JOINT ADJOURNED REGULAR MEETING

The City Council and the Arcadia Redevelopment Agency met in an adjourn-
ed regular session at 7 p.m. September 10, 1980 in the Arcadia City Hall
Conference Room.

Communication from the Senior Citizens' Commission recommending that the
City Council proceed with implementation of housing for the elderly in
the City. It was noted that local voters had been in favor of a senior
housing development last June. Some discussion held on the City's eli-
gibility for an estimated $330,000 in County Community Development Block
Grant Funds for the fiscal year 1981-82. Application would have to be
made by October. Various programs are'eligible under the Block Grant
Funding - one of these is land acquisition for the elderly. It was
pointed out that construction of a multi-purpose facility would not be
an appropriate use of these funds.
SENIOR
HOUSING
Council had been considering three proposals from developers (Thomas
Safron & Associates, the California Presbysterian Homes and Goldrich &
Kest). The latter has been involved in senior housing for many years
,with the most recent project in the City of Monrovia. The Presbysterian
Homes would be a non-profit project and Mr. Safron had been with HUD
prior to going into private business. Three sources of funding were dis-
cussed -- conventional (private) financing, Federal funding and State
funding. Requirements for such funding were explored as was the possi-
bility of having two facilities of 75 units each in different parts of
the City.
Discussion ensued on having one or two developers for the project or
projects. It was the consensus of the majority of Council that one de-
veloper be selected whereupon it was MOVED by Councilman Dring, second-
ed by Councilman Gilb and carried on roll call vote as follows that one
developer be selected.

It was then MOVED by Councilman Dring, seconded by Councilman Gilb that
Goldrich & Kest be selected as the developer for senior citizen housing;
that a contract be negotiated and that staff submit the contract to the
City Council for review.
Discussion ensued and Councilman Saelid said in part that he has problems
in terms of negotiating with a private developer which he does not have
with a non-profit organization. He felt with such a group the entire cross
section of the community through the Churches would support it ... they
would work as a consortium with the Churches ... that is why he cannot
support Goldrich & Kest, although he did feel they have the nicer looking
developments.

Roll call vote was then taken on the motion.

better community support could be
obtained through a non-profit group)
Discussion then was held on the possible usage of the HCD funds with
Councilman Saelid submitting in part that he would prefer to see some of
the funds spent for developing a housing element to the General Plan
which is generated by the people of the city -- that is -- the staff
which knows the City -- if need be with a Consultant ... so that it
addresses the City and not someone's idea of what he thinks the City
should be. He then MOVED that staff come back to Council with a recom- I
mendation for a consultant to work with staff to generate the Housing
Element to the General Plan including the preparation of the senior
citizen housing needs assessment with the cost not to exceed $50,000
from Community Development Block Grant Funding. Motion seconded by
Councilman Gilb and carried on roll call vote as follows:

On MOTION by Councilman Gilb, seconded by Councilman Dring and carried
on roll call vote as follows permission was granted for banners at 101
S. First Avenue for a period not to exceed 60 days.

Communication from the Best Disposal,Company asking Council to grant an
additional holiday in its contract (November 11 Veterans' Day) because
the dump they use will be closed that day. It was MOVED by Councilman
Dring, seconded by Councilman Gilb and carried on roll call vote as
follows that the request be granted and that all affected homeowners be
so notified.

Councilman Gilb advised that he will not be attending the November 18
meeting.
At 9:15 p. m. the meeting adjourned to 7 p. m. September 16, 1980.
