JOINT MEETING
AUGUST 19, 1980
The Arcadia City Council met in an adjourned regular session in the
Conference Room of the Arcadia City Hall August 19, 1980 at 5 p.m.
with The Arcadia Board of Education.

On MOTION by Councilman Dring, seconded by Councilma~ Gilb and carried
unanimously Councilman Saelid was excused.

Review of the joint actions between the City and the School District were
explored in detail by the Superintendent of Schools Edward V. Ryan.
School Board President Donald E. Fickas explained the financial situation
of the district - that it has changed drastically during the last few
years and felt it is important for the public to be aware of this ... that
it will not be in a position in the future to provide the thing~ which
were provided in the past. Mr. Ryan continued in part that the District
indeed has no ability to raise funds .,. that it can't go to the people
and ask for a tax override or base revenue increases ... and with Proposi-
tion 13 there is no way for the District to raise any money other than
what the State Legislature dictates .., that prior to Proposition 13 it
was financed 65% out of local property taxes .., it is now financed 85%
out of State General Funds ... 15% comes from the County Property Tax ...
it comes down to $1800 per child with no source for any more.
It was noted that with the decline in enrollment the teaching staff will
have to be reduced ... this year by 33 teachers with perhaps more in the
future .., they have had to let some custodians and maintenance personnel
go. It was felt that local school boards have really lost authority to
the State because it no longer has the ability to raise money... they
have the ability to dispense the money they have - they have the ability
to cut to make ends meet but then through very stringent laws.
Some discussion held on the possiblity of diverting some of the redevel-
opment funds from tax increments to the school system. In the area of
what the City could do to help it was submitted that perhaps in the main-
tenance of the school grounds and it would be legal because it is possi-
ble for the City to contract for the use of school facilities, etc.
The importance of imparting the situation to the public was emphasized
and it was brought out that that is one of the reasons for this meeting.
It was suggested that one way would be to include it in the City's next
Newsletter.
Police on Campus Program, It was noted that at one time the cost of this

program was shared between the City and the District... it was discon-
tinued two years ago however there has been renewed interest and the Dis-
trict has asked for reconsideration. The Police Chief has also requested
permission to return the program to campuses - namely Foothill Jr. Hi,
First Avenue and Dana Jr. High Schools, The cost would be ?pproximately
$50,000 for two officers. The Chief of Police explained how the program
operates and that he has trained officers ready for the program. Some
discussion held on the drug and alcohol problems on campus and the School
Board President said in part he would pursue this at the board meetings.
Robert Bartley, a member of Parent Alert;said the organization is 100%
in favor of the Police on Campus Program.
The City Council expressed support for the program and it was MOVED by I
Councilman Gilb, seconded by Councilman Dring and carried on roll call
vote as follows that the Police on Campus Program be reinstituted and
that the funding be at the expense of the City with General Revenue Shar-
ing Funds. The Chief of Police to proceed. Although Councilman Saelid
was absent it was submitted by Councilman Gilb that he favors the program.

Continuation School site. Appreciation was expressed to the City Council
for the use of the land for the school and in response to an inquiry it was
submitted that the District could count on using it for one additional
school year. The District will be informed in adequate time. Some dis-
cussion held on financing for relocation and the City Manager said in
part that the City has always considered some relocation funds for that
school... to work out some agreement to relocate the facility.
Cable Television. The current status of the non exclusive franchise with
Teleprompter Cable TV was explained in detail by the Assistant City Mana-
ger. (SEE TRANSCRIPT).
At 7 p. m. the School Board members took their leave and the City Council
recessed and reconvened.
Communication from the President of the Board of Directors of the Arcadia I
High School Booster Club requesting permission to hold a carnival at the
May Company parking lot during the weekend of May 22 thru May 25 (Friday
thru Monday). This is in connection with its fund raising activities. It
was MOVED by Councilman Dring, seconded by Councilman Gilb and carried
unanimously that the request be granted.
Communication from the Mayor of the City of Pasadena concerning local con-
trol of the sale of safe and sane fireworks. It was noted therein that
recent interpretation by ,the State Attorney General indicates that the
State has preempted the field of fireworks control and that local authori-
ty can no longer have the ability to permit or deny the sale. Pasadena
has adopted a resolution calling upon the League of California Cities to
bring forth legislative activity to return to the fireworks law the abili-

carried on roll call vote as follows that the position taken by Pasadena
be supported.
