter be removed from the agenda for this meeting and that an announcement be made to this effect at the beginning of the regular meeting to convene at 7:30 p.m. Some discussion held on the possibility .of reinstatement of the "Police on Campus" program and it was the consensus that this be one of the items to discuss with the School Board at the joint meeting to be held at 5 p.m. August 19. It was MOVED by Councilman Gilb, seconded by Councilman Dring and carried unanimously that the provisions of the Procedural Ordinance be waived and that the agenda item relating to weed abatement charges be considered after the public hearings, It was MOVED by Councilman Haltom, seconded by Councilman Gilb and carried unanimously that Councilman Dring be appointed to the Independent Cities Risk Management Authority. -1- 8-5-80 DRING .Id (y ADJOURNMENT 25:0094 Councilman Dring asked the City Council to give some thought to taking the Gas Tax Money which will be used for the purchase of rubber padding material to repair the railroad crossings, put it into the Capital Pro- jects Account and then transfer it to the General Fund in order to in- crease the police force ... this could provide for two additional police officers.
