and the
ARCADIA REDEVELOPMENT AGENCY
REGULAR MEETING
NOVEMBER 4, 1980
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in a regular session at 7:30 p.m. November 4, 1980 in the
Arcadia City Hall Council Chamber.

On MOTION by Councilman Gilb, seconded by Councilman Haltom and carried
unanimously the minutes of the adjourned regular meeting of October l4
and the regular meeting of October 2l, 1980 were approved.
CONTINUED - Request of Best Disposal Company for an increase in residen-
tial refuse collection rates. This matter was continued to this date
from the regular meeting of October 2l. Communication from William M.
Marcussen, 925 Singing Wood Drive, asking Council to consider a reason-
able increase and objecting to the requested 40%. A petition with 23
signatures was received recommending a lO% increase. Mayor Pellegrino
declared the hearing open for anyone desiring to address Council. No
one responded and it was MOVED by Councilman Dring, seconded by Council-
man Gilb and carried on roll call vote as follows that this item be CON-
TINUED to FEBRUARY 3, 1981. HEARING REMAINS OPEN.

HEARING Council received the report of the Director of Public Works on the
STREET installation of street lights on Colorado Boulevard between Second and
LIGHTING Fifth Avenues. The petition containing 33 signatures for the lighting
(ColoradO) was reviewed by Council on October 7, at which time this public hearing
.~was scheduled. As required the appropriate notice was posted on this
'tfjf' roadway on October 2l. The report indicated that the annual cost for the
/ ,WI five lamps would be $486.36 at current rates. The Director of Public Works
I}' explained the project in detail and noted that the benefitted area would be
annexed to Zone B of the Consolidated Lighting District and would be assess-
ed $.1724 per $100 of land value.

Mayor Pellegrino declared the hearing open and Michael Ransom, 243 E.
Colorado Boulevard, explained the dire need in the area for lighting.
No one else desiring to be heard the hearing was CLOSED on MOTION by
Councilman Saelid, seconded by Councilman Dring and carried unanimously.
It was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried
on roll call vote as follows that there were no protests and that the Di-
rector of Public Works be AUTHORIZED to have the street lighting improve-
ments installed in accordance with the report and that the improved area
be included in the annexation proceedings to be reported on by the City
Engineer on December 2.

On request of Member Saelid the Agency adjourned to an executive session
to be held at the close of this regular meeting of the City Council.

AUDIENCE PARTICIPATION
Teri Moore, 1111 Blanche, Pasadena, Planning Analyst for the Foothill
Area Community Services, Inc., explained the purpose of the organization -
that it aims to provide underprivileged and disfranchised persons with
resources and resourcefulness to achieve a better life. Its programs
offer skills, education, opportunity and assistance which enable people
to improve themselves and enrich their lives. She extended an invitation
to the Council, staff and all persons to attend a public hearing on No-
vember 13 from 2 to 4 p.m. in the Arcadia Council Chamber. Some discus-
sion held on the Dial-a-Ride Program and the Assistant City Manager ex-
plained how the program could be coordinated with the City Dial-a-Ride
system. Miss Moore will discuss this with Betty Harris, Senior Citizen
Coordina tor.
Jim Allison, 1035 Woodacre Lane, submitted where he stands at this time
in connection with a proposed tentative map for the construction of a l6
unit condominium at Alice and Santa Anita. A public hearing had been
scheduled before the Planning Commission for October 28 but had to be can-
celled because it was discovered that the zoning on the General Plan is
for residential altho the current zoning is commercial; that a change in
the General Plan apparently is required and this would take quite some
time. The entire situation was explained by the Planning staff and the
various methods of bringing the zoning into consistency was explored.
It was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried
on roll call vote as follows that staff be directed to study an amendment
to the General Plan and include other properties which may be subject to
the same conditions as this particular property; that a meeting then be
scheduled with the Planning Commission to discuss the study.

SCHEDULED public hearing for November l8 on the appeal from the denial
of the Planning Commission on a request to allow various setbacks in lieu

Resolution No. 4772 (Conditional Use Permit 77-33) to extend use of tempor-
ary tent structure for an additional two years at 5150 N. Farna Avenue.
During this consideration William Barbeau, 46 E. Woodruff Avenue, explained
it is hoped they will complete the required road this year and that the ex-
tended time would be appreciated. (Resolution No. 4919 adopted later in
this meeting. Page 4.)
AUTHORIZED the Director of Public Works to approve and execute the Sub-
division Agreement in connection with the tentative Parcel Map for a 3-
unit condominium at 406 El Dorado.
APPROVED Planning Commission Res. 1150 granting a conditional use per-
m it for the operation of a wholesale plant nursery on city-owned property
at 622 E. Live Oak Avenue.
AUTHORIZED purchase of one 3/4 ton truck with service body from Mission
Chevrolet in the amount of $9,256.68 which includes a trade-in of a 1965
3/4 ton truck. Equipment to be used by the landscape maintenance crew.
Funds in the Capital Improvement Projects Account for 1980-81.
AUTHORIZED purchase of one one-ton truck with road striper from H. E.
Rhodes Company in the amount of $46,997.l4 including optional equipment
(report dated October 30). Funds in the ~apital Improvement Projects
Account for 1980-81.
APPROVED request for permission to use two searchlights for promotional
purposes at J. C. penneys in Fashion Park on Saturday November 15 from
5 p.m. to 10 p.m. During this consideration the City Manager said he has
not had any complaints on the use of the lights.

The Director of Public Works reported on bids received for the Library
and Eisenhower Park Parking lot resurfacing and made recommendation for
the award of contract to the low bidder. It was MOVED by Councilman
Saelid, seconded by Councilman Gilb and carried on roll call vote as
follows that the contract be awarded to Larson and Leaverenz, Inc. in
the amount of $28,600.90; that all other bids be rejected; that any in-
formalities for irregularities in the bids or bidding process be waived
and that the Mayor and City Clerk be authorized to execute the contract
in form approved by the City Attorney. Funds are in the current Library
and Recreation Department Capital Improvement Projects Account for 1980-81.

(Dec. 2) Councilmen Dring and Haltom said in part they would like additional infor-
I~mation concerning a project such as this. The City Engineer explained the
/J./{)ff' procedure in full and it was noted that the approval of the report and the
adoption of the resolution of intention would only bring the matter before
the City Council on December 2 at which time, following public testimony,
changes may be made if Council so determines.
Whereupon it was MOVED by Councilman Saelid, seconded by Councilman Gilb
and carried on roll call vote as follows that the Engineer's Report be
approved and that a resolution of intention be adopted scheduling a public
hearing on December 2. (See page 4, Resolution No. 49l8).
